lay Yoe W.H.Pryor, Chairman of the Planning Commission reported that the Commission had held a
sleeting, and had officially approved the CLAY YOE PLAT, which had been tentatively ao-
lat pepted September 29th,1952.
The City'Engineer presented the application of Edgar Walthip for a building Permit on
South School Avenue for a ten unit Tourist Court, Alderman Pratt made a motion that Perm
Io.860'be issued to Edgar Walthipp* this motion was seconded by Alderman Heflin, and was
assed unanimously by the Council.

lotion that the ordinance be left on its first reading, this motion was seconded by Alde
ian and was passed unanimously by the Council.

The Clerk then read the Ordinance the third and final time.

OTHER FIREWORKS WITHIN
THE
CORPORATE
LIMITS OF THE CI'T'Y OF FAYET
TEVILLE,ARKANSAS:
IT ORDAINED BY THE CITY COUDiCIL OF THE CITY OF FAYETTEVILLE, ARKAI4SAS:
Section 1. That hereafter it shall bu unlawful for any persmn, firm or cornoratio
o explode or cause to be exploded any firecrackers, romam candles, skyrockets.ena all
ther fireworks within the corporate limits' of the City of Fayetteville, Arkansas, without
av ingyfirst`_obta ned;.thecprior)written consent of theiMayor of the City of Fayetteville
pecifying the time, place and duration of said explosions or pycotechnical exhibitions.
Section 2. Any person, firm or corporation violating any part of Section 1 of thi
rdinance�shall be deemed guilty of a misdemeanor,. and upon conviction thereof shall be
ined in'any sum not less tha Five Dollars ($5.00), nor more than Twenty-five Dollars
$25.00).
Section 3. All ordinances or parts of Ordinances in conflict herewith are hereby
epealed.
Section 4. It appearing that a serious water shortage exists within the corporat
imits of the City of Fayetteville, Arkansas, and it further appearing that additional
ire prevention measures are needed to conserve this limited water supply, and that the
ublic welfare, health and safety are in danger,an emergency is hereby declared to exist,
nd this'Ordinance shall be ih fill force and e,ffecjr from and after its passage and

6 Alderman Richardson, member of the Auditing Committee, reported that the bills
had been approved and signed, and made a motion that they be allowed as approved, this
motion was seconded by Alderman Burge^and was passed unanimously by the Council.

Representatives of Improvement District No.59 appeared before the Council to,/what actio
ould be taken to obtain a strip of land needed at the East end of the Improvement Distr
>n North Street in order tp complete the paving in progress on'North Street, after dis-
ussion, it was decided to postpone any action till October 28, 1952,at 5 O'Clock, P.M.,
Ln order to give J.W.Baxter, one od the property owners to be affected, a chance to be
heard.

The Ordinance was read in'its entirety'by Alderman Pratt, Alderman Burge made
motion that the rules be suspended and the ordinance placed on its second reading this
otion was seconded by Alderman Pratt and was passed unanimously by the Council.

WHEREAS the compensation of Aldermen of the City of Fayetteville,Arkansas, is
onsiderably lower than the amounts being paid to Aldermen by cities of like and lesser

ftii'EREAS, the compensation now received by Aldermen of the City of Fayetteville
rkansas, has remained unchanged since April ath,1919, although the size of the City of
Iayetteville has more than tripled since tliat time.
