SECTION TWENTY-THREE: SEVERABILITY. If any of the provisions of this ordinance Ir the application thereof to any person. or. circumstances is held invalid; such invalidity shall not affect other provisions or applications.of the ordinance which'can be given efflect 4ithout the invalid provisions-er application, and to this end the provisions of this orda- raance are declared to be severable. SECTION TWENTY-FOUR: EMERGENCY CLAUSE. It is ascertained and declared. that he prevention of the creatmon or esEablishment of airport hazards is immediately necessary or protecting the lives and property of users of Fayetteville Municipal Airport, and of occupants of land in its vicinity and for preventing destruction or impairment of the tility of the airport'and the -public investment therein; that an emergency exists; and herefore for the immediate preservation of the public peace, health and safety this ordi ante shall be in full force and effect immediately upon its paasage and approval.
