Fayetteville City Council met in -regular session, Monday October 13, 19479
Present: Mayor G.T.Samders, City Clerk J.W.McGehee, City Attorney Price Dkckson, City
Engineer E.T.Brown, and Aldermen ; Hale, Adkissom, Harlan, Bdhe, Williams,and Gray.
Absent: Whitfield and White. •
Minutes of the regular meeting of September 29th, were read and approved.
The following bills were presented after their approval by alderman Bohe, member of the

Alderman Adkisson made a motion that the bills be allowed a9 approved, seconded by alder
man Harlan, which was passed unanimously by the Council:
Protest A number of petitions protesting the contract that the City had made with
Ito the Street Ads Company, Inc.,for marking the Street Intersections of the City, were

Alderman Williams made.a motion that 2 STOP SIGNS be placed at the intersec•
Sto Signs tion of College and Rock Streets, one on Rock Street at the West line of College Avenue:
and the other on College Avenue at the north line of Hock Street, this motion was sec-
onded by Alderman Gray, and was passed.unanimously by the Counoil•
No Prking Alderman Adkisson made a motion that a "NO PARKING ZONE be established
Zone on the east side of Gregg Street from Dickson Stree7t to the SW.Gas & Electric Co.B uild
on Gregg ingd, and that a "30 MINUTE PRAKING ZONE be established on the west side of Gregg Stree
Street for the same distance, this motion was seconded by alderman Gray, and was passed unani.

Loading It was reported that the loading dock of the Griffin Grocery Building
dock was out in the street on the west side of Gregg Street, and alderman Adkissommade a
Griffin motion that the Street Committee make an investigatidn, and see if an* thing can be
Gro worked out with reference to having the dock removed, this motion was seconded by alder
Bjdg man Harlan qnd was passed unanimously by the Council*
_Alderman Bohe introduced an.Ordinance, entitled " AN ORDINANCE PROVIDING
FOR CERTAIN EXEMTIONS FROM PAYMENT OF FEES PROVIDED BY ORDINANCE N0. 920 AND FOR OTHER
PURPOSES.
The ordinance was read in its entirety by the Clerk, alderman Williams ='
made a motion that the rules be suspended and the Orditol placed on its second reading,
this motion was seconded by alderman Gray, and was,passed.unanimously by the Council•
The Clerk then read.the ordin4e the second time, and after disc$ssion, alder-
man Adkisson made a motion that the rulei be further suspended, and the ordinance, placed
on its third -and final reading, this motion.was seconded.by alderman Harlan, and was
passed unanimously by the Council*
The Clerk then read the.ordinance the third and final time.
The Mayor then put the question ".Shall.the.ordinance pass"?., and on roll call by the
Clerk, the following vote was recorded; Ayes: Hale, Adkisson, Harlan, Bohe, Williams
and Gray. Abseht and not voting: Whitfield and White* And the Mayor declared the Ordi-
nance passed, as there were 6 Ayes, and no Nays.
Alderman Harlan moved the adoption of the emergency clause, seconded by
alderman Bohe, and on roll call.by the Cler , the following vote was recorded; Ayes:
Hale, Adkisson, Harlan, Hohe,Williams and 4pl#4. Absent and'not voting: Whitfield and
White. And the Mayor declared the emergency clskuse adopted, as there were 6 Ayes and
no Nays. (Copy of ordince on page 144)

Airport T e Mayor reported that according to the plans for improvement of the At
o sell ports there was 100 acres that would not be needed, after discussion, alderman Hale mad
00 acres a motion,that it is the opinion of the City Council that the Airport Committee sell the
land 100 acres, not needed in the plan for the improvement, this motion was seconded by alde:
man Bohe, an4 was passed unanimously by the Council*
There being no further business, alderman Hale moved to�adjourn, seconded
alderman Adkisspn, which was duly passed by the Council, and the Mayor declared the Co
adjourned.

ORDINANCE NO 9-2-5.
-AN ORDINANCE PROVIDING FOR CERTAIN EXEMTIONS FROM PAYMENT.OF.FEES•PROVIDED BY
ORDINANCE N0. 920 AND FOR OTHER PURPOSES. _
BE IT ORDAINED BY THE CITY COUNCIL OF THE .CITY OF FAYETTEVILLE, ARKANSAS.
SECTION I. Any person, firm or corporation who has.no garbage, trash or other
refa to be disposed of, shall, upom satisfactory proof that the premises.sought to be
exeed are and will bontinue to be kept in a clean and sanitary condition, and that the
are io accumulations of garbage, trash or other refuse.as defined by Ordinance no.920;
shall be relieved of thepayment•of fees -provided by Ordinance No. 920, so long as such
conditionscontinues to*exist.
SECTION 2. Any persons firm or corporation using his own garbage for feed sha:
shall be relieved of the payment of fees provided by Ordinance No•920,
insofaroas disposal of garbage is concerned; provided,.howevers that such garbage shall
be carried only in inspected,and approved vehicles or containers as provided in Ordinani
No. 9299 and the.license fees for such vehicles are paid.
SECTION 3. A11•ordinances or parts of ordinances in conflict herewith are
hereby repealed; arid'it appearing that Ordinance No.920 imposes a fee whether or not thi
service therein provided for is necessary, an emergency is hereby declared to exist and
this ordinance shall be in•full force and effect from and after its passage and approva:

E.H.Sonneman presented a proposition with reference to disposing of the leave

The Mayor reported that a committee from .the airport.was going to Little

the Government had allocated $64,400. for the work, provided that the City match it witl

the same amount, but the Mayor stated that at the pesent time the City only had approa-•
imately $50,000 available, unless the CAA would allow the City to furnish material and
equipment to the amount of $14,000, after discussion, alderman Williams made a motion t2
the Mayor be authorized to enter into -a contract for the $128,000 improvement if possib]
