at DRAKE FIELD, Alderman Feathers Made a motion that the RESGLUTION be adopted, seconded
by Alderman Williams, which was passed unanimously by the Council*

LU WHESEAS,the City of Payettevillisj, Arkansas owns an airport equipped with shop
equebt hangars and other facilities necessary and convenient for the operation thereof; said
Ifor airport being in length a full mile;.and
weather WHEREAS, the City of Fayetteville is participating in the C.A.A.Airport Devel
com opmenb Program, and a 3,nnn' hard surgace runway is now under construction; and
Istation WHEREAS, the City of Fayetteville is within a few miles of the inter -section
at airlines drawn from Kansas City, Mo. to Shreveport, La.; Tulsa, Okla. to Memphis, Tenn.
airport Wichita, Kan to Little Rock, Ark.; Dallas -Ft Worth to St.Louis; Dallas -Ft Worth to Chic

Whereas, the City of Fayetteville is the home of the University of Arkansas a
a U.S.Vterans Hospital Facility, both of which have many non- residents therein; and
WHEREAS, the City of Fayetteville is the home of the Western Methodist Assemb
which accommodates thibusands of non-residents annually, and is also in the heart of a g
diversified agriculture and industrial area, and is an educational and religious center
WHEREAS, weather reporting and /or communications facilities are urgently nee
NOW, THEREF(R E, BE IT RESOLVED by the City Council of the City of Fayettevil
Arkansas, that the.Civil Aeronautics Administration be and it is hereby requested that
communications station for Northwest Arkansas be located at Drake Field, F'ayetteville's
Municipal Airport, as in the judgment of said Council, will provide the greatest servic
for the general public and the area in which it is located.

The Ofdindnge amending the plumbing ordinances of the City of Fayetteville,that had been
left on its second reading at the regular'meeting'of.September 27th, came up for consid-
eration, and Alderman Gray made a motion that the Ordinance be placed on its third and
final reading, this motion -was seconded by Alderman Williams,and on roll'cal.l by the

The Clerk then read the ordinance the third and final time.
The Mayor then put the question "Shall the ordinance pass% and on roll call by the Clerk,

there were 7 Ayes and no Nays.
Alderman (gray moved the adoption of the emergency clause,seconded by Alderman
hale, and on roll call by the Clerk, the following vote was recorded,* Ayes: Hale,Feathers,

ORDINANCE NUMBER 9=4-0.
AN ORDINANCE AMENDING THE PLUMBING ORDINANCES OF THE CITY OF FAYETTEVILLE,
ARKANSAS,REVISING SAID ORDINANCES AND ADDINS NEW REGULATIONS ALL IN CONFORMITY WITH
STANDARD CODES.
BE IT ORDAINED BY THE CITY OF FAYETTEVILLE, WASHINGTON COUNTY, -ARKANSAS:
SECTIOAII0.r3eetion 19 of Ordinance No. 226 as -amended by Section 2 of Ordinance
No. 570 is hereby amended to read as follows:
"Section 19. Floor or other drains will only be permitted when it can'be shown
to the satisfaction of the plumbing inspector that the use is absolutely necessary
'V and arrangements made to maintain a permanent water seal in the traps.
"The discharge from vats, soda fountains, ice boxes, and refrigerators shall have
an open receptacle between them and the house drain.
"All hotels, restaurants, cafes, or other establishments where grease is liable to
enter the sewer line shall be provided with catch basins for receiving sink waste, made
of cast iron, tile brick or concrete with stone or iron cover properly trapped'and
vented, which catch basins•shall be installed and located in -such a manner'as to be
readily accessible for opening and cleaning.
"No more than'tffiirty-two plumbing fixture units as hereinafter defined shall be con-
nected to a four inch sever or main waste or house drain. The following list of
plumbing fixtures shall have the unit value set opposite each:
Plater closet 4 units
Slop sink 3 "
Urinal 3 "
Shower 2 "
Bath tub 3 "
Sink' 2 "
Lavatory 1 "
Automatic Dishwasher 2 "
Automatic laundering
Machine 2 "
Automatic Garbage
Disposal 2 "
Section 2. Section -2.5 of Ordinance'No. 226 is hereby amended to read as follows:
"Section 25. The.house drain and house sewer shall be run as direct as possible
with a fall of at least one-fourth of an inch per foot. All changes in direction
shall be made with proper fittings and all connections made with "Y" branches or
sanitary tees or one-eighth or one -sixteenth bends, Provided, however, that all tuy4hs
of nibety degrees or more shall be made with "Y" and one-eighth bends or long sweep
quarter bends."
Section 3. Section 26 of Ordinance,No. 226 is'hereby amended to read as follows:
"Section 26. The house sewer and the house drain must be at least four inches
in diameter where water closets discharge into them. All house sewers•must. be. of
salt -glaze., vitrified clay pipe, fiber pipe or cast iron pipe. All tile sewers' shall
be joined with joining compound.
Section. 4. Sections 54 and Sections. 55 of Ordinance No,. 226 are hereby repealed.
Section 5. Paragraph one of Section 56 of, Ordinance No: 226 is hereby amended to
read as follows: J'
"Section 56. (1) Applications to conre ct with any sewer must be made in writing
to the City Engineer or Inspector by the owner of the property Oto be drained or by
their duly authorized attorneys or plumbers and, must be acconipained by a clear
description of the premises to be drained and of 'the drains required and also by certain
agreements, all as provided in the printed form of ;application issued by said City
Engineer end/or Inspector."
Section 6. Paragraph 3 of Section 56 of Ordinance No. 226 is hereby amended to
read as follows:
"Section 56. (3). Notice i}ust be given at the 'office of the City Engineer of the
City of Fayetteville, Arkansas at least twenty-four hours before any street or public
.way can be opened for the purpose of laying a private drain or before any drain pipe can
be extended from work previously done and accepted or new connections of any kind can
be made with such work unless otherwise permitted by the City Engineer.
Section 7. Section 7 of Ordinance No. 263 designated in Ordinance No. 263 as "Rule
7" is hereby amended to read as follows:

