Absent : Mayor Powell 1I. Rhea and Aldermen : Bohe and Kincaid. Pro -tem Minutes og the regular meeting of June 5th, were read and approved. Mr.Roy Brumfield appeared before the Council and stat.ed.that he had made a contNa Brumfield with McClinton Bros To pave Washington Avenue from Rebecca Street to Prospect, and requ.�t request for that the City pay for paving the intersection at Rebecca, after discussidn, Alderman paving Richardson made a motion that the matter be referred to the Street Committee for study Intersection d recommendation, this motion was seconded by Alderman McGoodwin, and was passed unai- ously by the Council. Alderman Kent,Chairman of the auditing Committee reported that the bills had been udited and sighed and madd a. motion that they be allowed as approved, seconded by Alder - an Richardson, which was passed unanimously by the Council. Traffic on The ^u.�r,tion of traffic conditions on NorthCollege Avenue came up for discu,sion, N. ollege and)., itraaas_suLZe ted that there should be no parking on the east side of North College rom Spring Street to North Street, Alderman White made a motion that the matter be refer ed to the Street Committee f1r recomendation, seconded by Alderman Richardson, which was passed unanimously by the Council. All C.Emplo ees Alderman Feathers made a motion that all City employees except a "SKELETON CREW" e permitted to have the'3rd of July off, and the employees who have to work on July 3rd to July 3rd e permitted to have a day off sometime in Julys 'this motion was secomded by Alderman Off. Whites and was passed unanimously by the Council. ;"Dater Superintendent W.C.ainith reported that he had contacted the firms that had submitted bids to furnish 82400 Tbs'of lead, by telegraph, and had boughttthe lead @ 14.10 per hundred.lbs. R.D.Goff's The Plat of R,D.Goffts sub-divis>son was presented, after discussion, Alderman PYat 11cGoodwin made a motion that the matter be referred to the PLANNING COMMISSION and CITY "NGINEER for reco mendation, this motion was seconded by Alderman White, and was passed nanimosly by the Council. Alderman Feathers introduced t1nAN ORDINANCE CREATING THE BUSINESS OFFICE OF 'HE CITY OF FAYETTEVILLE, ARKANSAS, DEFINING ITS FUNCTIONS, AND FOR OTHER PURPOSES* The Ordinance was read in its entirety by the-Qlerk, Alderman Richardson made notion that the rules be suspended and the Ordinance placed on its second reading, this ,notion was sdconded by Alderman McGoodwin and was passed unanimously by the Council. . The Clerk then read'the Ordinance the second time, and after discussion,Alder- .an McGoodwin made a motion that the rules be further suspended and the Ordinance placed n its third and final reading, this motion --was seconded. by Alderman Richardson, and was passed unanimously by the Council., Tfie Clerk then read the Ordinance the third and final -time'. he Mayor then put the question" Shall the Ordinance pass?"; and on roll call by the Cl"er he following vote was recorded; Ayes: Richardson, Feathers, McGoodwin, Williants,l.Vhite ar ent. Nays: None. Absent and not voting: Bohe and Kincaid. And the Mayor declared the Ordinance passed, as there were 6 Ayes and no Nays. Alderman McGoodwiri made a motion that the emergency clause be adopted, this otioh was seconded by Alderman Richardson, and on roll call by the Clerk, the following vote was recorded; Ayes: Richardson, Feathers, McGoodwin, !"Williams, White and Kent. Nays None. Absegt and not voting: Bohe and Kincaid. And the Mayor declared the emorgenc clause adopted, aslthere were 6 Ayes and nornays. ORDINANCE N0. 971. AN ORDINANCE CREATING THE BUSINESS OFFICE OF TPE CITY, OF FAYETTEVILLE, kRKANSAS, DEFINING ITS FUNCTIONS, AND FOR OTFE R PURPOSES. BE IT ORDAINED BY THE CIYY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. There is hereby created the Business Office of the City of Fayetteville Arkansas, which office shall perform the functions set out (bn Section 2 hereof. Section 2. The Busihess Office of the CiVy of Fayettevikle, Arkansas s13all perform the following functions: It shall collect all revenues due to the City of Fayetteville, Arkansas, whether from general advalorem taxes,special advalorem taxes, revenues, wheteh water, sewer or sanitation and all licenses, fees and permit charges as well as all insp tion charges and all othef' monies -due to the City of Fayetteville, whether from tax sources, persons, firms or corporations, public or private, except that where the ,genera statutes of the State.of Arkansas specifically require that any of the above enumerated funds be paid to any other officer or agency, the terms of such general statute shall no be affected by the terms of this ordinance and'this'ordinance shall notin any wise be construed to conflict with any such general statutes. Section 3. The Business Office shall be supervised by an auditor whose duty it shall be to see that all funds paid into the City of Fayetteville from whatever source are credited to the proper accounts and to keep accurate statement of accounts on all flunds paid into the City of Fayetteville and to ascebtain prior to the itsuance of any warrants,checks or vouchers against said funds that' such warrants, checks or vounhers are drawn on the proper funds and that funds are available' in the proper account for Purpose of the payment of such warrants',oheclks and vouchers and such warrant , check or voucher shall be approved"by the Busines's Office and the approval endorsed upon such warrant, check or voucher, as the case may be, which approval shall imply that tho warrant, check or voucher is drawn on the proper fund in the proper amount as fixed by the City of Fayetteville,Arkansas or such other branch of the municipal government as may be authorized to determine the amounts, and that.f4nds are on deposit in said accoui sufficient to pay the approved warrant, check or voucher but no'dther.•;or further signif- icance shall be attached to the apprmval of the business officev it not being the inten.- tion of this section todeprive'the executive, legislative and administrative officers of any.of their prerogatives as prescribed"by the general.laws applicable to municipal corporations and to cities of the first class in the State of Arkansas. 170 4J ( ORDINANCE NO. 971 -Continued from page 319) Section 4. It appearing that there is presently a great duplication of services sofar as the collection of revenues in the City/o£ Fayetteville are concerned and it be the advantage of the Citizens of the City 6f Fayetteville that such duplication of ser ces be eliminated and that all the collecting' and disbursing of funds be paid out of on fice, and in order to effect an economocal system in the municipal government and to ke curate st 4ments of accounts on all funds in -the City of Fayetteville, an emergency is reby declared to exist and this ordinance'shall be in full force and effecat from and ter its passage, approval and publicatioh..
