NOTICE OF SPECIAL MEETING
Notice is hereby given that a Special meeting of the City Council of the City of Fay-
etteville, Arkansas, will be held in the City of Fayetteville, at the City Administra-
tion building at 8 O'Clook P.M..on the 8th day of September, 19470for the purpose of
hearing the r• ecommmemdations. of .the Fire Committee and Fire Chief, with' r..ef6rend6•-to 1tbe
pgrdhasatof fire fighting equipment under consideration, also, for consideration of the
passage and adoption of.an Ordinance to provide for the issuance of bonds for the pur-
pose of constructing additions to and remodeling'the.City Hospital, and.purchasing fire
fighting--apparatus-and for.purchasing a site for and.constructing buildings for the

The Mayor.stated that the meeting had been called for the purpose of
hearing the recommendations of the Fire Committee, with reference to the purchase of
Fire fighting apparatus that had been under consideration.
Alderman Williams, Chairman of the Fire -Committee, stated that the Fire
Committee had made 2 trips of = inspection of fire fighting equipment being used in
a number of towns, and that the committee had unanimously agreed to reccommnend that
the City make'the following .purchases: 2 Seagrave Quad.tftdkp:;'750 gallon:syftpeZsv'1M1th
224 feet of ladders for each truck; 3,000 feet of 2J.inch hose and_19000 feet of 1j inch
hose, an auxiliary.Lighting Plant and 4 C.0.2 Fire extinguishers , alderman Hale made
a motion that the Council approve the recommendation of the Fire Committee, seconded by
alderman Harlan, which was passed2unanimously by the•Council•.
Alderman .Whitfield made a motion that the Mayor and City Clerk be au-
thorized to sign a contract for the 2..Quad trucks and•the.4,000 feet of hose, this mo-
tion was seconded by alderman Gray, and was passed.unanimously by.the Council,*
The Mayor stated that.consideration should be directed by the Council
to the question of the passage and adoption of an.ordinance to provide for the issuance
,of bonds for the purpose of constructing additions to and remodeling the City Hospital,
and purchasing fire fighting apparatus and for�pua;chasing a site for and constructing
buildings for the housing of fire fighting apparatus••
After discussion by said Council; Alderman Bohe introduced in writ-
ing an ordinance entitled,°AN ORDINANCE PROVIDING FOR THE ISSUANCE OF BONDS FOR THE
PURPOSE OF CONSTRUCYING ADDIEIONS.TO AND REMODELING�THE CITY HOSPITAL, -AND PURCHASING
FIRE FIGHTING APPARATUS AND FOR PURCHASING A SITS FCR AND CONSTRUCTING BUILDINGS FOR
THE HOUSING OF FIRE FIGHTING APPARATUS, ° and moved that.the same be -read in full* The
motion being seconded by Alderman Hale, the question was,put by the Mayor on the adop-
tion of said motion, and the roll being called, the following voted*.
Ayes: Hale,Adkisson, Harlan, Bohe, Williams, Whitfield, White and Gray. Nays:None
Wherdupon, the Mayor declared the motion duly passed and ordered that said ordinance
be read. Said ordinance was then read in full by J.W.MeGehe'e, City Clark*
Alderman Adkisson then moved that the rule requiring an ordinance or
resolution be read in full on three different days be suspended and that said ordinance
be placed on its second reading, seconded by Alderman Williams, and thereafter the
Mayor put the question on the ad6ption of said motion, and the roll being called, the
following voted: -
Aye: Hale,'Adkisson, Harlan, Bohe.,.Williama., Whitfield, White and Gray*
Nay: None. Whereupon, the Mayor declared the motion duly passed and said ordinance
placed on its second reading.
The ordinance was then read by J.W.McGehee, City Clerk*
Alderman Hale moved that the rules be further suspended and the ordinance be placed on
its third and final reading. This motion was seconded by A:LM man..Whitf ield and there-
after the Mayor put the question on the adoption of -said motion, and the roll being
called, the Following voted: Aye: Hale, Adkisson, Harlan, Bohe, Williams, Whitfield,
White and Gray. Nays None.
Whereupon, the Mayor declared said motion duly adopted and said ordinance
placed upon its finalreadlae.

