Gray, which was passed unanimously by the Council. Alderman Gray made a motion that a "NO PARKING" Zone be established on north side of Dickson Street, from pz&rk Avenue to Duncan Avenue, this motion was seconded by Alderman Whites and was passed unanimously by the Council. Alderman xray introduced an Ordinance, entitled, API ORDINANCE SUBMITTING TO HE QUALIFIED ELECTORS OF THE CITY OF FAYETTEVILLE THE QUESTION OF THE FYPENDITURE.:OF EVENTY-FIVE THOUSAND DOLLARS ($75,000.00) BEING THE PROCEEDS OF THE SALE OF THE FAYETTE- ILLE HCSPITAL BONDS; DIRECT11IG THE EXPENDITURE OF SAID PROCEFLIS FOR HOSPITAL PURPOSES Y THE CITY OF FAYETTEVILLE EITHER INDEPENDENTLY OR IN CONNECTION AND COOPERATION WITH HE COUNTY OF WASHINGTON .AND THE UNIVERSITY OF ARKANSAS OR EITHER OF THEM AND EITHER IN ONNECTION WITH OR INDEPENDENT OF THE PRESENT HOSPITAL KNOWN AS THE CITY HOSPITAL, AND OR OTHER PURPOSES. The Ordinance was read in its entirety by the glerk, and .Aderman Whitfield ade a motion that the rules be suspended, and the Ordinance placedon its second reading, his motion was seconded by Alderman White, and was passed unanimously by the Council. he Clerk then read the Ordinance the second time, and after discussion, Alderman illiams made a motion that the rules be further suspended, and the Ordinance placed om is third and final reading, this motion was seconded by Alderman Gray, and stlas passed nanimously by the Council. The Clerk then read the Ordinance the third and final time. 'he Mayor then put the question "Shall the Ordinance pass"?, and on roll call by the , Jerk, the following vote was recorded; AYES: Hale, Adkisson, Harlan, Bohe, Williams, hitfield,aWhite and Gray. NAYS: None. And the.Mayor dedlared the Ordinance passed, s there were 8 Ayes, and no Nays. Copy of Ordinance on neat page 0 �J ORDINANCE NUMBER 930 AN ORDINANCE SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF FAITTTEVILLE THE QUESTION OF - THE F.XPF.TIDITURE OF, SEV11TTTYW­F-IVE THOUSAND DOLLARS ("$'75,000.00) BEING THE PROCEEDS OF THE SALE OF THE FAYETTEVILLE HOSPITAL BONDS; DIRECTING r.RIE F.XPFNDITUHE OF SAID PROCEEDS FOR HOSPITAL PURPOSES BY THE CITY OF FAYETTEVILLFr EITHER INDEPENDENTLY OR IN CONNECTION AND COOPERATION WITH THE COUNTY OF WNSH1 INGTON AND THE UNIVERSITY OF ARKANSAS OR EITHER OF THEM AND EITHER IN CONNECTION WITH OR INDEPENDENT OF THE PRESEPIT HOSPITAL KNOVV11 AS THE CITY HOSPITAL, AND F'IJR OTHER PURPOSES. WHER3AS, at a special election held on the 17th day of June 1947 in the City of Fayetteville, Arkansas the Cualified electors of the City of Fayetteville, Arkansas approved the issue of seventy-f,ive thousand dollars ($75,000.00) in ad valorem bonds for the purpose of constricting additions ti and remodeling the City Hospital, which successful proposal appe<<red on the ballot in the fallowing form: "For bond issue of $75,000.00 for the purpose of con- structing additions to and remodeling City Hospital," and WHEREAS, said bonds were sold by the City.of Fayetteville, Arkansas and no part of the proceeds of said sale have been expended, and WHEREAS, conditions have arisen which were not contemplated or .foreseen at the time the question was' submitted to the qualified electors .of. the City of Fayetteville; Arkansas, and WHEREAS, the City of Fayetteville has no assurance that a Federal Grant supplementing the proceeds of sale of the hospital bonds will be granted, • and. WHEREAS, the City of Fayetteville entertains serious doubts that by the expenditure of *the unsupplemented proceeds of sale the present City Hospital can be remodeled and added to in a satisfactory manner, and WIJEHEAS, the City of Fayetteville has no assurance that the oxpenditure of the proceeds of.the sale of the hospAtapl bonds in the present location be .justified, and. WHEREAS, the City of Fayetteville is of th,e opinion that the matter of the expenditure of. the proceeds of the sale `of the Fayetteville HospitalBons should be resubmitted to the qualified electors of the City of Fayetteville in order that they may express their views and direct the Council. to expend said sums independently of the present City•Hospital and ,jointly with the Co of Washington and the Univorsity of 'Arkansas or either or both of them or independently in a new location in the City of'Fayetteville, .Arkansas eithe in connection with or independent of the present City Hospital. NOW S • THEIirFORE, BE IT ORDAINED' 13Y THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE'y ARKANSAa: Section l: That the proceeds of the sale of $75,000.00 in Fayetteville Hospital Bonds be expended -for hospital purposes either in connection with or independently of the present City Hospital; and in connection, with the County of,Washington .and the University of Arkansas or either or both of them for hosnitgl purposes generally, and that in the event said funds are expended in connection with the County of Washington and- the University of•.A,rkansas or either of them, that such expenditures shall be for common hospital purposes. ty a_61. Section 2: It appearing that there is much d-iversity of opinion as to the advisability of -the expenditure of the. proceeds of the sale of $75,000.00 in Fayetteville Hospital Bonds, and the City Council being desirous of ex - pending said sums for hospital purposes in the manner in which the majority of its qualified electors voting on the question direct, an.emergency is here- by declared to exist and this ordinance shall be -in full force and effect from and after its approval by a majority of the qualified electors of the City of Favetteville, Arkansas voting on the question either at a general election or a special election called for the purpose of determining the will of tre qualified electors aforesaid. Alderman Hale made a motion that the DAM SITE COMMITTEE he authorized to 3,000 pend up to $3,000.00 for the drillimg of TEST HOLES on the proposed sites for the dam author- 7or the water Department, this motion was seconded by alderman Vlhite, and was passed ized for inanimously by the Council. Aldrman White made a motion that the Street committee and -City Attorney be instructed to prepare an Ordinance for the next regular meeting, governing the operation f the Parking Meters, this motion was seconded by Alderman Whitfield, and was passed nanimously by the Council.