"Section 7. Kind of pipe used. Either lead, galvanized iron, copper or aluminum pipe may be used
for wager at the option of the owner."
"Seition 8. Section 13 of Ordinance Noe 571 is hereby amended to read as follows:
"Section 18. The charges for.a permit under the Ordinance shall..be Two ($2.00) Dollars for any
plumbing work done in or about any building (other than minor repairs as previously defined), to
Include' one fixture when new fixtures are being 4nstalled-and One ($1.0n) Dollar additional for each
And eve'ry,fixture or opening left in the soil and waste pipes for fixtures and drains, and Two ($2.0n)
Dollars for sewer connections. All fees shall be paid by the plumber doing the work at the time he
receives the permit. Ail fees so paid for permits shall.be paid direct to the.plumbing Inspectir and
be kept by him for his servtes herein*"
Section.9e. All public rest rooms, construction of which is begun on and after thirty days from
passage and approval of this ordinance.shall be.equipped•with floor drains in such-a.manner that
.liquids will flow by gravity into said drains.
Section 10. Gas hot water heaters shall not be installed in a closed room'sueh as the bath room,
clothes closet, bedroom, or any other similar„location unless adequate circulation of air and venting
is provided.
Section 11. All ordinances or parts of ordinances in conflict herewith are hereby repealed and it
appearing that new regulations conforming to modern practices are necessary for the preservation of the
publiclhealth,.peace and safety and an emergency is hereby declared to exist and this ordinance shall
be in full force and effect from and after its passage d gpgroval.

The Petition of W.R.Rogers to close part of an alley and part of a street in Mountain View ,,
!Addition came up for a hearing, and Alderman Oral reported, that it was the„,recommendationl F` ,
of the Street Committee that the petition be granted, provide"d that W.R.Rogers grant the
City of Fayetteville an easement for Street purposes across the east 40 feet of hots Six(6)j,
Seven(7), Eight (8)9 Nine(9), Wen (lo) and Eleven(11), in Block Three(3) of Mountain View
Addition to the City of,Fayetteville, Arkansas.
Alderman Hale made a motion that the recommendation of the Street Committee
be approved, this motion was seconded by A1dePman White,.and was passed unanimously by
the Council*
Alderman Bohe introduced "AN ORDINANCE VACATING AND ABANDONING READ AVENUE

Whereae, a petition was duly filed with the City Council of the City of Fay-
etteville, Arkansas, on the 26th day of August, 1948, asking the City Council to vacate
qnd abandon all that portion of the Street known as Read Avenue and the alley, as described
in said petition, and designated upon the plat of Mountain View AdditiAn to the said City,

KNOW ALL MEN BY THESE PRESENTS:
That we, Wm R.Rogers and Olga Rogers, husband and wife, for and in considerati
of the sum,of One ($1.00) Dollar and other valuable consideration, hereby grant, sell and
quitclaim unto the City of Fayetteville, Arkansas, an easement' for steeet purposes over
and across the following described real property,situated'in Washington County, Arkansas,
to -wit:
The 1%ast Forty (40) feet of Lots six (6), 9even(7),1light (8), aline (9), ten (10
and Eleven (11), in Block Three (3) of Mountain View Addition to the City of Fayetteville
Arkansas.
Said easement is conditioned however, as follows:
Whereas the said grantors herein are the owners of all of the above described
Easement lots in said Block Three (30 lying and being immediately East of the alley running North
for Streetand South through said Block; and
in Mt View Whereas the said City of Fayetteville, at the request of the grantors herein,
Addition has vacated and abandoned one block of Read Avenue, lying immediately West of the above
described Lots; and
Whereas, the said City of Fayetteville desires to retain an easement for stre
purposes through said Block, but does not this time anticipate the opening of any street
through said Block.
Now therefore, if and when the said grantors herein sell and convey the prop
owned by them in said -Block 3 to diverse owners so that thereis diversity of ownership b
