Fayetteville City Council met in.�regular sessioms Monday, September•29, 1947
Present Mayor.G.T.�anders, City Clerk J.W.Mouehee, City Attorney Price Dickson, City
Engineer E.T;Brown, Fire Chief Henry George, and aldermen Hale, Agkisson, Harlan, Bd

Minutes of the regular meeting of Septem 15th, were read and approved.
The following bills were presented after their approval by alderman Y1illiams, enairman c

nan White, which was regularly passed by the Council.
Mr James T.Phillips presented a proposition 'of marking the intersecyions of all .
Streets inside the -City, said plan to be sponsored by the AMVETS, after discussion, alds
nan Williams made a motion that the Streets-4�Ads.Company, Inc., be granted a Ten year
?ranchise, and that the Mayor.and City Clerk be authorized to sign the Franchise, this
notion was seconded by alderman Ad)Kisson, and was passed unanimously by the Council*,

Street 1.Party of the Second Part hereby grants to Party of the First Part, its suo-
Ads-Markelissors or assigns for a period of ten (10) years from this date the exclusive riht and
authority to erect, operate, i
and maintain inthe City of Fayetteville, Street -Ads arkere
and the exclusive right of'selling advertising thereon atiall'of the street interseetica
within the City limits as they are.now,•or may during the life of this Franchise be
designated.
2. Party of the First Part aguees to:
A. Erect, operate., and.maintain Street Ads Markers at his own expense afore-
said.
B. Change at his expense any street.name changed by the City Uovernment..
C.Map and locate, in.co-operation with the City Engineer Street Ada Markers
at the proper locations throughout the entire city.
D.Handle only advertisements that are approved by theNationalAdvertising

E. Advertise the Streets-Aps Markers in local advertising mediums and7on�
billboards on the main highways leading -into Fayetteville.
3. Party of the First Part agrees to maintain public liability insurance with
ive Thousand ($5,000.00) Dollars limits for bodily injury to one person, Ten Thousand
($10,000.00).Dollars limits for any accident and One Thousand ($1,gg0.00) Pollarspropery

any Street -Ads Markers.
4. The Street Ads 8ompany, Inc., will co-operate with the City of Fayettevilg
in free advertising of programs for the betterment of the City of Fayetteville.
5. At the option of the City of Fayetteville this Franchise may be renewed
for another ten (10) years:or'.Par.ty of the First Part will remove its markers or sell
the markers to the City at cost price. It is expressly understood that should the City
choose to buy the markers that the advertising rights are not also included.

inspector sto the fire laws, including regulations which make it mandatory for homes to have out -
to visit side burners with.tops. It was brought out that there are to be 12 Fire Inspectors here
1st week the first week in November, alderman White made a motion that the statement be approved
in Nov. and that the Council co-operate with the Fire Inspectors when they make their inspectica
this motion was seconed by aldeeman �4hitfield,,and,,,was passed unanimously by the CCouncil
To hire 2 Alderman Hale made a motion that the Fire Chief be authorized to hire two
Fire mire Inspectors, at a salary not to exceed $�15 for each one, this motion was seconded
Inspect- by alderman White, and was passed unanimously by the Council.

An Ordinance, entitled, "AN ORDINANCE AUTHORIZING THE INSTALLATION OF PARKING
METERS IN THE.CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES, which had been
-left on its second reading at the regular meeting.of September 15th, came up for dis-
cussion, and Alderman Adkisson made a motion that the Ordinanee.be read the third and
final time, this motion was seconded by alderman White, and was. passed unanimously by

AN ORDINANCE AUTHORIZING INSTALLATION OF PARKING METERS IN THE CITY OF
FAYETTEVILIEO ARKANSAS, AND FOR OTHER PURPOSES:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
-- Section 1. On and after the effective date od this ordinance, it shall be
lawful for the City of Fayetteville,'Arkansas to install parking meters and to preserille
all necessary rules and regulations for the use thereof.
Section 2. It"appearing that parking conditions in the business districts in
the City of Fayetteville, Arkansas are very unsatisfactory and that revenues of the
Police,Fire and Street Departments are depleted and regular millage levies are not
sufficient to provide the necessary funds for the operlion of said Departments, an
emergency is hereby declared to exist, and this Ordinance shall be in full force and ef.....
