P esent: Mayor Powell M.Rhea, City Clerk J.W.McGehee, and Aldermen; Williams and Kincaid.
It was nd)ted that on account of the Men's meeting at the Methodist church, there
would be no quorum present,41derman Williams made a m&tion that the Council adjourn till
next regular meeting, September 26th, this motion was seconded by Alderman Kincaid, and
was passed unanimously by the Council, and the Mayor declared the Council adjourned.

Fayetteville Ciixy Council met in regular session, Monday, September 26, 1949.
Present, Mayor Powell M,?Ihea. City Clerk J,W,McGphee, City Attorney,Price Dickson, City
Engineer W.C.Sriiith, and Aldermen; Richardson, Feathers, McGoodwin, Bohe,Williams, Kincaid,
White and Kent.
Regular meeting of September 12th and Called meeting of.September 14th, were read and approved.

1 back alley, after discussion, Alderman Feathers made a motion that the Mayor and City Engineer

seconded by Alderman Kincaid, and was passed unanimously by the Council.
Alderman Bohe introduced an Ordinance entitled ” AN ORDINANCE AMENDING SECTION
OF ORDINANCE NO. 789, AND REDEFINING THE WORDS "RESIDENTS OF THE CITY OF FAYETTEVILLE*
RKANSAS",AND FOR OTHERITURPOSES.
The Ordinance was read in its entirety by the Clerk, Alderman Richardson
made a motion that the rules:cbe suspended and the Ordinance placed on its second readingp*
his motion was seconded by Alderman Williams, and was passed unanimously by the Council.
The Clerk then read the Ordinance the second tmme and after discussion'
lderman Richardson made a motion that the rules be further suspended and the Ordinance
laced on its third and final reading, this motion was seconded by Alderman Kent, and was
passed unanimously by the Council.
The Clerk then read the Ordinance the third and final time.
The�;Mayor then put the question "Shall the Ordinance pass"?, and on roll call by the Clerk,
1the following vote resulted; Ayes: Richardson, Feathers, McGoodwin, Bohe, Williams, KJncaids
White and Kent, And the Mayor declared the Ordinance passed, as there were 8 Ayes, and no mays.
Alderman Richardson made a motion that.the emergency clause be adopted,
this motion was seconded by Alderman Kent, and on roll call by the Clerk, the following
vote resulted; Ayes: Richardson, Feathers, MoGoodwin, Bohey Williams, Kipcaid, White and Kent.
4nd the Mayor declared the emergency clause adopted, as there were 8 Ayes, and no Nays.
ORDINANCE No.957.
AN ORDINANCE AMENDING SECTION 9 OF ORDINANCE N0. 7899 AND REDEFINING THE WORDS.;'
RESIDENTS OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES.
BE IT ORDAINED -BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. Section 9 of ordinance No. 789 of the ordinances of the City of Fay
etteville, Arkansas is hereby amended to read as follows:
The words " -Residents of the City of Fayetteville, Arkansas" for the purpose
of this ordinance mean any person whose residence is within the limits of the City of
Fayetteville; also, any person, persons, firm, corporation or organization owning or usir
a place of business, warehouse, office,factory, or location for business purposes within)
the limits of the City of Fayetteville, Arkansas. This ordinance shall not apply to tourii
visitors or other non-residents of the City of Fayetteville, Arkansas. Students in the
University of Arkansas and in the Fayetteville Business -College who are bona fide reside**
of the City of Fayettevill, Arkansas and are the owners of motor propelled vehicles shall
be subject to the payment of motor vehicle taxes or license: -fees in the same manner as oil
residents of the City of Fayetteville.

Section 2. -All ordinances or parts of ordinances in conflict herewith are hereby
repealed and it appearing that much confusion has arisen in the interpretation of S®ction 9
of Ordinance No. 789 of the Ordinances of the City of Fayetteville, Arkansas and that the
situation should be clarified immediately and this ordinance being necessary for the pres-
ervation of the public peace, health and safety and the IIIX4XX14N equitable and lawful ad-
ministration of the motor vehicle license laws of the City'of Fayetteville, Arkansas,an
emergency is hereby declared to exist and this ordinance shall be in full force and 'effect
from and after its passage -and approval.
Passed and approved this 26th day of September, 1949.

Alderman White made a motion that the Ordinance committee be instructed to pre-
pare an ordinance including several recommendations presented by the Building Committee,
this motion was seconded by Alderman Richardson,and was passed unanimously by the Counci

Alde rman Richardson presented the question of painting the Municipal Hangar
building at the Airport, and stated that he had an estimate of $223.00 for the paint required
paint to paint the outside of the building, and that 'Ray Ellis had agreed to furnish the labor)
irport for the job for'. the sum,of^$225.00, with the understanding that the $225.00 would be credited
angar on his rent account, Alderman McGoodwin made a. motion to accept the nronosal of Ray EI.lis

license with a request for the return of the 9300 carnival fee paid to the Ciduring the Fair we
to be after discussion, Alderman Feathers made a motion that the license fee be rfifunded to the
refunded Fair Association, this motion was seconded by Alderman Kincaid, and was psssed unanimously
by the Council.
The Clerk presented a statement of the 9th installment in Paving District
NI. 462 amounting to $99.560 Alderman McGoodwin made a motion that the bill be allowed,
seconded by Alderman White, which was passed unanimously by the Council.

Erbense of ( Alderman Williams made a motion that the expenses of the Fire Chief,
Fire one driver and one volunteer Fireman be allowed for attending the Firemen's Convention to
Cod nittee be held at Ft.Smith, October 24-25-26-, this motion was seconded by Alderman Feathers, and
to bepaid was passed unanimously by the Council•
Alderman Williams made a motion that the annuallduesc.ofrthe Firemen, of
Dues to be 1.00 per member, amountmng to $38.00 be paid, this motion was seconded by Alderman F'eath
paid for and was pased unanimously by the Council.
