SECTION TWENTY-TWO: Penalties: Each violation of this ordinance or of any
egulation, order or ruling promulgated hereunder'shall be punishable by 'a fine of not

SECTION TWENTY-THREE: SEVERABILITY. If any of the provisions of this ordinance

shall not affect other provisions or applications.of the ordinance which'can be given efflect
4ithout the invalid provisions-er application, and to this end the provisions of this orda-
raance are declared to be severable.
SECTION TWENTY-FOUR: EMERGENCY CLAUSE. It is ascertained and declared. that
he prevention of the creatmon or esEablishment of airport hazards is immediately necessary
or protecting the lives and property of users of Fayetteville Municipal Airport, and of
occupants of land in its vicinity and for preventing destruction or impairment of the
tility of the airport'and the -public investment therein; that an emergency exists; and
herefore for the immediate preservation of the public peace, health and safety this ordi
ante shall be in full force and effect immediately upon its paasage and approval.

Tile Mayor announced that the adjourned meeting was for the'purpose of
onsidering the Reorganiztion plans submitted by Sinderson, Little & La9hell, Certified
ublic Accluntants , during the Discussion Alderman Richardson was excused for the purp
ttending a fumeral and Alderman Feathers-"vias"excused t6'fill a previous appointment wit
ne of his patients, *Alderman Williams made a motion -that the City take the necessary
teps to place numbers 3 & 4 of Sinderson, Little"& L'aShell's recomendatmons into effect
s soon as possible and order the necessary ordinances and resolutions drawn to place
