ition protesting the issuance of a building permit, alderman Gregory made a motion that
he protest be refused and the Building permit granted, this motion was seconded by alder-
illiams, and on roll call by the Clerk, the following vote was recorded; Ayes: Gregory,
dhite, Stubblefield, Williams, Bohe, Adkisson and Hale. Nays: Bronson. and the Mayor de-
lared the PERMIT granted, as there were 7 Ayes, and 1 I1ay.
Light on Alderman Bronson, chairman of the Light Committee made a motion that 7 Stregt
C 1.Drive lights be 'installed in the southwestern section of the City around California drive, also
S.Col. 3 lights on South College Avenue and 4 lights on South Washington Avenue, this motion wa
.bga3h. econded by alderman Hale, and was passed unanimously by the Council.

s and nstall a pop corn stand on his lot at Center & School Streets, alderman Bohe made a motion
Canter & that the request be granted, and the installation be done under the supervision of the City
School Bngineer, this motion was seconded by alderman Bronson, amd was passed unanimously by thq
Council.
Pltrol The Mayor presented the matter of having a sign put on the Patrol car, desig-
c r Sign nating it as such, after discussion, alderman Adkisson made a motion that the Words "POLICE
PATROL NO 3", be painted on the Patrol Car, this motion was seconded by alderman Gregory;
Ind was passed unanimously by the Council.
'N�G.Shipley The Mayor reported a vacancy on the BOARD OF TRUSTEES for the City Hospital
a.pointed aused by the death of J.M.Williams, and stated that W.G.Shipley had been recommended for
H spBd ppoimitment, alderman Gregory made a motion that the.appointment of W.G.Shipley as a mem1�e.
I f the Board of Trustees for the City Hospital, be approved, this motion was seconded byl
lderman Hale, and received the unanimous vote of the Council.

Appointed or Annex No 1 to Sewer Improvemen District No 1, caused by the death of U.L.Smelser, al"er-

the Mayor stated that he wanted to recheck on the number of traffic lights, the kind of
12 Traff'-_ights and the location of the same,.after discussion, it was decided to order 7 of the
Lights. 4 way lights and 5 of the 3 way lights,locations to be as follows: Center & School -4 Way
locations & College - 3 Way, Center & College -3 Way, Dixon & College -4 Way,
iaple & College -4 Way, Block & Dickson -3 Way, West & Dickson -4 Way, School & Highway;

Alderman Stubblefield introduced an Ordinance,. entitled "AN ORDINANCE HAYING -:G
IT A MISDEMEANOR TO DRIVE :9ITH BRIGHT LIGHTS"..
The Ordinance was read in its entirety by the Clerk, alderman Gregory made
a motion that the rules be suspended, and the Ordinance. placed on Its second reading,
this motion was seconded, by alderman Stubblefield, and was passed unanimously by the
C ounc-il.
The Clerk then read the Ordinance the th ird.and final time, alderman Bronson
made a motion that the raales be further suspended and the Ordinance placed on its third
and final reading, this motion was seconded by alderman, Hale, and was passed unanimously
by the Council.
The Clerk then read the Ordinance the third and final time.
The Mayor then put the question "Shall the Ordinance pass?",and on roll call by the Cler',
the following vote resulted; Ayes: Brinson,.Gregory, Whites Stubblefield, Williams, Bohe,
Adkisson and Hale. Nays:None. And the Mayor declared the Ordinance passed, as there we:�e
8 Ayes, and no Nays.
Alderman Gregory made a motion that the emergency clause be adopted, this
motion was seconded by alderman White, and on roll call. by the Clerk, the following
vote resulted; Ayes: Bronson, Gr=egory, White, Stubblefield, Williams, Rohe.. Adkisson and
Hale. Nays: None. Amd the Mayor declared the emergency ,clause adopted, as there were
3 Ayes; and no Nays.

AN ORDINANCE .MAKING IT A MISDEIdEANOR TO DRIVE WITH BRIGHT LIGHTS:
BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILI,E, AFKANSAS:
Section 1. Hereafter it shall be unlawful for the operators of automobiles
within the City of Fayetteville, Arkansas, to drive an automobile with headlights burn-
ing at other than " D11,1" or "DEPRESSED" stage; and within the meaning of the Ordinance
the term Automobile shall be held to include any motor -propelled vehicle.
SECTION 11. Any person found guilty of violation of this ordinancesshall be
deer,:ed guilty of a misdemeanor and upon conviction, shall be fined in any sum not less
than one dollar or more than ten dollars.
SECTION 3. This ordinance being necessary for the public peace, health and
safety, an emergency is hereby declared to exist, and this ordinance shall take effect
and be in.force inmiediately upon its passge, approval and publication.

Alderman Hale made a motion that City Attorney Geo.Vaughan and City Engineer
E.T.Brown be authorized to attend the meeting of the Arkansas Municipal League at Little
Rock to be held on September 8th and 9th of September,. 1946, this motion was seconded
by alderman $ronson, and was passed unanimously by the Council.
There being no further business, alderman Hale moved to adjourn, seconded
by alderman G yr+regdry, "which was duly pawed by the Council, and the Mayor declared the
Council adjourned.
