PURPOSES. The Ordinance"was read'in 'its entirety by the Clerk;''and alderman Williams made a motion that the rules be suspended, and the Ordinance placed 6n its second reading,thi motion was seconded,by alderman White and was passed unanimously by the Council. The Cle k then read the Ordinance the second time, alderman W14itfield made a motion that furfur action on the Ordinance be postponed till some future date, this mo- tion was seconded by alderman Harlan, and on roll call by the.Clerk, the following vote was recorded; Ayes: Harlan, Bohe and Whitfield. Nays : Hale, Adkisson, Williams, White and Gray. And the Mayor declared the motion lost, as there were 5 Nays, and13 Ayes. After discussion as to the extension -of the boundaries of the Fire Zone on each side of College Avenue; alderman Gray, chairman of the Street Committee, made a mo- td)on that boundary be to the property line -on each'side'of College Avenue, from the pres gnt north line of the Fire Zone to Davidson Street; and from Davidson Street to North treet that the Fire Zone extend 150 feet on each side of College Avenue Street Line, this motion was seconded by alderman White, and on roll call by the Clerk, the following vote was recorded; Ayes: Hale, Adkissmxi, Harlan, Bohe, Williams, White and Gray. Nays:•Whitfield. And the Mayor declared the motion carried, as there were 7 Ayes, and 1 Nay. Alderman Adkisson made a motion that the rules be further suspended, and the Ordinance placed on its third and ficial reading., this motion was seconded by alderman White, andlon roll call by the Clerk, the following vote was recorded; Ayes: Hale, Adkis son, Harlan, Bohe, Williams, White and Gray' Nays Whitfield. And the Mayos declared th motion carried, as thefe were 7 ayes, l.nay, i The Clerk then read the Ordinance the third and final time. The Mayor then put the question "Shall the Ordinance pass"?, and on roll call by the Clerk, the following vote was recorded; Ayes: Hale, Adkisson, Harlan, Bohe, Williams, White and Gray. Nays: Whitfield. And the Mayor declared the .Ordinance passed, as there ware 7 ayes, and 1 nay. Alderman'White made a motion that the emergency clause be adopted, this motion was seconded by aldermam Gray, and on roll call by the Clerk, the following vote was re- corded; Ayes: Hale, Adkisson, Harlan, Bohe, Williams, White and Gray. Nays:Whitfielde' And the Mayor declared the emergency clause adopted, as there were 7 ayes, and 1 nay. ORDINANCE NUMBER 9-1-2. ORDINANCE EXTENDING THE FIRST FIRE ZONE IN THE CITY'OF FAYETTEVILLE, ARKANSAS, A1TD FOR OTHER PURPOSES* WHEREAS North College Avenue from the present limits of the first Fire Zone North to North Street has become primarily suitable and desirable for business purposes and the property is of more value for business purposes than it is for residential pur- poses, and WHEREAS motor vehicle count indicates that this section of College Avenue is one of the most heavily traveled sections in the City, and that all new congtruction on College Avenue in the past twenty years has been for business purposes as defined by the ordinances of the City'of Fayetteville, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTE V ILLE : Section 1. The first.Fire Zone of the City of Fayetteville.. Section 2. It appearing that therer; are numerous proposals for the con- strudtionof business buildings in the above decribed area and that public conven- ience and necessity require that this Ordinance be effective'immedia,tely and that business buildings should be constructed in accordance with building regulations applicable to the first Fire Zone in orddr to protect public health, peace and safety; an emergency is hereby declared to exist and this Ordinance shall be in full force and effect from and after its passage and approval. Alderman Bohe introduced an Ordinance entitled, AN ORDINANCE 110 DETERMINE WHETHER THE CITY OF FAYETTEVILLE SHALL ISSUE BONDS FOR THE PURPOSE OF CON- 0TRUCTING ADDITIONS TO AND REMODELING THE CITY HOSPITAL, AND FOR THE PURPOSE OF FURCHASIDI IRE FIGHT(ING APPARATUS AND PURCHASING A BITE FOR AND CONSTRUCTING BUILDINGS FOR THE HOUS ING OF FIRE RIGHTING APPARATUS% and moved that the same be read in full. The motion bein sleconded by alderman White, the question was put, by the Mayor on"the adoption of said mo- tion, and the roll being called, the following voted: Ayes: Hale, Adkisson,Harlan, Bohe, Williams, Whitfield, White and Gray. Nays • None. Whereupon, the Mayor declared the rriotion duly passed and ordered that said Ordinance be read. Sadd ordinance was then read in fmll by the Clerk. Alderman White then moved that the rule requiring an ordinance or resolution le read in full on three different days be suspended and that said ordinance be placed on its second reading, seconded by alderman Williams, and thereafter the Mayor put the question on the addption of said motion, and therr6jlj being called, the following voted: Alye: Hale, Adkisson, Harlan, Bohe, Williams, Whitfield, White