Minutes of the regular meeting of May 2nd, were.read and approved.
The Mayor presented a PETITION signed by quite a number of citizens, requesting that some
Petitior$rrangment be made to oil 3rd street from Highway 71 east to College Avenue, after discts-
to oil si�on, Alderman White made a motion that the request be referred to the Street Committee fol
3rd St •recommendation, this motion was seconded by Alderman Williams, and was passed unanimously
by the Council. .-
Stapleton The Mayor presented the request of O.W.Stapleton, that he be exempt from the Park -
request ing meter regulations in frontof his house at 114 N.East Street, Alderman Feathers made a
motion that the request be referred to the Sj.reet Committee for recommendation,also, to:,..�j
regommendi'a;pblicyt:ifors people who are in the PARKING METER ZONE, and do, not have a drivewa�
this motion was seconded by Alderman White , and was passed unanimously by the Council.
The April reports of Paul Jameson as Municipal Judge, Pearl Watts as Chief of
Po7.ice, Roy Nix as Sewer Service Collectgr, J.W.MeGehee as City Collector and as City Cler
were presented by.City Clerk J.W.McGehee, and the report od the Water Department was -prem
sented
as pre-
sented by Alderman Williams, Chairman of the Wafer Committee,Alderman White made a motion

mously by the Council.
The Mayor presented the bill'of Homer Pearson for serving as Special Judge of the
Municipal Court, AmounFing to $ln.nn, Alderman Feathers made a motion that the Bill be
el�owed, thks motion was seconded by Alderman McGoodwin, which was passed unanimously by
the Council*
Alderman Bohe introduced an Ordinance, entitled 'AN ORDINANCE ABOLISHING ALL
EXEMPTIONS FROM THE PAYMENT OF SANITATION FEES TO THE CITY OF FAYETTEVILLE, ARKANSAS,
REPEALING ORDINANCE NO. 925, AND.FOR OTHER PURPOSES:
The Ordinance was read in -its entire$y by the Cdty Clerk, and Alderman Feathers
ma e a motion that the rules be suspended and the Ordinance placed on its second reading,
this motion was seconded by Alderman Williams, and was passed unanimously by the Council.
Ttie Clerk then read the -Ordinance the second time, and after discussion, Alderma
White made a motion that the rules be further.suspended and the Ordinance placed omits
third and final reading, this motion was seconded by Alderman Richardsnno and was passed
unanimosly by the Council.

The Mayor then put the question "Shall the Ordinance pass^?, and on roll call by the Clerk
the following vote was recorded; Ayes: Richardson, Feathers, McGoodwin, Bohe, Williams,
Kincaid, White and Kent. AND the Mayor declared the Ordinance Passed, as there were 8 Ayes
and no Nays.
ORDINANCE NUMBER 9-4-8
AN ORDINANCE ABOLLSHING ALL EXEMPTIONS FROM THE PAYMENT OF SANITATION FEES TO THE CITY
OF FAYETTEVILLE/ ARKANSASW REPE(LLING.ORDINANCE NU. 925 AND FUR OTHER PURPOSES.
WHEREAS, the City of Fayetteville, Arkansas has been unable to keep said City in
a sanitary condition with funds provided for that purpose and,
WHEREAS, under the terms of Ordinance No. 925 of the Ordinances of the City of
Fayetteville, Arkansas, certain exemptions from tF=epavment of, the'sanitation fee were
provided, and
WHEREAS; many citizens of the City of Fayetteville, Arkansas have been led:to.:
believe. that payment of sanitation fees were for the sole purpose of collecting garbage
and kitchen refuse when as a matter of fact the sanitation funds must necessarily be
used for many other purposes in connection with keeping the City in a clean and sanitary
condition.
NOW, THEREFORE, be it ordained by the City Council of the City of Fayetteville,
Arkansas:
SECTION 1. On and after the effective date of this ordinance, no exemptions shall
be granted to any persons, firms and/or corporations from the payment of sanitation fees
set up under and by the terms of Ordinance No. 92n , and all persons, firms and
corporations shall be regtaired to pay the sanitation fees provided by the terms of Ordina
Nod 92n of the City of Fayetteville, Arkansas.
SEC'tiJN 2. All ordinances or parts of ordinances in conflict herewith and
particularly Ordinance No. 925 of the City of Fayetteville, Arkansas are hereby repealed
anis it appearing that the station problems in the City of Favettevi].le, Arkansas,
are becoming worse as the summer season approaches, an emergency is hereby declared to
exist and this ordinance shall be in full force and effect from and after the 1st day of
July ,0
1949.

