SECTION 4. It is ascertained and declared that the Hospital and fire fighting facil'=.
ities in this City are inadequate to protect the health and safetyy of the citizens of the
city and that improving -and adding to the hospital and fire figliting facilities is essen
tial_to the health and safety of its c3tizwris. It is, therefore, declared that an ewer-
gency exists, that this Ordinance is necessar.yyfor the-i'nmediate preservation of the public
peace, health and safety and that this Ordinanceeshall take effect and be in force from

Present: Mayor G.T.Sanders, City Clerk'J.W.MaGehee, City Attorney Price Dicksdn,and
aldermen; Hale, Adkisson, Harlan, Bohe, Williams, Whififield, White and Cray.
The Mayor stated that the meeting had been called for the above named purpose'.
After discussion by the Council, alderman Bohe intrdduced'in writing an,ordinance entitlled,
"AN ORDINANCE TO AMEND ORDINANCE NO, 913, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES,°
and moved that the same be read in full. the motior_-was seconded by alderman Adkisson, t_e
question was put by the Mayor on the adoption of said motion, and the roll being called,
the following voted:
Aye: Hale, Adkisson, Harlan, Bolles Williams, Whittield, White and Gray. Nays: None.
Whereupon, the Mayor declared the motion duly passed and ordered that said ordi-
nance be read. Said ordinance was then read in full by the Clerk.
Aldermen Hale then moved that the rule requiring an ordinance or resolution be
read in full on three different days be suspended and that said ordinance be placed on
second rea.ding,seconded by alderman Williams, and thereafter the Mayor put the question
on the adoption of said motion, and the roll being called, the following voted:
Aye: Hale, Adkisson, Harlan, Bohe, Williams, Whitfield, White and Gray. Nays: None.
Whereupon the Mayor declared the motion duly passed and said ordinance placec
on its second reading. The ordinance was then read by the Clerk.
Alderman Williams moved )that the rules be.further Isuspended and the ordinance
be placed on its third and final reading. This motion was seconded by alderman Adkisa'o`n
and thereafter the Mayor put the question on the adoption of said motion , and the rot-
-being called, the folloring voted:
Aye: Hale, Adkisson, Harlan, Bolles Williams', Whitfield, White and Gray. Nays: None.
Whereupon, the Mayor declared said motion duly adopted and said ordinance plac
upon its final reading.

ORDINANCE N0.9-1-4.
AN ORDINANCE TO AMEND ORDINANCE NO.913, DECLARINq AN EMERGENCY, AND FOR OTHER
PURPOSES:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION I. Section 1 of Ordinance no.913 passed mndthe 28th day of April,1947 is
hereby amended to read as follows:
"Section 1. An election is hereby called to be held at,
the usual polling places in the City of Fayetteville.on the 17th day of June, 1947, for
the purpose of determining whether the City of Fayetteville shall issue the following,
I bonds: $75,000.00 for the purpose of constructing additions to and remodeling
Ihe city hospital, and 50,000.00 for the purpose of purchasing fire fighting apparatus
nd purchasing a site for and constructing bmildings for housing of fire fighting appa3ba-
5us. Said bonds shall be payable as hereinafter set forth, bear interest at the rate of
two and one half per cent (2r) per annum and be dated September 1,19470 but convertible
to a lower rate of interest on such terms that the City shall pay and receive substan-
tially the same amount of money as upon a two and one half per cent (2'T%) bond issue.
Said bonds shall be secured by a levy not to exceed two (2) mills upon all real and per-
sonal property in the City of Fayetteville, Arkansas, for -:each year of the years 1947 -to
1981, inclusive."
SECTION 2. It is ascertained and declared that hospital and fire fighting
facilities in this city are inadequate to protect the health and safety of the citizens o

he city and that improving and adding to the hospital and fire fighting facilities is
essential to the health and safety of its citizens. It is, therefore,.declared that an
emergency exists, and that this Ordinance is necessary for the immediate preservation
of the public peace, health and safety and that this Ordinance shall take effect and be
in force from and after its passage.
