SECTION 2. It is ascertained and,dered that the lack.of an adequate source of
water �ter supply and an adequate distributing-sysitem endangers the health and safety of the
citizens and the security..of the property in the City.of.Payettevdlle. It i8, therefore,
declared that an emergency exists, that this resolution is necessary foe,the immediate

rVQ Whereas, a.petition has been filed by Lynn L.Smith, and W.J.Lewis & Paul Y
Commissioners , of Annex ro 1, to sewer Impoovement.Distriet-No 1, asking .that a certai
alley'in said -Addition be closed•.,
Therefore, be it resolved, that a hearing of said petition be had on the 1
day of October, 1948, and•that the City'Clerk be and he is hereby ordered to give notio
such meeting by publication once a week.for two consecutive weeks in some newspaper pub
lished in the'County and having a'general circulation in -the City of Yaye.tteville•
t, a notice to state the namelrbv the person or persons who signed the petition
and descrite the alley thereof to be vacated, and identify said alley as being between
lots 4 and 29, and Lots 5 and.28 in Block 2, Oakland Place Addition, and advise all per
sons that the Council will on the 11th day of October, 1948 hear and determine whether

by Alderman Feathers, which was passed unanimously by the Council.:
Alderman Feathers introduced the following Resolution, and moved its
adoption, seconded by Alderman Hale, which was passed unanimously by the �ouncilro

ton the 23rd day of August, 1948, for the closing of certain streets and alleys in said
City, and;
Whereas, a hearing must be had on said petition, and notic6 of such hearing
given, both as required by law, non:
Therefore, be it resolved by the City Council of the City of Fayetteville,
rkansas, upon the proper motion, duly made and seconded , and passed by said douncil
that a hearing on said petibion be had upon the 11th day of October, 1948, at the regular
meeting of this Council, and the City Clerk of this City is hereby ordered and directed
to publish notice of such hearing'as required by law.

City to attend the hearing of the Southwestern Bell Telephone Company at Little Rock, for a

part rate increase, and that he thought the Attdrneys representing all of these cities would
expenseprobably select 2 Or 3 Attorneys to represent all of the Cities, and he wanted authority

Fayetteville City Council met in adjourned session, Monday, September 20th,,1948:

Engineer E. T.Erown, Aldermen;. Hale,.r'eathers.i Bohe,.Williams, Whitfield,.White and Gray,
Absent: Alderman Harlan*
The Mayor stated that this was the date that had been advertised to sell
800,000 Negotiable Waterworks Revenue refunding and Construsi+ion Bonds,aaid bonds to
bear not to exceed 3%, and to be sold at not less than par*
there were two syndleatesof bond buyers present: Vis: T.J.Raney do Sons and
Y7 R.Stephens ,composIng one syndicate. Hi11,Crawford &1angfoird and E.L.Villarea-1 the other
e; but neither syndicate would make a bid on the bonds as advertised.
T Alderman Whitf ield made a motion that the public sale be declared slosed,
and that the sale proceed on open-aution bids on the same terms and conditions as adveris
for the public sale,except, that the ceiling on the interest rate be removed, this motion
was seconded by Alderman Gray, and was passed unanimously by the Council*
