CITY WATER PLANT FAYETTEVILLE, ARKANSAS:
I. WATER MAIN EXTENSIONS OUTSIDE CITY LIMITS:
A COSTS: All costs for water main extensions outside the City bimits of Fayet.te-
Iille shall be paid for by the individyals or parties concerned. The City Water Plant will

(B) AGREEMENT: Before any water main extensions are connected to the City water lill _
ains a contract or agreement must be executed between the owners of the extension and the
ity Water Plant. The Superintendent of the City Water Plant is authorized to sign these
ontracts as the agent of the City Water Plants

NESSETH:
That the parties heteto for the consideration hereinafter named agree as follows:
Article 1. The Party of the First Part agrees to permit the party%of the Second Patt

Said water service may be had with the understanding that the Party of the Second Part
hall abide by and comply with all of the Rules, Regulations, and Requirements of the sail
ity water Plant of the City of Fayetteville, Arkansas, as said rules and requirements now o_..- . _
xist or as they may be amended from time to time, and also upon the additional terms and .::>^as
onditions as follows:
(A) Tat the pipes shall be laid along the following route:

(C) That the Service connection shall be controlled by a cut-off valve which shall be in-

(D) The Party of the Second Part agrees that he will not permit additional connections to
s made to this line or permit the using of wa#er through said lines, except where the same
as been measured through a meter which has or may be installed by the City Water Plant,
aless said additional connection be authorized by the Party of the First Part.
The Party of the Second Part agrees to maintain all pipe from the City Main to the Meter
that they are water -tight at all times, and further agree that a failure to maintain t�e
id pipes in a non-leakable condition constitutes authority for the Party of the First Pprt
discontinue this service by cutting the water off at the main or at any point that it is
cessary to avomd the wastage of water. The parties hereby waive notice of such discontinu-
ce of service and agree to save harmless the Party of the First Part for any damage which
y be claimed by_reason of such discontinuance of service.
ARTICLE 2. The Party ofvthe Second Part hereby grants and conveys to the City Water
ant- of the City of Fayetteville,"Arkansas, an easement for the .purpose of inspecting,
placing, maintaining or removing meters or any other property belonging to the City Water
ant, also an easement for the purpose of inspecting the lines to see that they are properly
intained, the reading of meters and for any other .purpose which may be necessary for thl
oper operation of these connections.
TICLE 3. It is further understood and agreed by the Party of the,Sgeond Part that water ls(.-. 13
rvice will be furniskied so long as the supply is sufficient to render this service with -
t endangering the supply toi;water consumers inside the City of Fayetteville, Arkansas,
bject to the frules of the plant and that the discontinuance of service due to the shortage
supply will -in no way make the City Water Plant liable for damage or damages of any kiidd
ich may be occasioned by reason of the discontinuance of such service.
RTICLE 4. It is understood by and between the parties hereto that no water secured through
fte above authorized service connection by the Party pf the Second Part will be re -sold, �,i
istributed or furnished gratis by said Party of the SP,cond Part to any other person, firm,
r corporation.
RTICLE 5. It is further understood and agreed by the parties hereto that there is nothing
erein contained to prevent the Party of the Second Part from renting the property served)
y the above connection, but it is understood that said Party of the Second Part is respon-
ible to the Party pf the First Part for all water bills accruing against such connection
wring any such rental period.
RTICLE 6. For and in consideration of the covenants and agreements by the Party of the
pcond Part, the Party of the First Part agrees to permit the Party of the Second Part to
ake connection and receive water service upon the aforsaid terms and conditions and upon
o other conditions.

(C) CONSTRUCTION AND MATERIALS: All construction will be done in accordance
th the Superintendent's instructions. All Materials must be of first quality and new,
water pipes will be covered until an authorized.agent of the City Water Plant'chas insp

3. ° RATES.
Rates for water service shall be the same as charged for water service inside tl
City of Fayetteville. An additional monthly charge.of sixty cents for each consumer will
be made, said charge being for the extra costs involved in reading and maintaining meters,
This sixty cent charge shall be added to the gross bill and subject to customary discount:

