Airport Alderman Hale made a motion that the Council go on record as extending a Vote of vote of appreciation to the retiring aldermen, Viz: alderman Gregory, who had served 15 Appreci- years, alderman Bronson, who had served 12 years and alderman Stubblefield, who had served ation to 4 years, for the valuable and faithful service they had rendered to the City Council, during retiring the time they had served as members of the City Council, this motion was seconded by alder-. ldermen. man Hale, and was passed unanimously by the Council. Hearing The Clerk presented a petition, signed by a number of property owners, set on protesting the issuance of a building permit to Labe #oiner, for the erection of a build{ing, L.Joiner on North Walnut Avenue, to be used as a restaurant; alderman Bronson made a motion that I B.Permit a hearing on the petition, be set for the next regular -meeting, april 28th, this motion was seconded by alderman Gregory, and was passed unanimously by the Council. 103 lderman Stubblefield introduced an Ordinance, entitled, AN ORDINANCE AUTHORIZING THE ORROWING OF TWENTY THOUSAND DOLLARS PROV.IDING FOR THE REPATMENT TTIEREOF AND FOR OTHER URPOSES. The Ordinance was read in its entirety by the Clerk,.alderman Bronson made a otion that the rules be suspended and the Ordinance placed on its second reading, this otion was seconded by alderman S'tubblefiold, and was passed unanimously by the Council. T#e Clerk then read the Ordinance -the second time, and after discussion, alder - an White made a motion that the rules be further suspended, and'the-Ordinance placed on is third and final reading,-this'motiin was seconded by alderman Stubblefield, and was assed unanimously by the Council The Clerk then read the Ordinance the third and final -'times he Mayor then put the question "Shall the Ordinance pass?"; -and on roll call by the lerk, the following vote was recorded; Ayes;l, Bronson,. Gregory, White, Stubblefield.. illiams; Bohe, Adkisson and'Hale. Nays :'None, And`"the Maypr declared the Ordinance assed, as there were 8 Ayes, and no Nays. Alderman Adkisson made a motion that the emergency clause be adopted,this motion seconded by alderman Williams, and on roll call by the Clerk, the following vote was orded; Ayes: Bronson, Gregory, White, Stubblefield,.VVilliams, Bohe, Adkisson and Hale. s : None. And the Mayor declaredthe emergency clause adopted, as there were 8 Ayes, no Nays. ORDINANCE NUMBER 9-1-1...,.. AN ORDINANCE AUTHORIZING THE BORROWING OF TWENTY THOUSAND DOI,LAP.S PROVIDING THE REPAYMENT THEREOF AND FOR OTHER PURPOSES. Whereas the Sewer Committee of the City of Fayetteville , Arkansas has undertake the construction of a secondary disposal plant for the City of Fayetteville, Arkansas and has heretofore received the proceeds of the sale of one hundred twenty-five thousand (1$1255001.00) dollars in revenue bonds, and id �Whereas because of increased costs.of .labor and materials, it now appears that t the proceegs of the sale of said bonds is insufficient to complete said project, and an the twenty thousand ($20p000.00).dollar.s will be .needed to complete said �ro9ect and put it in operation, and . �f� Whereas First National Bank of Fayetteville, Arkansas and Mcll.roy Bank of Fay- etteville, Arkansas have each agreed .to loan to the Sewer Committee of Fayetteville, Arkansas the sum of twenty thousand -($20;000.00) dollard, each of said banks to loan I of that amount, payable over a period of ten„years with interest at the rate of four (4O) per cent per annum on the unpaid balance payable solely from the revenues of the Sewer System of the City of Fayetteville, Arkansas. NOW BE IT THEREFORE ORDAINED BY THE CITY COUNCIL OF THE, GITY,OF FAYETTEVILLE, ARKANSAS: Section 1. The Mayor and the City Clerk of the City of Fayetteville, Arkansas re hereby authorized to borrow ten thousand ($10,000.00) dollars from the First National F nk of Fayetteville, Arkansas, and ten thousand ($10,000.00) dollars from the McIlroy Pank of Fayetteville, and to execute notes in-daid sums payable on or before ten (10)year Prom date of execution of said notes in sums of not less than five hundred ($500.00) collars and accrued interest on unpaid balances each six (6) months, interest to accrue at the rate of four(4) per cent per annum and said payments to be five hundred ($500.00) dollars to each of said hanks together with the accrued interest as herein above provided Section 2. Said notes shall in no sense constitute aniindebtedness•.of the pity of Fayetteville, Arkansas, but shall be paid exclusively from surplus revenues of the Sewer System of the City of Fayetteville, Arkansas after the provision has been made for payment of bonds and interest -now outstanding which were secured by a first lien on the revenues of said Sewer System. Section 3. Surplus revenues as provided in Section 2 hereof, are specif pledged for the purpose of repaying said notes in the manner herein set forth. Section 4. It appearing that the funds hereinabove mentioned are needed mmediately in order that said secondary disposal plant may be completed and put in oper ion, an'emergency is hereby declared to exist and'this ordinance shall be in full force nd effect from and after its passage and aprroval. Avenue,. running from Center Stree Plat to Stone Street, made by W.C.Smith, was presented, accompanied by a statement for the E -SW- work amounting to $60.00, of which the City was asked to pay 1/3, or $20.00; aldermen on Unive_-le made a motion that the Plat be accepted, and the bill for $20.00 be allowed; this city St, otion was seconded by alderman White, and was passed unanimously by the Council. Alderman Bronson made a motion that the Council adjourn Sine Die, this djourn otion was seconded by alderman Gregory, and was passed unanimously by the Council, and t Sine. he Mayor declared the Council adjourned Sine Die. is. The Mayor then called the new Council to order, and stated that all the ewly elected officers, as follows: Mayor G.T.Sanders, City Attorney Price Dickson, I.R reasurer Roy Nix, and aldermen: Carl Cray lst Ward.. W.C.Vlhitfield 2nd Ward, A.Grady Iarlan 3rd Ward and Harrison Hale 41sh Ward, had signed the oath of office, which had bee subscribed and sworn to, before an officer qualified to administer the oath of office. - The Mayor then instructed the Clerk to call'the roll of the New Council, e following aldermen answered present: Hale, Adkisson,Bohe, Williams, Whitfield, ite, Harlan and Gray.
