Fayetteville City Councfrl met in regular session, Mondays November��s 1951,
Present: Mayor Powell M.Rhea, City Clerk J.W.McGehee, City Attorney A.D.McAllister, Jr.
ity Engineer John MaHaffey;City Auditor Harold Zick,and Aldermen: Richardson, Burge,
cGoodwin, Williams,Kincaid, Heflin and Kent. Absent:Alderman Pratt.

The City Engineer's estimateNo.3 for construction -of concrete roof for reservoir No.l,
Estimate by E.V.Bird Construction Co., amountd)ng to x$4,190.35 was presented, Alderman McGoodwin
NoI rade a motion that Estimate No..3 be approved, this motion was seconded by Alderman Burge
approved end was passed unanimously by the Council.

.. Alderman McGoodwin made a motion that Lake Fayetteville be closed for fishing
LAKE TO BE Ind boating and that all boat owners be notified to remove their boats by November 12th,
closed for his motion was seconded by Alderman Heflin and was passed unanimously by the Council.

Fishing Alderman Kent reported that the bills had been audited and signed and made a
motion that they be allowed as approved, this motion was seconded by Alderman Heflin and
was passed unanimously by the Council.
PHILLPSThe Mayor reported that the low bid submitted for the two trucks on which
MOTOR CO. gids had been requested wa's made by the Phillips Motor Co.Alderman Williams made a motion
LOW BID the low bid of the Phillips Motor Co., which was x729990.00 for the Two Ton Truck and
onl2 IL,980.00 for the 1% ton truck be -approved and the Board of Public Affairs be authorized
tr cks to accept said -bid, this motion w_asxseconded by Alderman Kincaid and was passed unanimously

The Mayor introduced the following 'Resolution, and Alderm ov its adop-
tion,seconded by Alderman Richardson, which was passed unanimously by the Council.

vv WHEREAS, the City of Fayetteville, and the Civil Aeronautics Administration have
n investment in Drake Field, the Fayetteville Municipal Airport,valued at more ,than
300,000.00, and in addition thereto, the Civil-Aeronautibcs Administration has weather
iacilities and a communication station located at said Drake Field presently in operation
and said airport -has a 3,000 foot paved runway with necessary lighting for night flying,

hich paved runway and lighting installations were constructed and installed jointly by
the City of Fayetteville and the Civil Aeronautics Administration and,
WHEREAS, the City of Fayettevffille has a population within the boundary of the
City of Fayetteville of some 20,000 people and the immediate trade area commerci3!ally a
dart of the City of Fayetteville has an additional population of approximately 10,000
eopl-e, and
l,'HEREAS, the City of Fayetteville has no regularly scheduled air servmce for
either passedgers or air rxpress or mail.
NOVJ, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE
ARKANSAS:
That the Civil Aeronautics Board be memorialized and requested to issue certif
Testes of convenience and necessity to an air carrier for the purpose of providing aerial
transportation on regularly scheduled flights for passengers,mail and air express, either
on a temporary or permanant basis and 'if feeder line service is Certificated which the
City considePs will give the City of Fayetteville better air service in that more stops
P, day -can be scheduled that such feeder line have direct connections with facilities
at Tulsa,Oklahoma, Little -Rock, Arkansas, Springfield, Missouri and Fort Smith, Arkansas.

A.Committee-from the Parent Teachers Association of the Peabody Training School presentid
request thag a traffic signal light be installed at West Maple Street and University
rive, and .that a traffic Policeman .help direct traffic there at certain times of the day.
hat a designated LOADING ZONE be established on West Maple near the intersection of Lev-
rett, and that a No -passing Zone on West Maple be"established.
After discussion, the Council agreed to mark off the LOADING ZONE, and also to
ake up with the State Highway Departments the,:.establishment of a traffic signal light.
t was suggested that the City look into the possibility of'authoriiing a University Po -
iceman to direct traffic at the location indicated at certain times of day.
The contract;:. of Suburban Water'District No..2 and the contract of Suburban Water
istrict No.3.between said -Districts -arid the City of Fayetteville were presented, after
iscussion, Alderman Williams, Chairman of the Water Committee made a motion that the
ontrscts be approved and the Mayor and City Clerk be authorized to execute both of the
ontracts, this motion was seconded by Alderman Richardson, and was passed unanimously by
he Council.
There being no further business, Alderman Kent moved to adjourn, seconded by A
Heflin, which was passed unanimously by the Council, and the Mayor declared the C
adjourned.

and with a request that they have a report ready- for the next regftlar meeting of the Coun-
cil, this motion was seconded by Alderman Kent, and was passed unanimously by the Council.
