Fayetteville City Council met in regular session, Monday, July 21.1941.
Present: Mayor Geo.vaughan, City Clerk J.W.McGehee, CityU kttorney Price Dickson,
City Engineer E.T.Browno and aldermen; Bronson, Banks, regory, Hosford, McRoy, anders,
Shook and Stubblefield.
Minutes of the regular meeting of iuly 14th, were read and approved.
The following bills were presented, adter their approval by alderman Hosford, chairman
of the auditing committee: -

lie, the undersigned officers of the Police Department of the City of
Fayetteville, hereby represent that the $10.00 per month included in our salaries of
Y$110.00 per month, which was added by the City Council for the purpose of paying for
the use of our automobiles in connection with our duties as police officers, is insuf-
ficient to pay for autual cost of operation,maintenance and depreciation of our cars
while in use on city business.
We therefore beg that the Maydr and Council investigate the situation
and that,if Bound to be justified, relief of the condition be abated.

Alderman Gregory introduced an ordinance, entitled AN ORDINANCE RELIEVING PATROIbjEN
OF THE CITY OF FAYETTEVILLE OF CERTAIN DUTIES, SETTING UP A PROGRESSIVE WAGE SCALE FOR
PATROLliiEN, PROVIDING FOR THE PURCHASE OF A POLICE PBTROL CAR AND FOR OTHER PURPOSES."
The ordinance was read in its entirety by the Clerk,and alderman E�ronson
made a motion that the rules be suspended, and the Ordinance placed on its second read
ing, this motion was seconded by alderman Banks, and was passed unanimously by the Coun-
c it .
The Clerk then read the.ordinance the second time, and after discussion,
alderman Hosford made a motion that the rules be further suspended, and the ordinance
placed on its third and final reading, this motion was seconded by alderman Stubblefield
and on roll call by the Clerk, received the unanimous vote of the Council.
The Clerk then read the ordinance the third and final time'.
The Mayor then put the question Shall the Ordinance pass"? and on'roll call by the
Clerk, the following vote was recorded: Ayes; Bronson, iknks, 9?egory,' Hosford, McRoy,
Sanders, Shook and Stubblefield. Nays; None. And the Mayor declared passed, as there
were 8 Ayes. And no Nays.
Alderman Banks moved the adoption of the emergency clause, seconded by
alderman McRoy, and on roll call by the Clerk, received the unanimous vote of the Coun-
cil, and the Mayor declared, adopted, as there were 8 Ayes, and no Nays':

AN ORDINANCE RELIEVING PATROLMEN OF THE CITY OF FAYETTEVILLE OF CERTAIN DUTIES
SETTING UP A PROGRESSIVE WAGE SCALE FOR PATROLMEN, PROVIDINF FOR THE PURCHASE OF A POLI E
PATROL CAR AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEV ILLE# ARKANSAS:
SECTION 1. That, it appearing that the $10.00 per month allowed to patrolmen of
the Police force of the City of Fayetteville for the use of their cars in connection with
their duties as such patrolmen is inadequate; said patrolmen are hereby relieved of the
duty of furnishimn;'cars.and the $710.00 allowance for such use is hereby rescinded and can"
celled.
SECTION 11. The position of Desk Patrolman, heretofore provided for by this
Council is not now and never was intended to be a seperate classification but is a shift
of regular patolmen and,salaries for the offices of.patrolmen shall be as follows, to -wit:
Probationary Patrolmen (First six :(6).Months) 80.00 per month
Patrolman, 7th Month through 12th month 85.00 per month
Patrolman 13th Month through 24th month 190.00 per month
Patrolman 25th Month and after $7100.00 per month
PrAvided, however, that patrolmen shall have no vested right to any salary above $;80.00 per
month and wages to be paid to patrolmen shall be certified to the Council by the Civil
Service Commission of the City of Fayetteville immediately after the effective date of
ordinance and thereafter as often as pay of individual patrolmen are increased or dimin»
ished, provided that the Civil Service Commission shall take into consideration the rec
ommendation of the Chief of the Department in increasing or decreasing salaries within
the above limits,, and increase in pay shall not be made sooner or in greater amounts t n
is set forth in this Section.
SECTION 111. That, it appearing that the salary for a Chief of Police was
budgeted at $1150.00 per month from April 1, 1941 and 4 months have elapsed and said sums
have not been expended which at this time amounts to an accumulation of $7600.00, the Finance
Committee of the City Council is directed to take necesssary steps to purchase a policel
patrol car for the Police Department and such other equipment as may from time to timetie,
needed, keeping in mind the ability of the City of Fayetteville to pay,for the same.
SECTION IV. It appearing that Police Patrolmen of the City of Fayettevi Is
are unable to operate their cars on the allowances made to them for that purpose and it
are
further appearing that unless a progressive wage scale is adopted for the police department
much discord and possible litigation will ensues and it further appearing that it is neces-
sary that the City of Fayetteville be more adequately patrolled by the Police -in order to
better protect the public health, peace and safety; an emergency is hereby declared to
exist and this ordinance shall be in full force from and after July 31, 1941.

AN ORDINANCE SETTING UP AN AIRPORT ZONING BOARD FOR THE CITY OF FAYETTEVILLE
CONFERHIND POWERS AhTD FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE.. ARKANSA:
SECTION I. The Aviation Committee of the City Council is hereby designated
as the Airport Zoning Board of the City of Fayetteville.

Section 11. The powefs and duties of said Board shall be those granted under
the terms of Act 116 of the Acts of Arkansas for the year 1941, and said board shall have
the right to make and adopt necessary rules and regulations for the purpose°of carrying)
out the' purpose and intent of said Act 1160 which rules and regulations, when approved1py
the City Council, shall. have the force and effect of law. II
SEOTION 111. It appearing that the Fayettville Municipal Airport is rapidly
increasing its activities and safety measures should immediately be adopted in order tol'
bettdr,-,provide for the public health, peace and safety; an emergency is hereby declared
to exist and this ordinance shall be in full force and effect from and after4itsassa approval and publication.Passed and approved this 21 day of July, 1941.

thumbs down"on the proposition and took no offical action.
There being no further business, alderman McRoy moved to adjourn, seconded by
alderman Bronson, which was duly passed by the Council, and the NIa or declared the
Council adjourned.