ORDINANCE NO. 923 !
AN ORDINANCE PROVIDING FOR THE ISSUANCE OF BONDS FOR THE PURPOSE OF CONSTRUCT-
ING ADDITIONS TO AND RFMODELINb THE CITY HOSPITAL, AND PURCHASING FIRE FIGHTING APPARATUS
AND FOR PURDHASING A SITE FOR AND CONSTRUCTING BUILDINGS FOR THE HOUSINS OF FIRE FIGHTING
APPARATUS*
WHEREAS, by ordinance duly passed on the 28th day of Apr.il;a1947, and duly
amended on -the third,day of May, 1947, there were submitted.to the qualified electors ofd
the City of Fayetteville, Arkansas, the question whether it would issue bonds to the extent
of $75,000 of two and one-half per cent (2226%) bonds for the purpose*of constructing addi-
tions to and remodeling the City Hospital, and the question whether -it wodld issue bondal
to the extent of $50,000 of.two and one-half .per cent (2j%) bonds for .the purpose of pur-
chasing fire fighting apparatus and for purchasing a site for and constructing buildingal
for the housing of fire fighting apparatus, with the provision that if the v6te should
favorable to both issues, they would be combined in one .issue; and
WHEREAS# due4,notice of the election was given as. required by law, and at
said election 656 votes were east in favor of said issue of $750000 of'bonds and 87 votes
were cast against it and 709 were cast in favor of said issue of $500000 of bonds and 34 vci._2�
votes were cast against it;Vand
YHEREA3, the vote being favorable°to both said issues, they are combined
in one issue of $125',000 of two and one-half per .cent �(22%) bonder and
WHEREAS, after due advertisement for .the time and in..the.nanner required'
by law, duly published in a newspaper having a.bona fide circulation in the City of`F&Iy
etteville0 said bonds were offered for sale at public auction at the.Council Chamber,
City A.ministration Building, Fayetteville, Arkansas, at 8:00 P.M. on the 12th day of
August, 19470and at said sale the City National: Bank of Fort Smith, Arkansas, bid and
offered-the.price of 104 dents on the dollar.and.accrued interest, and this being the
best,bid,•said bonds•were sold to City National Bank of Fort Smith, Arkamsas, at -that
price; and
WHEREAS, the said City National Bank of Fort Smith, Arkansas, has elected
to convert said bonds into an issue of $135,000 of.two per cent (2%) bonds on which the
City will receive and pay substatially the same as upon $125,000. two and one- half pei
cant--(2j%)bonds, said conversion being.according.to the Universal,Bond Value Tables;

That the City of Fayetteville, in the County of Washington,State of Arkansas,
acknowledges itself to owe, and for value received promises to pay to bearer, the aunt of

with interest thereon from the first day of September, 1947, at the rate of two per centu
(2$) per annum, payable on the first day of March, 1948, and semi-annually thereafter on

bond are hereby made payable at the offige of the Union National Bank in the City of

This•is onelof a series of one hundred forty-three (143) bonds,aggregating
One -hundred Thirty-five Thosand Dollars ($135,000'00); all -of like -tenor and effect,
except as to denominations and maturities, numbered from 1 to 143, inclusive,issued for
the purpose of constructing additions to and.remodeling the -City Hospital, and purchasing
Fire fighting apparatus and fbr purchasing a 'site"for and constructing buildings for
housing fire fighting apparatus, in said city, and the said City of%Fayetteville hereby
covenants that in the issuing of this bond it has proceeded in accordancewith the pro-
visions of the Amendment which was adopted..as Amendment No.15 to the Constitution of the
State of Arkansas, now Amendment Noe13,^and..in accordance with the laws of said State,
and under ordinances of the City Council of said City, and .in pursuance of an election
duly held at which the majority of the legal.voters of said city voting.at said election
voted in favor of the issue of said bonds; that all things necessary to the validity of
this bond under the laws of the Slate of Arkansas, and particularly under said Amendment
to its Constitution and said Act, having existed, have happened and have been performed
al s required by law; that a tax sufficient to pay the.bonds aforesaid has been duly levied