leaves and time off for military service, and moved its adoption, seconded
by Alderman White, which was passed,unanimously by the Council*

Section 2. Toe.City Engineer and the Assistant City Engineer shall have two weeks

Section 3. All uniformed employees of the Police and Fire D®partments of the City
FayeTTe`vviile, Arkansas shall have two weeks vacatiob with pay during each fiscal year,

Section 5. All employees set forth in Section 4 hereof shall be entitled to a, -on
eek sick leave subject to proper certifications during each fiscal year, which sick lea

Section 6. All City employees shall be entitled to necessary military leaves for
ctive serve upto and including fourteen days during each fiscal year, and in the ever

he difference between the military pay and the regular salary of such employee to the

Section 7. The Mayor of the City of Fayetteville shall have authority to grant
mergenc yleaves not exceeding two days to employees for such emergencies as death or sei
llnesses in the immediate family of such employee and no deduction shall be made from
uch employee's wages or salary as the.case may be, in the event such leave is granted.

The Mayor reported that the requirements of the Civil Aeronautics Administration
for the building and equipment for the WEATHER COMMUNICATIONS Station, would be approx-
imately $2,7nn.nn, and it was ascertained that there was only $795.nn in the Aviation
fund that'could be used for that purpose, Aldermam McGoodwin made a motion that the sum
of $ 2,nnn.nn be transferred from the General Fund, with the understanding that the Gene
al fund be reimbursed from the Aviation Fund, as soon as funds are available in the Avis
fund, this motion was seconded by Alderman Williams, and was passed unanimously by the
Council.
Alderman McGoodwin made a motion that the Aviation Committee be authorized to
btain bids on the work to be done for the Weather Communications Station, and present ti
lids to the Council for Approval,'this motion was seconded by Alderman White* and was
assed unanimously by the Council.

nd Superintendent of the Water Department, effective May 15th, Alderman Williams made
motion that the resignation be accepted; this motion was seconded by Alderman Mc Goodwin,

Alderman Williams made a motion that Carl Smith be appointed City Engineer and
CTING Superintendant of the Water Plant, effective May 16, 1949, this motion was seconded
y A13erman Aincaid, and was passed unanimously by the Council. i
Alderman Feathers madea motion that the Council Approve the purchase of
tract of land from A.H.Williams to be used in the lake for the water Plant'Project,saic
ract containing 81.27 acres, at a price of $7,5nn.1"n for the land and 03,nnn.nn for the
ouse and other improvements on the land, making a total of $ln,5n,1.nn for land & improvi
ents, this motion was seconded by Alderman Williams, and was passed unanimously by the
ouncil.

Alderman McGoodwin made a motion that a STOP SIGN be installed on PARK
Stops Street, where it enters NORTH STREET, this motion was seconded by Alderman Williams,
on arkwhich was passed unanimously by the Council.

Conitraot to Alderman Richardson, chairman of the Avdation committee, reported that he
Tom Eads had received a number of bids on the different jobs coming up for the construction of the
WEATHER COMMUNICATIONS STATION at the airport, Alderman Feathers made a motion to accept
the lowest bid for the general construetion,with the provision that he be required to
Garry liability insurance, the low bAdder being Tom Eads, but if for any reaon he should
fail to qualify, then the next lowest bid would be accepted,this motion: was seconded by
Allderman MCGoodtain, and was passed unanimously.by the Council.
