Fayetteville City Council met in adjourned,_'session,Tuesday May 2nd, 1944

The h:ayor stated that the meeting was for the purpose of disctissing•,somelproblems.:

After some discussion, alderman Stubblefield introduced an Ordinance,
entitled "• AN ORDINAPTCE DESIGNATING THE MAYOR OF THE CITY OF. FAYETTEVILLE AS THE
OFFICIO CHIEF OF THE POLICE DEPARTMENT AND FOR OTHER PURPOSES.
The Ordinance was read in its entirety by the Clerk, ftlderman Gregory made
motion that the rules be suspended, and the Ordinance placed on its second resding,
his motion was seconded by alderman McRoy, and .on roll call by the Clerk was passed
^ unanimously by the Council. ;
The Clerk then read the Ordinance the second time, alderman Gregory made a
piotion that the rules -be further suspended and the Ordinance placed on its third and
Final reading, this motion was seconded by alderman McF,.oy, and on roll call by the Clerk
as passed unanimously by the- Council.

he Mayor then put the question " Shall the Ordinance pass", and on roll call by the Ole
e following vote was recorded : Ayes : Gregory, Stubblefield, l"lilliams, McRoy and
,dkisson. Absent and not voting, aldermen Bronson and Banks. And the Mayor declared
passed, as there were 5 Ayes and no Nays.
IAlderman Gregory moved the ad@ption of the Emergency clause, seconded by
Aderman Stubblefield, and on roll by the Clerk, the following vote was recorded, Ayes:
regory, Stubblefield, Williams, McRoy, Adkisson and Sanders. Absent and not voting,
ldernen Bronson and Banks. And the Mayor declared adopted, as there were 6 Ayes, and
po Nays.

AN ORDINENCE DESIGNATING THE MAYOR OF THE CITY OF FAYETTEVILLE AS THE
EX-OF'PICIO CHIEF OF THE POLICE DEPARTMENT AND FOR OTHER PURPOSES.
Whereas the regularly qualified and appointed Chief of Police of the City
of Fayetteville has resigned by reason of the fact that he has become a candidate for
he office of Sheriff of Washington County, Arkansas, and by reason of said candidacy is
isgixalified to serve as such Chief of Police under the terms of the Municipal Civil
ervice Act, and
Whereas, the Civil Service Commission of the City of Fayetteville has no
[one on their eligible list, qualified to serve in the capacity of Chief of Police, and
j, -rill not be able to certify a list of eligibles until after notices and examinations

ave been given and qualifications determined, and
WHEREAS,it'is necessary that a Chief of Police be named forthwith;
NOW,THEREFORE, BE IT ORDAINED by the City Oouncil of the City of Fayettevi.
SECTION 1. The Mayor, or in his absence, the Mayor ProTem, be and he is
hereby designated and nominated Chief of the Police Department of the City of Fayette-
ille, Arkansas, and vested with all the powers heretdfore exercised by the Chief of
- Police.
SECTION 11. It appearing that the Police Department of the City of Fayette
ville is without the services of a Chief of Police,and that the health, peace, safety an
general welfare of the citizens of the City of Fayetteville demands the immediate servic
of a Chief of Police, an emergency is hereby declared to exist and $his ordinance shall
be in full force and effect from and after its passage, approval and publication.
Passed and approved this 2nd day of May, 1944.

*There being no further business, alderman McRoy moved to adjourn,
seconded by alderman Stubblefield, which was duly passed by the Council, and the Mayor
declared the Council adjourned.
