Present: Mayor Powell M:Rhea, City Clerk J.W.McG2hee, City Engineer John Mahaffey, City Auditor Harold•Zick, and Aldermen :Richardson, Burge, Pratt, Williams, McAllister,atidPHEflinj pI Absent: Aldermen Hunt and Kent. The Mayor stated that this meeting was for the purpose of hearing the report of Report Engineers W.R.Holway of Tulsa and L.M.McGoodwin of Fayetteville, after which L.M.MeGoodwin Of presented the report, which stressed that the present facilitiesvexe inadequate and declared Holway & the City should carry out two construction projects as soon as possible: (of the Water System) McGoodwin (1). A.raw water line from Lake Fayetteville to the filtration plant on Mt. Slquoyah,including a pumping station at Lake Fayetteville; and (2). A new filtration plant on Mt.Sequoyah with a capacity of 3,000,000 gallons, per day. The pumping sVation and flow line would cost $280,000,as the Engineers recommended id the filtration plant would cost about $150,000. The report recommended that the City issue $`430,000. in general obligation bonds to cover the construction, and levy a five -mill waterworks tax to back up the bonds. After a general discussion of the report by the Council, it was decided that nl furthef action would be taken at this time The City Engineer presented the application of the Skalley Oil Co. for a ilding permit at College Avenue and Lafayette Street to erect a Service Station, Alder- chardson made a motion that Permit No.877 be issued to Skelley Oil Co., this motion was conded by Alderman Williams, and was passed unanimously by the Council. There being no further business, Alderman Richardson moved to adjourn, conded by Alderman Heflin, which was passed unanimously by the Council, and the Mayor clared the Council adjourned. Present: Mayor Powell M.Rhea, City Clerk J.W.McGehee, City Attorney A.D.McAllister, City Engineer John Mahaffey, City Auditor Harold Zicks Fire Chief Burl Skelton and Aldermen: Richardson ,Burge, Hunt,Pratt, McAllister, Heflin and Kent. Absent:Alderman Williams. Minutes of the regular meeting of Novenmber 10th and the Adjourned Meeting of Novemer 14th were read and approved. Dallas P 'Raney, member of the Firm of T.J:Raney & Sons, Little Rock, Arkansas, appeared before the C6uncil and made the following proposal: Proposal Majror'_,and City Council oP Fayetteville, Arkansas T.J.Raney Gentlemen: &Sons We understand that your engineers have recommended that certain additiona,extensions and improvements to your water system be made. You have outstanding, as of December 1,1952, $753,000 first -mortgage water revenue bonds,and your operating, statementsshows'1thht no. bonds of equal security may be issued at this time. additional We are of the opimion that it may be possible to find a buyer who will pay you par for 3 3/4% second -lien bonds, if a study of the past operations and estimated future operations of the system indicate that it will produce sufficient revenues to pay debt service charges on bojfh issues. We, therefore, make the follwing proposal: 1. We will recommend a program of financing and schedule of maturities based on our study which we believe mast advantageous to the district. 2. We will endeavor to secure a buyer for your second -mortgage bonds for which you shall pay us a fee of r-200 3. We will agree to pay all expense in connection with the issuance of the bonds, if they are issued,including the printing of the bonds, attorney's approving opinion,prepera- tion of ordinances,and other incidental expense. 4. If we are not able to secure for you a buyer for these second -mortgage bonds, you will owe us nothing for our services. 5. We agree to proceed with diligence and present our Bindings to the district as soon as possible, but within thirty days from date of this agreement.
