Fayetteville City Council met in regular session, Monday, September 8th,1941.
Present: Mayor Geo.Vaughan, City Clerk J.W.McGehee, City Attorney Price Dickson,
City Engineer E.T.Brovm,and aldermen; Banks, Gregory, HoSN)rd,,MARoyl,SarddrS, Shook and

September 2nd, were read and approved.
The following bills were presented, after their appeoval by alderman Hosford,
chairman of the auditing committee:

Alderman Gregory made a motion that the bills be alloyed, as approved, seconded by
alderman Hosford, which'iwas regularly passed by the Council,
Alderman Gregory made a motion that the City renew their contract with
Frambers R.C.Frambers & Co. to audit the records of receipts and disbursements of the City Clerk
ven and Collector of the City of Fayetteville,for the years 1941-42, for a fee of $125000
t per year, or a total fee of $250.00 for the Biennium ending, December 31st, 1942, the fee
tract to be payable at the rate of $125.00 upon the completion of each year's audit,

Plant, of the City of Fayetteville, Arkansas,for the years 1941-420 for a fee of $125.00
per year, or a total fee of •$250.00 for the biennium ending December 31st, 19421 the fee
to be payable at the rate of X125,00 upon the completion of each year's audit,

No.1014- R, of the City of Fayetteville, Arkansas,for the years 1941-42, for a fee of
$60.00 per year, or a total fee of $120.00 for the Biennium ending pecember 31st,1942,
the fee to be payable at the rate of $60.00 upon the completion of each year's audit,
this motion was seconded by alderman Hosford, and was passed unanimously by the Council'*:
Alderman McRoy made a motion that reading of the City officials monthly
reports'be postponed, seconded by alderman Hosford, which was passed unanimously by the
Council.
Harold Fristoe, Okla. A & M radio irstructor,Cecil Smith. -engineer at
KUOA, Siloam Springs, Henry A Ritgerod, Chairman of the Civil Service Commission and
Dan Allen the Newly App&imted Chief of Police appeared before the Council and presented
Two-way plans for installing a Two-way radio system for the Police Department, at an estimated
.1 adio cost of $750.00, after discussion, it was decided for the Police committee to make appli
tolbe cation to the Federal Communications Commission fore=.radio station, and to proceed with
installed plans for the installation.
Mr.H.G.Ward was again before the Council in connection with the Garbage
collection troubles. After discussion, it was decided to enter into a new agreement
Ngw with Mr.Ward, with the unders-yanding that there would be a more systematic enforce-
agieement ment pf the rovisions of the Citts old contract with the garbage collector, and pay-
o; ment of the 91.00 per year charge for removing cans will be -made through the City Water
ar age -can Office, and the City Police will strictly enforce Ordinance No.828, which provides pen-
co}iection alties for violaters of garbage-cdn collection rules, full details of new plans to be
published later by City officials.
Police Chief, Dan Allen suggested that merchants and other business firms be
pian to contacted for small monthly donations to the police department's equipment fund, in re -
solicit turn for nightly individual check-ups of business houses by patrolmen, with the under-
d nationsv standing that all money collected, would be kept in a -separate fund, and used exclusivl;
from. for equipment and incidental expenses of the Police Department, alderman Sanders made a
business motion that the Police Committee be authorized to cooperate with the Chief of Police in
houses working out the suggested plan, this motion was seconded by alderman Gregory, and was
f03 passed unanimously by the Council.

There being no further business, alderman McRoy moved to adjourn, seconded
by alderman Shook; which was duly passed by the Council, and the Mayor declared the 7