and Gray. Nays: None. Whereupon the Mayor declared the motion duly passed and said ordinance placed on its sec - and reading. The ordinance wasthen read by'the Clerk. Alderman Hale moved that the rules be further suspended and the ordinance be laced on its third and final reading. This motion was seconded by alderman Adkisson, and hereafter the Mayor put the question on -the adoption of*said motion, and the roll being alled, the following voted: Aye: Hale, Adkisson, Harlan, Bohe', Williams, Whitfield, hite and Gray. Nays: None. !"Whereupon, the Mayor declared said motion duly adopted and said ordinance placed upon its final reading. Said ordinance was'read in full by alderman Bohe, who mov its adoption, seconded by alderman Williams, and after due consideration thereop by said Oouncil,lthe Mayor put the question upon the adoption of said motion and yhe passage of said ordinance, and the roll being called; the following voted: Aye: Hale,Adkisson,Harla, Bohe, Williams, Whitfield, White and Gray. Nays: None. ' Whereupon, the Mayor declared said motion duly adopted and said ordinance duly passed, and signed his approval to. said ordinance, same attested by the City Clerk, and impressed with the seal of the City. Alderman White then moved that said ordinance go into immediate operation and ecome effective without delay because of theemergency declared in the final section of aid ordinance, which section was. then read in full, seconded by alderman Whitfield, he Mayor then put the question on the adoption of said motion, and the roll being calla he following voted: shye: Hale; Adkisson, Harlan, Bohe, Williams, Whitfield, White and ray. Said ordinance, to hich'no amendment was offered read as follows: 1 � I I ORDINANCE N0. 9 -1 -3 - AN ORDINANCE CAIdaING A SPECIAL ELECTION TO DETERMINE WHETHER THE CITY OF FAYETTE- ILLE SHALL ISSUE BONDS FOR THE PURPOSE OF CONSTRUCTING ADDITIONS TO AND REMODELING THE ITY HOSPITAL, AND FOR THE PURPOSE OF PURCHASING FSE FIGHTING APPARATUS. AND PURCHASING SITE FOR AND CONSTRUCTING BUILDINGS FOR THE HOUSING OF FIRE FIGHTING APPARATUS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CIITYOF FAYETTEVILLE, ARKANSAS: SECTION112 An election is hereby called to be held at the usual polldng places in the City og Fayetteville on the 17th day of June, 1947, for the purpose of de- termining whether the City of Fayetteville shall issue the follwing negotiable bonds: 075,000.00 for the -purpose of constructing additions to and remodeling the City Hospital, TLnd $50,000.00 for the purpose of purchasing fire fighting apparatus and purchasing a sit for and constructing buildings for the housing of fire fighting -apparatus. Said bonds shall be pa able as hereinafter set forth, bear interest at tht rate of two and one half per cent (2.)' per annum and dated September 1,1947, but convert ble to a lower.rate of interest on such terms that the City.sha11 pay and receive sub- staritially the same amountof money as upon a two and one half perccent (2�) bond issue. SECTION 2. If the vote is favorable to both issues, they will be combined in one issue, maturing serially on'S,.ptember l in the amounts and years as follows: $30000.00 in each of•the years 1950 to 1957, inclusive; 3,500.00 in each of the years 1958 to 1962, inclusive; $4,000:00 in each of the years 1963 to 1970s' inclusive; 4,4,500.00 in each of the years 1971 to 1947,. inclusive; 50000900 in each of the years 1975 to 1979, inclusive; 5,500.00 in 1980; 1$3,000.00 in 1981. If only one issue is approved, the bonds will have the same maturities though fo. proportionately less amountse Bonds may be made subject to call for redemption before maturity at the option of the City. Said election shall be conducted and the votes thereat canvassed and the i'eaults declared under the law and in the manner now provided for municipal elee tions, and notice of said election shall be given by the Mayor by advertiserient weekly for at least four (4) times in some newspaper published in the City of Fayettevdile and having a bona fide circulation therein, the last publication to be not less than ten(10) days prior to the date of said election. The ballots for said election shall be marked: " For Bond Issue of 759000.for the purpose of constructing additions to and remodeling the City Hospital. " Against Bond Issde of $75,000 for the purpose of constructing addition to and remodeling the City Hospital." It is ascertained and declared that the Hospital and -fire fighting faci: ities in this City are inadequate to protect the health and safety;; of the citizens of 1 city and that improving and adding to the hospital and fire fighting facilities is esset tial_to the health and safety of its citizens: It is, therefore, declared that an emer• gency exists, that this Ordinance is necessaiyyfor the immediate preservation of the pul peace, health and safety and that this Ordinance shall tako effect and be in force from and after its passage.
