The Council of the City of Fayetteville in the County of Washington, State of
Arkansas, met pursuant to adjournment from it's adjourned session of October 29, 1948,
at 133n o'clock, P M:, on the 2 day of November, 1948.
The meeting was called to order by the Mayor, and the roll being called, there
were:
Present: G. T. Sanders , Mayor, in the chair, and the following named aldermen:
Hale, Feathers,. Williams, White, Harlan, Bohe, Whitfield, and Gray
Absent: None
The Mayor stated that referendum petitions had been filed on Ordinance No. 943 ,
passed and approved by the City Council on the 29th day of October, 1948, and requesTe3�ie
City Clerk to read his finding as to the sufficiency of the petitions. The City Clerk then
read his finding to the effect that the petitions had been signed by more than fifteen per'
cent (15%) of the total vote cast for Mayor at the last general election at which a Mayor
was voted upon, and that he found that the petitions were sufficient to order a referendum
upon t)ae ordinance.
Alderman Bohe then introduced the following resolution which was
read in full by the City C er :
A RESOLUTION ORDERING A REFERENDUM
ON ORDINANCE NUMBER 943
WHEREAS, petitions for referendum on Ordinance Number 943 , entitled; "AN ORDINANCE
PROVIDING FOR THE CONSTRUCTION OF BETTERMENTS AND IMPROVEbiEPITS Ti'c=E WATERWORKS SYSTEM OWNED
AND'OPFRATED BY THE CITY OF FAYETTEVILLE, ARKANSAS; PROVIDING FOR THE ISSUANCE OF WATT91VIORKS
REVENUE REFUNDING AND IMPROVEMENT BONDS; AND FIXING THE RATES FOR SERVICE TO BE FURNISHED BY
THE WATERWORKS SYSTEM", passed and approved by the City Council on the 29th day of October,
1948, were filed with the City Clerk on the 30 day of October, 1948s and he.has certified to
the Council that the petitions contain the names of more than fifteen per cent (15%,), of the
total vote cast for Mayor at the last general election at which a Mayor was voted upon, and
that he finds that the petitions are sufficient to order a referendum upon the ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fayetteville,
Arkansas:
SECTION 1. That a special referendum election upon the ordinance be, and it is
hereby called and ordered to be held on the 16th day of November, 1948s at the following
polling places:
FIRST WARD City Administration RuiIAing.'
SECOND WARD Fire Station, N. Block Street.
THIRD WARD Basement, County'Court House.
FOURTH WARD Cam ug_Rril1. Wag . Dickson� .
SECTION 2. That the title of the ballot shall be in the form as provided in the
petit
SECTION 3. That the election shall be conducted in the manner now provided by law
for municipal elections and notice of the election shall be given by the Mayor by advertise-
ment for one insertion at least 10 days before the date of the election in a newspaper of
general circulation published in'Elie City of Fayetteville, Arkansas, and having a bona fide
circulation therein; and that the result of the vote shall be canvassed and declared by the
countylelection commissioners.
SECTION 4. This resolution shall take effect on and after its passage.
Alderman Williams then moved that the rule requiring an ordinance or resolution
be read in full on three erent days be suspended and that said resolution be placed on
its second reading, seconded by Alderman Harlan , and thereafter the Mayor put the
question on the adoption of said motion, and the roll eing,called, the following voted:

Whereupon, the Mayor declared the motion duly passed and said resolution placed on
nd reading. The resolution was then read by J. W..McGehee , City Clerk.
Alderman Whitfield moved that the rules be further suspended and the
resolution be placed on its th an final reading. This motion was seconded by Alderman
Harlan , and thereafter the Mayor put the question on the adoption of said

Whereupon, the Mayor declared the motion duly carried. Said resolution was read
by Alderman Bohe ,.who moved its adoption, and after due considdration
by said Council, the May put the question upon the adoption of said motion and
passage of said resolution, and the roll being called, the following voted:
Aye: Hale, Feathers, Harlan, Bohe, Williams, White, Woitfield and Gray
and the following voted:
Nay: None

Alderman Whitfield made a motion that the Mayor and the Chairman of the Water
licity Committee be authorised to'appoint a Fdblihity.Committee, to be charged with responsibil:

There being no further business, Alderman Whitfield moved to adjourn, seconded
by Alderman Gray, which was passed unanimously by the Council, and the Mayor declared th<
Council adjourned.
