The Water Superintendent presented a list of REVISED RULES AND REGULATIONS
governing watgr service connections in addition to the six sections approved at the regu-
lar meeting of August 18th,.1949, Alderman McGoodwin made a motion that they be approved,
this motion was seconded by Alderman Williams, and was passed unanimously by the Councilo

Under the Authority of Ordinance No. 953, dated August 15, 19490the follow•
Ing rules and regulations governing water service connections shall become effective upol
approval of the City Council:.

& Section 7. MAINTENANCE OF SERVICE CONNECTIONS AND"REPAIRS:

The City Water Plant is resp2hsible for the Maintenance of all service connections;

Only representatives of the Water Punt are authorized to repair and maintain these line:
Chis maintenance and repair will consist of the necessary labor and materials to keep th<
service connection. -in reasonably good condition;
The Water Superintendent will make all decisions as to the required materia:
and / or replacements of the service connections in need of repair.
All moving and / or changes in location of meters, meter boxes and service
lines if made for the convenience of the owner or consumer, shall be made at the expense
of owner or consumer, and at the expense of the Water Plant if made for the convenience
sof the Water Plant`,
SECTION 8. CONNECTING TO OTHER SERVICE CONNECTIONS:
The practice of connecting additional services on existing service connections is not r4
ommended. However, when it is shown that it is more advantageous to connect to an
lexisting service line the prospective consumer must first secure the written permission
hof the owner of the existing line and the consent of the Water Superintendent.

to hire an as administrative assistant, e..'ective September 15th,.,Alderman Williams made a motion that

not to exceed the salary being paid W.E.Fletcher, this motion was seconded by Alderman

Alderman Bohe introduced an Ordinance, entitled "AN ORDINANCE PROVIDING FOR
REGISTRATION OF BICYCLES IN THE CITY OF FAYETTEVMLLE, ARKANSAS:" {II
The Ordinance was read innits entirety by the Clerk, Alderman McGoodwin
made a motion that the rules be suspended and the Ordinance placed on its second readings
this motion was seconded by Alderman Williams, and was.passed unanimously by the Council'

as there were 7 Ayes$ and no Nays.
ORDINANCE NUMBER 9-5-5.
AN ORDINANCE PROVIDING FOR THE REGISTRATION OF BICYCLES IN TRE CM OF MM TF
UILLE, ARKANSAS:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYEPTEVILLE# ARKANSAS:
Section 1. It shall be unlawful for any person.to operate or use a bicycle
propelled wholly or in part by muscular power upom any of the streets, alleys, or public
highways of the City of Fayetteville, Arkansas,without first obtaining from the Po]Lice
lepartment a license therefor.
Section 2. The Police Department is hereby authorized and������,,ttrected to issue
upon written application bicycle licenses which shall be effective fromj1Y'irst day of October,
1949 to and including December 319 1949 and thereafter said licenses shall be issued for the
�cslender years commencing onthe first day of January of each of said calender years and
ending on the 31st day of Dedpber of said calender years. Said licenses when issued shall
entitle the licensee to operate•such bicycle for. which said license has been issued, upon
the streets, alleys, and public highways$ exclusive of the sidewalks thereof in the City
of Fayetteville;
Section 3. The City of Fayettevilles Arkansas shall provide each year suitable
license plates, tags, insignia or other marking and registration cards having numbers
stamped thereon in numerical order beginning with number one and indicating the year for
whtheich
same are issued and the owner of each bicycle subject to the terms of this ordi-
nance is hereby required to attach such license insignia to his bicycle.
The P81ice Dellartment shall issue a corresponding registration card to the
licensee upon payment of the said license fee. Insignia shall remain attached to the
bicycle during the effectiveness of the term of such license. The Police Department shall
keep a record of date of issuance, to whom issued, and the number thereof.
Section 4. All persons engaged in the business of buying second hand bicycles ai•o
are hereby required to report to the Police Department wiyhin 24 hours of the date of any such
purchases the name and address of the person from whom each bicycle is purchased, the
description of each bicycle purchased, the frame number thereof, and the number of the
license plate or insignia thereon,,if any. All personsengaged in the business of selling
new or second hand bicycles are hereby required to report. to the Police Department within
24 hoursof the date of each sale a list of all sales made by such dealers, which list shall
include the name and address of each person ,to whom sold,,the kind of bicycle sold together
withra description and the frame number thereon, and the number of license plate or insignia
lattached thereon$ if any. I _ I
Section 5.. It shall be the duty of each person who sells or transfers ow
of any bicycle except as provided insection 4 to report such sale or transfer by returni:
to the Police Department the registration card issued to _such person as licensee thereof
together with the name and address,of the person to whom said bicycle was sold or transf
which report shall be made within five days of date of said transfer.
The purchaser or transferee of such bicycle shall apply for transfer of
registration therefoe within five days of said sale or transfer.
Section 6. It shall be unlawful to willfully or maliciously remove, des
mutilate or alter the number of any bicycle frame licensed pursuant to the terms of this
ordinance. It shall be unlawful for any person to remove, destroy, or alter any license
plate$ tag# or insignia or.registration card during the time for which said license plat
tag$or insignia, or.registration card is in force, provided, however, that nothing in th
ordinance shall prohibit the Police Department from stamping numbers on the frames of bi
on which no number can be found, or on which said number_is illegible or insufficient fo
identification purposes*
Section 7. The annual license fee to be paid for each bicycle shall be
25¢ and shall be paid in advance, but the Mayor of the City of Fayetteville may by procl
mation extend the time of payment of such bicycleclicense for a period of not more than
60 days from the date said license becomes due. The transfer fee for all licenses shal
be 25� which shall be paid at the time application for transfer or registration is made.
License fees for the remainder of the year 1949 shall be•lo�
Section 8. Any bicycle operated upon any of the streets, alleys, or
public highways.of fayettevilles Arkansas, which does not have a license plate, tag or i
insignia affixed thereto shall be impounded by the Police Department of Fayetteville,
Arkansas, who shall»reiain possession of such bicycle•until the license provided for her
is obtained by the owner of said bicycle.
Section 9. All ordinances or pacts of"ordinances in conflict hereto
are hereby repealed. This ordimance shall.not apply to•any vehicles now required to be
licensed by the revenue department of the State of Arkansas or any ordinance heretofore
in force in the City of Fayetteville, Arkansas. (See Page 267)

