The Clerk presented the April reports of Carl Tune as Fire Chief, Henry
April ,eorge as Building Inspector, Roy Nix as Sewer Service Collector, V.James Ptak as Munic-
reports ipal Judge, The Police Department, J.W.MoGehee as City Collector and as City Clerk, alder
man Bronson made a motion that the reports be received and filed, seconded by alderman
tubblefield, which was passed unanimously by the Council*
Contract of f The question of a contract for Street Lighting with the South Western Gas &
SW.Gas & Electric Co. came up for discussion, and alderman Bronson made a motion that the Mayor
Electric Co.and City Clerk be authordzed to sign the CONTRACT for the City, this motion was seconded
y alderman Stubblefield, and was passed unanimously by the Council.
SW.ias & Alderman Stubblefield made a motion that the Mayor send the Southwestern
Electric i s & Electric Co. a letter notifying them of the date that WANEETAH HEIGHTS was accept-

notified to be placed as follows: 2 on College Ave., 6 on East Mountain Street, 6 on West Mountain

Alderman Stubblefield Introduced an Ordinance, entitled " AN ORDINANCE
WEQUIRING ALL TAXICABS OPERATED ON THE STREETS OF THE CITY OF FAYETTEVILLE TO BE EQUIPPED
ITH GOVERNORS; REQUIRMNG SAID GOVERNORS TO BE KEPT IN REPAIR, FIXING FINES AND PENALTIES
FOR FAILURE TO COMPLY AND FOR OTHER PURPOSES".
The Ordinance was read in its entirety by the Clerk, and alderman Uregory

Mayor declared , passed , as there were 6 Ayes and no Nays.
Alderman Gregory made a motion that the Emergency clause be adopted,
econded by alderman Stubblefield, and on roll call by the Clerk, the following vote
as recorded; Ayes Brdnson, Gregory, White, Stubblefield, Bohe and Adkisson. Nays: None.

ORDINANCE N0. 896
AN ORDINANCE REQUIRING ALL TAXICABS OPERATED ON THE STREETS OF THE CITY OF
FAYETTEVILLE TO BE EQUIPPED WITH GOVERNORS; REQUIRING SAID GOVERNORS TO BE KEPT IN RE-
PAIR, FIXING FINES AND PELALTIES FOR FAILURE TO COMPLY AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY CF FAYETTEVILLE, ARKANSAS:
SECTION ONE: It shall be unlawful for any person to operate a taxicab, or any
individual, partnership or corporation engaged in the taxicab business to permit any tax
icab belonging to such individual, partnership, or corporation, to be operated within
the City of Fayetteville, Arkansas, until and unless such taxicab is equipped wuth a
,governor, which governor shall be properly set, kept in good repair, and actually limit
the speed of said taxicab to such speeds as are now or may hereafter be provided by law.

SECTION TWO: Any person,,firm or corporation violating Section One of this
Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be
punished by a fine of not less than $50.00 nor.more than $1000; and each day of such un-
lawful operation, as defined in this Ordinance shall be a seperate offense.
SECTION THREE: It is declared to be the intention of this Ordinance to pla
tlhe burden of regulating speeds of taxicabs upon the taxicab operators, and this Ordinaho
shall not repeal any other Ordinances relating to taxicabs in the City of Fayetteville,
except insofar as thergis a specific conflict.
SECTION FOUR: Jt appearing that heretofore taxicabs have been operated wh
speeds were not propeb37 governed and limited, without being specifically prohibited by
Ordinance; qnd it being necessary that such speeds should be limited as YMein provided.to
Insure the public health, peace and safety; An emergency is hereby declared to exist and
this Ordinance shall be in full force and effect from and after its passge, approval and
publication.

