It is ascertained and declared. that he prevention of the creatmon or esEablishment of airport hazards is immediately necessary or protecting the lives and property of users of Fayetteville Municipal Airport, and of occupants of land in its vicinity and for preventing destruction or impairment of the tility of the airport'and the -public investment therein; that an emergency exists; and herefore for the immediate preservation of the public peace, health and safety this ordi ante shall be in full force and effect immediately upon its paasage and approval.
