Alderman Hale made a motion that the Fire Chief, Chairman of the Fire Com- ttee and City Attorney. attend the FIRE PREVENTION CONFERENCE to be held at Little ck,'November 21st, this motion was seconded by alderman -Adkisson, and was passed unan- ously by the Council._ Mr. Sam Morrow appeared before the Council with a request that he be given permit to pick up theogarbage from the WISING WELL and DIXIE STEAK HOUSE, alderman le made a motuon #hat the permit be granted, seconded by alderman Williams, which was ssed unanimously by the Council. Alderman Hale made a motion that the Mayor and the City Clerk be authorized gexecute an easement (Temporary) for a roadway across the south end of the airport from ghway No.71 to the 100 acres of land that the AIRPORT COMMITTEE were offering for sale is motion was seconded by alderman Williams, and was passed unanimously by the Council. A Request was presented from the RAZORBACK CAB COMPANY, formerly composed f individuals, -that thea permit be transferred to a recently formed corporation, under fed, firm name of RAZORBACK CAB COMPANY,I'Ahderman White made a motion that their request e granted, seconded by alderman Williams, which was passed unanimously by the Council. Committe to Alderman Hale made a motion that the Street Committee and City Engineer acquire be authorized to acquire some land between Gregg Street and University Street on Wiest land on enter, in order that some contemplated improvement'might be carried out in that section, W.Center Stthis motion was seconded by alderman Adkisson, and was passed unanimously by the Council. To pay T�9 Mayor reported that Arlie Clark, an employee of the SanitationDvBas in Arlie Clarkin automobile accident on November lst, in which he suffered a broken leg and other inju- 4lweeks ries, that he was in the City Hospital, and would be unable to go back to work for some salary time, and that he was without funds, after discussion, alderman Harlan made a motion that Phe City pay his salary for four weeks, this motion was seconded by alderman Williams, which was passed.unanimously by the Council. Tolbuy Teasury The Mayor reported that from all indications, the money recently received notes frcw,,the sale of the Bonds for the Fire Building & Equipment Fund and the Hospital with Bond Buir& Equipment fund could not be used for at least a year, he thought it advisable Money 'ng tha the money be invested in Treasury notes, so !that the funds might be earning a little interest, especially since the banks had offered to guarantsento pay the City PAR for Phe TREASURY NOTES any time the City decided to dispse of them, after discussion, alder- man White made a motion that the Mayor and City Clerk be authorized to purchase Treasury notes with these funds, thid motion was seconded by alderman White, and was passed unan- imously by the Council. Protest The question of a proposed increase in rates by the Southwestern Bell Phone bate Telephone Company came up for discussion, and alderman Hablan made a motion that the City Attorney prepare a protest to any increase in rates till ouch time as there is a decided improvement in the service rendered by the Telephone Company, said protest to be riled with the PUBLIC SERVICE COMMISSION, this motion was seconded by alderman Williams, end on roll call by the Clerk, the follwing vote was recorded,•' Ayes: Adk1$son, Harlan, Pohe, Williams and White. Nays: Hale and Gray; Absent and not voting: Whitfield. And the Mayor declared the motion carried, as there were 5 Ayes, and 2 Nays. ;50 the'matter of the City Tax Levy for the year 1947, Alderman Hale, Member of the Finan mittee, made a motion that the following LEVY be adopted for the various funHs: - 1 Tris motion was ouncil.' To levy taxes,for the year 1947, upon the real and personal•proerty within the corporate limi$;s of the.City of Fayetteville,' Arkansas: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS; SECTION I. That -the rate of taxes for the, City General Fund purposes for the year 1947,.be, and the same is hereby declared to be Five Mills (53 on each dollar of assessed validation of all real and personal property with in the corporate limits of the City,of Fayetteville, Arkansas,as shown by the Asessment Books for State and County purposes, and that the same is KKK hereby levied; and.the Mayor and City Clerk are.hereby authorized and di- rected to certify this levy to the County Clerk.of Washington County, Ark- ansas, to the end that the same be placed on the Bokks and collected with the State and County Taxes. SECTION 2. The Finance Committee, to whom the matter of granting incre4ses to City Employees had been referred, reported that their recommendation was that no increases could be granted at the present time, that they were.in favor of .the increases if andewhen the money is avaias able, after discussliob, alderman Hale made a motionthat the report be approved, seconded by alderman Bohe, which wa's passed unanimously by the Council. AN ORDINANCE EXTENDING THE FIRST FIRE ZONE OF THE CITY OF FAYETTEVILLE, ARKANSAS AND FOR OTHER PURPOSES, which had been left on its second reading at the regular meeting of the Council, om October 27,came up for discussion, and alderman Hale made a motion that the ordinance be placed on its third and final reading, this motion was sec- onded by alderman Adkissdn, and was passed unanimously by the Council. The Clerk then read the Ordinance the third and final time. The Mayor then put the question" Shall the Ordinance pass"?, and on roll call by the Clerk, the following vote was recorded, Ayes: Hale, Adkisson., Harlan, Bohe, Williams, White and Gray. Nays: None. Absent and not voting: Whitfield.And the Mayor declared the Ordinance passed, as there were 7 Ayes, and no nays. Alderman Williams made a motion that the emergency clause be adopted, seconded by alderman Harlan, and on roll call by the Clerk, the following vote resulted Ayes: Hale, Adkisson, Harlan, Bohe, Williams, White and Gray. Nays: None. Absent abd no voting: Whitfield. And the Mayor declared the emergency clause adopted, as there were 7 Ayes, and no Nays. (Copy of Ordinance on page 151) ORDINANCE NUMBER 9-2-6. AN ORDINANCE EXTENDING THE FIRST FIRE ZONE OF THE CITY OF•FAYETEEVILLE, ARKANSAS ND FOR OTHER PURPOSES BE IT ORDAINED BY THE CITY COUNCIL OB THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1.That the First Fire Zone be, and it is hereby exyended North along United States Highway 71 from the present North line -of the first fire zone to the North City limits so as to include a strip of land one hundred and fifty feet (150) wide on eac'. side of United.States Highway 71. Section 2. The First Fire Zone of the City of Fayetteville, Arkansas is here extended South along United States Highway 71 from its present Southern•boundary to the S�outho C,i� Ol�imlty of the City of Fayetteville, Arkansas so as to include a strip of land one hundred and fifty feet (150) wide on each side of United_States Highway 71, Sectio 3. The First Fire Zone of the City of Fayetteville, Arkansas is here • e tended West from United States Highway Number 71 along United States Highway 62 as pres ently located, to the West City limits of the City of Fayetteville, Arkansas so as'to in- cilude a strip of land. one hundred fifty(150) feet wide on each side. of United State High- way 62. Section 4. All ordinances or�,parts of ordinances in conflict herewith are hereby repealed, and it appearing that there Iare many structures proposed to be erected within the limits set forth in Section 1,2 and 3 of this ordinance which are considered as commercial structures as distinguished from residential structures, and that such structures should be con strutted in accordance with.regulations precribed for buildings erooted in the first fire zone, and that they should not be frame construction as is per- mitted in the intermediate fire zone, an emergency is hereby declared to exist, and this ordinance shall be in frill force and effect from and after its passage and approval.