The bonds of this issue are subject to call for redemption, at the option

any interest paying date on and after September 1,1952, at par and accrued interest, out
of any available funds, including prdceeds of new refunding bonds. In the event the City
shall desire to exercise such right of redemption, notice of the call for redemption shal
be published by the City Clerk ones a week for two weeks before the date fixed for such
redemption in a newspaper of general circulation published in the City of Little Rock,
Arkansas, and having a general circulation throughout the State of Arkansas, andriafter th
redemption date mentioned mn the notice, the bond or bonds so called will cease to bear

This bond shall not be valid until it shall have been authenticated by the

SECTION 4. The Mayor and City Clerk are hereby authorized and directe<
when they have executed said bonds, to turn them over to City National Bank of Fort SmV
Arkansas, the purchaser, upon receipt of the purchase price of One Hundred.Thirty Thousi
Dollars ($130,000) and accrued interet.in cash,'and the proceeds of said bonds shall be
used only for the purpose of constructing additions to and remodeling the City Hospital
and purchasing fire fighting apparatus and..for purchasing a.site for and constructing.
buildings for the housing of fire fighting apparatus and the expenses of issuance;
provided,'however,that for the purpose..of providing for the interest that will become di
on the bonds on March 1, 1948, and September 1,1948, being,before.the first installment
of the tax herein levied will be collected and available, there shall be and there is h
byset aside out of the prde6eds the sum of $2,700; and the City Treasurer is.hereby
directed to deposit said sum with the Union'National Bank of Littel Rdck, Arkansas, and
the said deposit shall be held by the Bank in trust and applied and used solely for tl3e
purposes for•which the appropriation.is hereby made,such deposit to be made at the sole
risk of. the City and not to operate•as a payment of the interest intil so applied.
After the improvement id completed, any surplus remaining shall be used ,only for paymen'
of the bonds.
SECTION 5. In order to pay the bonds as they mature,with interest ther
there is hereby levied upori-all real and personal property within the City of Fayettevi
Arkansas, a'tax of'two'mille for each of the years.1947 to 1980, inclusive, being t:;suu
sufficient to meet said bonds and interest as they mature, with five per cent added for
unforeseen contingencies; and the City Clerk.is directed to transmdt a certified copy o:
this section of this Ordinance to the County Clerk of Washington County, to the end tha
said taxes may be extended .on the tax books.of said County and colleeted•annually along
with the other taxes until the said.bonds and interest thereon and paid in full*
SECTION 6. For the prompt payment of the bonds of.this issue, the Cil
of Fayetteville hereby pledges its full faith, credit and taxing power,_including ,the to

SECTION 7. In order to pay said bonds as they mature, there is herel

paying the same, together with the paying agents fee of 12, for each $100 par value of

Such deposit shall be at the sole risk of the City and shall ndt operate•as a payment!of
the bonds or coupons until so applied.
SECTION 10. It is.ascertalned and declared that hospital and fire
fighting facilities in this City are inadequate to -,protect the -health and safety of the
citizens of the City and that improvdng and adding to the.hospital and fire fighting
facilities is essential to the health and safety of.its citizens. It is, therefore,
declared that an emergency exists,-Jrhat.this ordinance is necessary for the immediate
preservation of the public peace, health.and safety and that this ordinance shall take
effect and be in force from and after its passage.

SECTION 11. All ordinances in conflict with this ordinance are hereby
repealed.
