RF.AS, the City Council of the City of Fayetteville, Arkansas, did by Ordinance No.
943 adoptedn the 29th day of October, 1948, authorize the issuance of $827,nnn Waterworks
Re enue Ref and Improvement bonds for tYie purpose of providing for the pryment of the cost
of�construc�ion of betterments and improvements to the waterworks system of the City of Fayetteville,
Arlansas an refunding certain valid and outstanding bonds of the City issued to pay the cost of
th cor,•stru tion of betterments and improvements to the said system; and
V EREAS, it is desirable to specify and direct the application of the proceeds of the sale

Ciy Council. of the City of Fayetteville, Arkansas, it is hereby declared that bonds numbered 116
to1136, inclusive, and bonds numbered 157 to 151, inclusive, as therein authorized, in the aggregat
principal amount of $$36,nnn are to be issued, sold and delivered'as therein provided for the purpos

datedJune 15, 1932; bonds numbered 2 to 74, inclusive, and bonds numbered 159 to 188, in-
clusive, as'therein authorized, in the aggregate principal. amount of 8ln3,n^n, pre to be, issued,
sold and delivered as therein provided for the purpose of refu•lding the ootstanding-City of
Fa.etteville Fonr Per Cent (4f) Waterworks Bonds dated September 10, 1948; and the remaining bonds
as aiithori4d by said Ordinance No, 943 in the total principal amount of 9688,nnZ are to be issued,
sold and delivered as therein provided for the p mpose of constructing betterments and improvements
to the wate works system of said City, and in. the issuance, sale and,delivery of the rryspective
bods as au horized by said Ordinance Nol 943 it shall be shown that the proceeds from the bonds
have been s, applied.
21 That it is ascertained and•declavled that the waterworks system of the City cf Fayettev
Arkansas, iwholly inadequate to meet the ordinary needs of the inhabitants of the City of Fayette
vi le and ih completely without reserves with which to meet emergencies; that the lack of an adequa
waterworks system constitutes an immediate danger to the life, health and property of the inhabitan
of I the City of Fayetteville; and that it is necessary that the City of Fayetteville immediately
construct b,tterments-and improvements to the waterworks s.rstem to protect and preserve the life,
he-lth and property of its in'^abitants. It is, therefore, declared that an emergency exists, that
th s resollrI;ion is necessary for the immediate preservation of the public p3ace, health and safety,
an that this'resolntion shill take effect and be in force from and after its passage,

Alderman Bobs introduced an Ordinance, entitled, AN ORDINANCE ABOLISHING DISCOUN
MOTOR VEHICLE LICENSES IN THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES.
The Ordinance was read in its entirety by the C1erk,Alderman Gray made a motic

s seconded by Alderman Feathers, and was passed unanimously by the Council:

ORDINANCE NUMBER 944
AN ORDINANCE ABOLISHING DISCOUNTS ON MOTOR VEHICLE LICENSES IN THE CITY OF
YETTEVILLE, ARKANSAS,AND_FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY CF FAYETTEVILLE, ARKANSAS:
SECTION OITE. Beginning January 1, 1949, discounts allowed on the purchase.:
Motor Vehicle Licenses in the City of Fayetteville, Arkansas, shall not be allowed a

SECTION TWOe All ordinances or parts of ordinances in conflict herewith, an

SE61EION THREE. It appearing that motor vehicle license fees have been inad
