Present: Mayor Powell.M:Rhea, City Clerk J.W.McG2hee, City Engineer John Mahaffey, City Auditor Harold•Zick, and Aldermen :Richardson#Burgas Pratt, Williams, McAllister,affdfHdflina. Aibsente Aldermen Hunt and Kent. The Mayor stated that this meeting was for the purpose of hearing the report of sport Engineers W.R.Holway of Tulsa and L.M.McGoodwin of Fayetteville, after which L.M.McGoodwin f presented the report, which stressed that the present facilities a inadequate and declared way & the City should carry out two construction projects as soon as possible: (of the Water System) oodwin (1). A.raw water line from Lake Fayetteville to the filtration plant on Mt. Sequoyah,including a pumping station at Lake Fayetteville; and (2). A new filtration plant on Mt.Sequoyah with a capacity of 3,000,000 gallons per day. The pumping sVation and flow line would cost $280,000,as the Engineers recommended and the filtration plant would cost about $150,000. The report recommended that the City issue $430,000, in general obligation bonds to cover the construction, and levy a five -mill waterworks tax to back up the bonds. After a general discussion of the report by the Council, it was decided that no furthefaction would be taken at this times a ) The City Engineer presented the application of the Skelley Oil Co. for a lding permit at College Avenue and Lafayette Street to erect a Service Station, Alder- hardson made a motion that Permit No.877 be issued to Skelley Oil Co., this motion was onded by Alderman Williams, and was passed unanimously by the Council. There being no further business, Alderman Richardson moved to adjourn, onded by Alderman Heflin, which was passed unanimously by the Council, and the Mayor laced the Council adjourned. Absent:Alderman Williams. Minutes of the regular meeting of Novenmber 10th and the Adjourned Meeting of emer 14th were read and approved. Dallas P Raney, member of the Firm of T,J.Raney & Sons, Little Rocks Arkansas, d before the Council and made the following proposal: Proposal mayor -and City Council of Fayetteville, Arkansas T.J.Raney Gentlemen: &Sons We understand that your engineers have recommended that certain additions,extensions a improvements to your water system be made. You have outstanding, as of December 1,19529 $753,000 first -mortgage water revenue bonds,and your operating•statementsshows'ithat,8o- additional bonds of equal security may be issued at this time. - VPe are of the opinion that it may be possible to find a buyer who will pay you par for 3 3/4% second -lien bonds, if a study of the past operations and estimated future operations of the system indicate that it will produce sufficient revenues to pay debt service charges on bo$h issues. We, therefore, make the follwing proposal: 1. We will recommend a program of financing and schedule of maturities based on our study which we believe mast advantageous to the district. 2. We will endeavor to secure a buyer for your second -mortgage bonds for which you shall pay us a fee of 1'-21%. 3. We will agree to pay all expense in connection with the issuance of the bonds, if they are issued,including the printing of the bonds, attorneyts approving opinion,prepera- tion of ordinances,and other incidental expense. 4. If we are not able to secure for you a buyer for these second -mortgage bonds, you will owe us nothing for our services. 5. We agree to proceed with diligence and present our Bindings to the district as soon as possible, but within thirty days from date of this agreement. [I 4891 The City Engineer presented the application of Zed Johnson for a building permit at 1943 North College Avenue, Alderman Kent made a motion that Building permit No. -883J' be issued to Zed Johnson, this motion;;was seconded by Alderman Pratt and was passed unanimously by the Council. r Alderman Kent reported that the bills had been audited and signed, and made a motion that they be allowed as approved, this motion was seconded by Alderman Pratt, and was passed unanimously by the Council. The City Attorney introduced RAN ORDINANCE TO PROVIDE FOR ABANDONING 'AND VACATING THE ALLEY EXTENDING NORTH FROM HAZEL STREET TO HOLLEY STREET IN BLOCK TWO OF IS ITHE CORRECTED; PLAT OF SOUTH 680 FEET,COLLEGE ADDITION TO THE CITY OF FAYETTEVILLE, {ARKANSAS". The Ordinance was bead in its entirety by the City Attorney, Alderman -Ric7qar.'dson made a motion that the rules be suspended and the Ordinance placed on its second reading this motion was sedonded by Alderman Pratt, and was passed unanimously by the Council. The City Attorney then read the Ordinance the second time, and after discussion, Alderman Pratt made a motion that the rules be further suspended and the Ordinance place I n its third and final reading, this motion was seconded by Alderman Kent, and was passe I nanimous by the Council. The City Attorney then read the Ordinance the third and final time. The Mayor then put the question"Shall the Ordinance pass"?, and on roll call by the Cler'. the follwing vote was recorded: -Ayes: Richardson, Burge, Hunt, Pratt, McAllister, Heflin and Kent.
