Alderman Feathers made a motion that the Ordinance committee be instructed

forth Street; on the South by a line running 300 feet north of Highway No.62, on the East

ONE WAY Alderman McGoodwin made a motion that a'"ONE WAY DRIVE" be;�established on

East St. 1 P.M.;'this motion was seconded by Alderman Richardson and was passed unanimously by thr

Alderman Richardson made a motion that the Ordinance Committee be instruct,
ed to prepare an Ordinance to prohibit any move on "RED", at the intersection'pf Dickson
and West Streets, this motion was seconded by Alderman White, and on roll call by the
Clerk, the following vote"resulted; Ayes: Dig=: Richarson and White. Nays: Feathers,
McGoodwin, Bohe, Williams, Kincaid and Kent. And the.Mayor declared the motion lost, as
there were 2 AYES, 6 NAYS.

A RESOLUTION ASSUMING RESPONSIBILITY FOR ANY ROYALTIES OR LICENSES UNDER
THE BARTON PATENTS AND FOR OTHER PURPOSES.
WHEREAS, the City of Fayetteville, Arkansas has been advised by the
Civil Aeronautics Administration that the Welsbach Corporation of
Philadelphia, Pennsylvania is claiming the right to assert a. clal m. for
royalties or licenses for the use of Bartow Patent No. 2,155,295 and,
WHEREAS, the City of Fayetteville is advised that the said Welsbach
Corporation may make claim for the use of said patent on the Fayetteville
Municipal Airport, and,
WHEREAS,•the Civil Aeronautics Administration has not determined
the validity of the claim of Welsbach Corporation in connection with the
Fayetteville Municipal Airport Lighting System and has not determined,
if the Welsbach Corporation's claim for license fee or royalty is valid,
whether or not it can properly be allowed as a part of the Fayetteville
Municipal Airport Project No. 9-037002-701 and is unwilling to agree to
participate in said lighting project unless the City of Fayetteville will
assume full responsibility for any licenses or royalties which may be
determined to be due under said Bartow patent.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
Section 1.. The City of Fayetteville, Arkansas hereby assumes full
responsibility for the payment, if any is due, of all royalties and/ or
licenses due to the Welsbach Corporation if it shall be determined that the
lighting system for the Fayetteville Municipal Airport is covered by said
Bartow patent and if the City of Fayetteville is compelled to pay a license
or royalty for the.use of 'said patent; the City of Fayetteville hereby
to
requests the Civil Aeronautics Administration allow the cost of such license or
royalty as a part of the airport lighting project of the Fayetteville
Municipal Airport and to participate therein.
ADOPTED THIS 6 DAY OF JUNE, 1949.

Alderman Bohe introduced L'AN ORDINANCE RESTRICTING THE SHOOTINGJIREWORKS ON THE PUBLIC
TREETS AND ALLEYS WITHIN THE CITY OF FAYETTEVILLE, ARKANSAS AND FOR OTHER PURPOSES."
The OrKdinance was read in its entibety by the Clerk. -Alderman White made a motion that
he rules•be suspended and the Ordinance placed'on' £s second reading, this motion was seconded by Alderma
1ScGoodwin, and was passed unanimously by the Council.
The Clerk then read the Ordinance the second"time, and after discussion, Alderman Feather
Lade a motion that the rules be further suspended and the Ordinance placed on its third and'final reading,
this motion was seconded by Alderman Richardson, and was p as sed 'unanimously' by the Council.

ORDINANCE NUMBER 9 -4 -9 -
AN ORDINANCE RESTRICTING THE SHOOTING OF FIREWORKS ON THE PUBLIC STREETS AND ALLEYS WITHIN THE
IITY OF FAYETTEVILLE, ARKANSAS AND FOR OTHER PURPOSES.
BE IT ORDAINED by the City Council of the City of Fayetteville, Arkansas:
Section 1. That in addition to the areas now prescribed by ordinances of the City of Fayette -
in which the shooting of fireworks, firecrackers and explosives are now prohibited; it shall be un -
for any person, firm or corporation to -
explode, fire or cause to be exploded or fired any firework,
ackers or other ekplosives on any of!lthe 'pirbli:c streets and alleys within the City of Fayetteville,
as except that public displays of fireworks•under proper supervision may be made by and with the
t of the Mayor of the City of Fayetteville, Arkansas.
Section 2. Arty person, firm or corporation violating any part of Section 1 of this Ordinance
shall be'guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding
Sen ($10:00) Dollars and each shooting or firing of fireworks, firecrackers or other explosives as prohib-
ited in Section 1 of this Ordinance shall be considered a seperate offense.
Section 3. It appearing that firecrackers and fireworks have been fired and exploded upon
[he public streets and alleys of the City of Faye bteville and that ignited firecrackers have been thrown

against the sides of cars on the streets of the City of Fayetteville and that the public peace, health and
safety is in danger; an emergency is hereby declared to exist and this Ordinance shall be in full force