ORDINANCE N0. 8-9=7-
A N ORDINANCE TO PERMIT THE KEEPING OF HOGS WITHIN THE CORPORATE LIMITS OF
CITY OF FAYETTEVILLE, ARKANSAS, SUBJEST TO CERTAIN RESTRICTIONS AND TO REGULATE THEM.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTFVILLE, ARKANSAS:
SECTION I. Hereafter it shall be lawful for any person, firm or corporation
o keep hohog or hogs within the limits of the City of Fayetteville, Arkansas, subject,
owever, to the following restrictions:
A. No.person, firm or corporation shall be permitted to keep a hog or hogs
ithin the corporate limits of the City of Fayetteville,Arkansas, on less than two acres
and owned or held under tease by said person, and for the purpose of this ordinance,one
ere shall consist of one hundred and sixty square rods,
B. •
B. The total number of hogs #ept shall not exceed the total number of acre:
wned or held under° lease by the said person owning the hogs, provided that this restric•
ion shall not apply to unweaned pigs; and where lands of ten acres or more are owned or
eased for the purpose of keeping hogs, the number shall not be limited.
C. All hogs must be kept at least two hundred feet from any building used for
human habitation.
I D. Inclosures used for the keeping of hogs, together with any buildings there-
in and feeding pens and troughs shall be kept in a clean and sanitary condition.
E. For the purpose of this ordinance, the word "hog" and its plural shall be
held to mean and include any swine, pig, sow, boar, shoat or other classification.
F. T#ese restrictions shall not apply as to hogs held in transit in any reg-
ularly established stockyard.
I Section 2. Any person aggrieved by r(son of the violation of any of the pre
visions of this ordinance may make complaint to the Police:; Depattment as to why any such
inclosure for the purpose of keeping and maintai.ning.`}iogs within the corporate limits of
the City of Fayetteville is unsanitary and unclean, and the Police Department shall notif
the City Health Officer who shall immediately inspect the lands used for keeping hogs.
Section 3. If, after such inspection, the City Health Officer shall determ
that any such inclosure is unclean and unsanitary, he shall notify the owner of the lands
containing such inclosure of his action, or the holder of the lease, whichever the case m
be,and cause a written notice to be served upon such owner or lessee stating what grounds
this ordinance have been violated, and commanding that the terms of thiirordinance be com
plied with within five days from the date of the said notice*

Section 4. Any person or persons, firm or corporation ,•who fails to comply with
the provisions of this Ordinance after having been notified as hereinabove decribed,
shall be deemed guilty of a misdemeanor,and upom conviction, shall be fined in any sum
not exceeding ten dollars, and each day the terms of this ordinnance are violated after
the expiration of the fifth day from the service of the no#ice shall be considered a
seperate offense*
Section 5. All ordinances or pacts of ordinances. in direct conflict herewith
are repealed*
Section 6. This -ordinance bemng necessary for the preservation of the public
health, peace and.safety of the residentsrof the City of.Fayetteville, Arkansas, an
emergency is hereby declared to exist, and this ordinance shall take effect and be in
force from and after its-passge, approval and publications

Building at 8 O'clock P.M. on the 31st day of May, 1946, for the purpose of considering
the proposition of the Federal Housing Authority relative to placing 21 Housing Units
with the City of Fayetteville"*

The Mayor stated that the meeting had ben called for the purpose of making
a decision as to how the 21 housing; units to be pi. here by the Federal Housing Author
fty, would be handled, as the Federal Housing Autbnnity had to have a definite answer by
Noon, Saturday, June,lst.
After a thorouh discussion, alderman Gregory made a motion that the 21 Hous -
ng units be turned over to the UNIVERSITY OF ARKANSAS, with a provision that the Univer,
sity agree to reserve at least 10 of the units for distressed G.I's who Were not attend-
ing school, this motion was seconded by alderman Stubblefield, and on roll call by'the
Clerk, the following vote was recorded; Ayes: Bronson, Gregory, Stubblefield,Williams,
pohe and Adkisson. Nays: White$ Absent and not voting: alderman Hale- 4nd the Mayor de-
lared the motion carried, as there were 6 Ayes, and 1 Nay.
There being no further b-dsiness, alderman Brobson moved to adjourn, secondf
by alderman Adkisson, which was duly passed by the Council, and the Mayor declared the
Council adjourned.
