Minutes of the regular meeting of December 8th, and the adjourned meeting of December 151
were read and approved*. ---
The following 'Referendum Petition was presented:
We,the undersigned legal voters of the City -of Fayetteville,Arkansas,
rrspectfully order by this,our petition,that Ordinance number 1040, passed"by the City
Council of the City of Fayetteville,Arkansas on the 15th day of December,1952,entitled,
'i'AN ORDINANCE AUTHORIZING THE ISSUANCE OF ADDITIONAL WATER REVENUE BONDS FOR -THE PURPOSE
QF CONSTRUCTING BETTERMENTS AND IMPROVEMENTS TO THE MUNICIPAL WATERWORKS SYSTEM,SETTING
IIP A FUND FOR THEIR PAYMENT, AND DECLARING AN EMERGENCY," a copy of which Ordinance is
attached hereto and made a part hereof, be referred to the people of said City to the enc
that the same may be approved or rejected by the'lega1 voters of said City at the Genera]
Election to be held on the 3rd day of November,1953"or at a special electionnto be callec
for the purpose of voting on the question of the adoption or-rejectiibn of -said Ordinance
Number 1040 if the City Council"of said City -of Fayetteville"; Arkansas shall -determine
that a special election is advisable; and each of us for himself says: I -am a qualified
elector of the City of Fayetteville, Arkansas,and my residence,post office address and
voting precinct are correctly written after my -name.
Signed by 91 citiiens of Fayetteville, Arkansas. -
The Certificate of the City Clerk showed that there were -"85 of the names on the petition;
ie OFFICIaJIST OF WASHINGTON COUNTY VOTERS living in the City of Fayetteville, Arkansas.
It was noted that Jas R.Hale""who circulated the petition along with quite
a'number of other citizens,many of whom had signed -the petition, were present,and the
Mayor called attention to the fact that all persons interested who desired to'be heard
fipon the question of the issuance of the bonds would be -heard-9 whereypon"Mr Hale'said
that "his signing of the petition did not necessarily"mean that he was opposed to the
Bond Issue,but that he believed that in action of this magnitmde the people should decide
the issue with their votes.He said he felt the signers formed a "Representative group"of
Fayetteville citizens".
After a general discussion, the City Attorney introduced " A RESOLUTION
RDERING A REFERENDUM ON ORDINANCE NUMBER 1040."
Alderman Williams made a motion that the Resolution be adopted, this motion
as seconded by Alderman Vent, and on roll call by the Clerk, -the following vote was'
ecorded: Ayes : Richardson,Burge, Williams, McAllister, Heflin and Kent. Nays: None.
bsent and not voting: Hunt and Pratt. And the Mayor declared the Resolutton adopted,as,
here were 6 Ayes, and no nays.
RESOLUTION NUMBER 1-53
A RESOLUTION ORDERING A REFERENDUM ON ORDINANCE NUMBER 1040.
WHEREAS, a petition for referendum on Ordinance Number 1040, entitled, "AN ORDINA
UTHORIZING THE ISSUANCE OF ADDITIONAL WATER REVENUE BONDS FOR THE PURPOSE OF CONSTRUCTI
ETTERMENTS AND IMPROVEMENTS TO THE MUNICIPAL WATERWORKS SYSTEM ,SETTING UP A FUND FOR T
AYMENT,AND DECLARING -AN EMERGENCY". passed and approved by the City Council on the 15th
ay of December, 19520 was filed with the City Clerk on the 2nd day of January, 1953,and
e has certified to the Council that the petitions contain the names of more than fiftee
er cent (15%) of the total vote cast for Mayor at the last General Election at which a
ayor was voted upon,and he finds that the petitions are sufficient to order a referenda
non the ordinance.
NOW,THEREFORE,BE IT RESOLVED, by the City Council of the City of Eayetteville,Arkansas:
SECTION 1. That a special referendum election upon the aforesaid ordinance be,and
it is hereby called and ordered to be held on tuesday,January 20th, 1953,between the
hours of 8:00 O'clock A.M. and 6:30 O'Clock P.M., at the following polling places:

SECTION 3. That the election shall be conducted in the manner now provided by law
or nuncepa a ections and notice of the election shall be given by the Mayor by adver-
tlisement for one ihsertion at least ten (10) days before the date of the. election in a
newspaper of general circulation published in the City of Fayettevillv2Arkansas, and havi
a bona fide -circulation therein; and by proclamation issued -by the Sheriff of Washington
County, Arkansas, -and posted at each of the -places fixed for holding such election and tw
or mord public places within the corporate limits of the�City of Fayetteville,Arkansas;
and that the'result of the voter -shall be canvassed and declared by the County Election .

SECTION 4.^This Resolution shall take effect on and' after its, passage; and the City
Clerk be and he is hereby directed to deliver a certified copy of this -Resolution to each
member of the Washington County Election Commission within two (2) days following the dat

The City Engineer presented the application of Mrs Jessie Holt for a Building Permit
at 114 N.Church, Alderman Kent made a motion that Building Permit-No.899 be issued to Mrs;
Bldg Pmitsiessie -Holt, seconded by Alderman Richardson; which was passed unanimously by the Council:
The City ,Engineer 'presented the application of Otto McCarver for a bmilding Permit
o In West 6th Street,Alderman 'Richardson made a motion.ithat Building permit No.902 be issued
to Ott6 McCarver, seconded by Alderman Kent, which was passed unanimously by the Council.
The City Engineer presented the application of M.H.Ev'ans for a building permit on
South School Avenue, Alderman Kent made a motion that building permit No. 904 be issued
to M.H.Evans,with the provision that it be set^back 5 feet from the line, this motion was
seconded by Alderman Richardson, and was passed unanimously by the. Council.
The City Engineer presented the application of E,A.Pothast for a building permit
at ll401N,Cblleg6 Avenue, Alderman Kent made a motion that Building permit No.905 be issued
�o E.A.Pothast, seconddd by Alderman Burge, which was passed unanimously by the Council.
The City Engineer presented the appTicatioh of J.W.Bailey for a building permit at
�34 N.College Abenue, Alderman Burge made a motion that building permit No. 907 be issued
to J.W.Bailey, seconded by Alderman Kent, which was passed unanimously by the Council.
Alderman Kent reported that the bills had been audited and signed, and made a
iotion that they be' -allowed as approved, this motion was seconded by Alderman Heflin, and
was passed unanimously by the Council.
Alderman Williams presented the report of the Fire Department for the month of
Ltter ecember, also, for the year 1952,and made a motion that the Mayor be directed to write
to
I letter of commendation to the Fire Ch&ef and the Department for the excellent work the
File Dept Faire doing.which was shown by these report,this motion was seconded by Alderman Kent, and
was passed unanimously by the Council.
The City Attorney introduced A RESOLUTION to change the metod of paying for
ttending firesby Volunteer Firemen and paid Firemen, Alderman Williams made a.motion t
he 'Resolution be adopted, this motion was seconded by Alderman Richardson; and on roll
all by the Clerk, the following vote was recorded: Ayes: Richardson,Burge, Williams,
cAllister, Heflin and Kent. Nays :None. Absent and not voting :Hunt and"Pratt. And the
ayor declared the resolution adopted, as there were 6 Ayes, and nd Nays.

BE IT RESOLVED, that effective February lst,1953,the following additional compensa
ion be paid by the -City of Fayetteville to all part paid and all full paid members of
he Fire Department:
To all part -paid members phe sum of $1.00 for attendance at each fir
ut that no compensation shall be paid for station duty; plus the additional sum of $1.01
or attendance at each meeting ; plus the additional sum of $1.00 for ati;endance at each
