STREETS AND ALLEYS WITHIN THE CITY OF FAYETTEVILLE, ARKANSAS AND FOR OTHER PURPOSES.lf
The Ordinance was read in its entitety by the C1erk.'Alderman V'h:ite made a motion that
the rules'be suspended and the Ordinance placed'on'its second reading, this motion was seconded by Alderman
McGoodwin, and was passed unanimously by the 'Council,
The Clerk then read the Ordinance the second time, and after discussion, Alderman Feathers
made a motion that the rules be further suspended and theOrdinance placed on its third and'final reading,
this motion was seconded by Alderman Richardson, and was passed unanimously by the Council.
The Clerk then read the Ordinance -the third'and final time.
The Mayor then put the question " Shall the Ordinance pass?", and on roll call"by the Clerk, the followin€
vote resulted; Ayes: Richardson, Feathers, McGoodwin, Bohe, Kincaid, White and Kaut.Nays:None. absent and
not voting. Alderman Williams. And the Mayor declared the Ordinance passed, as there were 7 Ayes and no Nay
Alderman McGoodwin made a motion that the emergency clause be adipted, this motion was
seconded by Alderman'Richardson; and on roll call by -the Clerk, the following vote resulted; Ayes:

And the Mayor declared the emergency clause adopted, as -there were 7 Ayes and no Nays.
ORDINANCE NUMBER 9 -4 -9 -
AN ORDINANCE RESTRICTING THE SHOOTING OF FIREWORKS ON THE PUBLIC STREETS AND ALLEYS WITHIN THE
ITY OF FAYETTEVILLE, ARKANSAS AND FOR OTHER PURPOSES.
BE IT ORDAINED by the City Council of the City of Fayetteville, Arkansas:
Section 1. That in addition to the areas now prescribed by ordinances of the City of Fayette-
ville in which the shooting of fireworks, firecrackers and explosives are now prohibited; it shall be un-
lawful for any person, firm or corporation to'explode, fire or cause to be exploded or fired any fireworks,
firecrackers or other explosives on any pf!)the'public streets and alleys within the City of Fayetteville,
Arkansas except that public displays of fireworks under proper supervision may be made by and with the
consent of'the Mayor of the City of Fayetteville, Arkansas.
Section 2. Any person, firm or corporation violating any part of Section l of this Ordinance
shall be guilty of a misdemeanor and upon conviction thereof shall'be fined in any sum not exceeding
Ten ($10:00) Dollars and each shooting or firing of fireworks, firecrackers or other explosives as prohib-
ited in Section 1 of this Ordinance shall be considered a seperate offense.
Section 3.'It appearing that firecrackers and fireworks have been fired and exploded upon
the public streets and alleys of the City of Fayetteville and that ignited firecrackers have been thrown
into traveling automobiles on the streets mf the City of Fayetteville and that torpedos have been exploded
against the sides of cars on the streets of the Cmty of Fayetteville and that the public peace, health and
safety is in danger; an emergency is hereby declared to exist and this Ordinance shall be in full force
and effect from and after its passage and approval.
Passed and approved this 13th day of June, 1949.

At this time the Mayor announced the appointment of a Board of Health as,follows: Dr W.J:Butt,
Fred W.Ogden,Mrs W.A.Fowler, Mrs Bruce Holcomb and J:B.Crumpler, Alderman Feathers made a motion that the
ointments be approved, seconded by Alderman McGoodwin, which was passed unanimously by the Council.
Alderman Richardson made a motion that the C#y'Engineer prepare some copies of specifications
ask for bids on a pump to be used at the pump station on White River, this motion was seconded by Alder -
Kincaid, and was passed unanimously by the Council.
Alderman McGoodwin made a motion that the amount of $192.00 be paid to the Tri -City Sign 8ervici
W of the cost of erecting 2 WELCOME SIGNS at the entrance, to the City on North and South Highway 71, t]

The problem of the'FRUIT STAND on North College Avenue was again brought to the
•tention of'the Council by the City Engineer who stated that they had installed a COUNTER