Fund RULES AND REGULATIONS
CUSTOMERS DEPOSIT FUND and PETTY CASH FUND, CITY WATER PLANT
Under the authority of Ordinance No.953, dated August 15, 1949,the following
rules and regulatilons governing the establishment and operation of the CUSTOMERS DEPOSIT
FUND and the PETTY CASH FUND shall become effective upon approval of the City Council:
I* CUSTOMERS DEPOSIT FUND. An account titled "CUSTOMERS DEPOSIT FUND" shall be establishes
n a local bank. Monies depodited in this account shall bB from CUSTOMERS DEPOSITS*
Honies withdrawn from this account shall be for the purpose of the refunding of CUSTOMERS
POSITS. When the balance in this account reaches the sum of $2,500.00, the Water Plant
Superintendent may deposit all additional monies received as customers deposits, in the
".ATER WORKS FUND" and cosider such CUSTOMERS DEPOSITS revenue.
This fund is established as a reserve to be used for future heavy withdrav
eriods. The Water Plant Superintendent shall determine when the funds in this account arc
re to be withdrawn for such purpose.
20 PETTY CASH FUNd A"PETTY CASH FUND" shall be established from funds of the City Watc
lant's " OPERATION AND MAINTENANCE FUND" in the amount of $200.00.
(A) The "PETTY CASH FUND" shall be used for the following transactions only:
(1) MAKING NECESSARY CHANGE FOR CUSTOMERS
(2) PAYMENT OF FREIGHT BILLS IN THE AMOUNT OF ?10.00 6R LESS
(3) REFUND OF CUSTOMERS DEPOSITS
(4) REFUND OF OVEP.PAYM= OF IIIATER OR OTHER BILLS -PAID BY CUSTOMER
a. All disbursements from tl•e "PETTY CASH FUND" shall be recorded on petty cash vouchers,
supported by appropriate invoices or bills, signed by the person receiving the payment.•
'hePETTY CASH VOUCHERS shall be made a part of $She City Water Plant's permanent records.
(C) The " PETTY CASH FUND" shall be reimbursed as follows:
(1) By drawn on the "OPERATING AND MAINTENANCE FUND"For transactions number(2)

AN ORDINANCE REGULATING BURNING OF TRASH, ETC.$PRESCRIBING A PENALTY THEREFORY
.ND FOR OTHER PURPOSES.
Section 1. FIRE IN.PUBLIC PLACES AND VACANT LOTS. It shall be unlawful for any
Berson or persons to burn or cause to be burned any tradh, lumber,leaves, paper, straw,
rush, grass or any other combustible material of any kind, or to kindle a fire,or to(
urnish material for a fire, or in any way to authorize or allowNX any fire to be made or
in any manner to aid or assist in making any fire in any street, alley or other public
place,or on any sidewalk, or vacant lot in the City of Fayetteville, Arkansas, withou
t.
irst having obtained and having in full force and effect written permission to do so from
he Chief of the Fire Department. No permit shall be issued to kindle, build, maintain or
se a fire within 15 feet of a fire hydrant, or within two feet of any concrete curb or
he surface of any permanant pavement, except for the purpose of repairing, removing or
Tonstructing the same. A fire kindled, built and maintained under a permit as herein pro -
bided shall be uontinuously under the care and direction of a competent adult from the trine

afeguards as the Chief of the Fire Department may prescribe.
Section 2. FIRE ON OTHER PRIVATE PROPERTY. It shall be unlawful for any person

trash or any other combustibke material on any occupied lot within the limits of the City
pf Fayetteville, except in approved wire baskets or other fireproof receptacles with proper
cover and/or spark arrester screens.
Section 3. PENALTY. Any person who himself, or itself, or by his or its agent
)r employee, violates any of the provisions of this ordinance sha"11, upon conviction theeof..
e subject to a fine of not less thanX5.00 or more than '$25.00. •
Section 4. All ordinances or parts pf ordinances in conflict with the pro-
isions of this ordinance are hereby repealed.
Section 5. By reason of the hazard to property occasioned by careless burn
of trash, an emergency is hereby declared to exist. and this ordinance shall take eff

P5ax A Mehlburger submitted a report showing that on account of a shobtage of money it
would not be possible to complete the.lake project as -originally planned, but that he had
worked out a plan to substitute for theooriginal plan, which could be completed with the
available funds, Alderman Richardson made a motion that the report be referred to the
Water Committee to recommend the next stage of proceedure in compliance with the report,