The City Engineer presented the request•of B.J.Hilton for a Building,p
Hilton mit to remove the 2 story frame residence at 114 North college to the back of the lot,
Bldg (after discussnon, Alderman Williams made a motion that the permit be granted if Fire
permit resisting Walls and roof are used on the building in its new locations this motion was
Igranted Iseconded by Blddrman White, and was passed unanimously by the Council.
Alderman McGoodwin made a motion that the 0rd;C&nmitteg be instructed to
prepare an ordinance defining the method of proceedure in removing buildings located in
the FIRE ZONE, this motion was seconded by Alderman Whites -which was passed unaimously b

Alderman McGoodwin made a motion that questions concerning some of -the
provisions of the Fire Ordinances, which had been presented to the Council by the City
Engineer, be referred to the Building Committee for study and $o make recommendations to

NO PARKING( Alderman McGoodwin made a motion that a "NO PARKING ZONE " be establishe

& I ;ING ZONE" be established on the-East'-sidevof;.Vandevented Avenue'from Lafayette Street to
Vandeventer I}a Street, this motion was seconded by Alderman Richardsln, and was passed unanimously
by the Council.
Alderman. :McGoodwin made a motion that the City Engineer be instructed to
make a study of parking conditions on narrow streets of the City and submit recommendatic
to the Council, this motion was seconded by Alderman Kincaid, and was passed unanimously
the Council.
The Mayor reported ghat the bids for construction of a FIRE ESCAPE at
the City Hospital and the bids for the Heating contract for the Nurses home at the City
Hospital had been opened in his office at 1:30, P.M.on September 60 1949 ,with the foll(h

Alderman Feathers made a motion that E.V.Bird Construction Co. be awarded the
1ontract for construction of the Fire Escape on the low bid of $5,575.00 and that G.::
G.W.Shirley & Son be awarded the contract for the Heating system at the Nurses Home om
the low.bid of $2,990.002 this motion was seconded by Alderman Williams, and was passed
unanimously by the Council.
Alderman McGoodwin made a motion that the Architect be authorized.to make
a,change of the Work order for construction of the Heating Plant -to include some insulation
that was not in eluded in the specifications covered by the bid, which change was estimated
to cost not to exceed $150;002 this motion was seconded by Alderman Kincaid, and was passed
