Fayetteville City Council met in regular session, konday, May 26th,1941
,resent: Mayor Geo.Vaughan, City Clerk J.W.McGehee, City Attorney Price Dickson,City Engineer
.T.Brovm, and aldermen; Bronson, Banks, Hosford, McRoy, Sanders, Shook, and Stubblefield.

Minutes of -the regular meeting of May 19th, and the Called meeting of May 22nd, were
ead and approved.
The following bills were presented, after their approval by alderman Hosford, chair -

Alderman Stubblefield introduced an Ordinance, entitled " AN ORDINBNCE
PR@HIBITING THE OPERATION OF GROCERY STORES AND MEAT MARKETS ON THE SABBATH, PROVIDING
PENALTIES,AND FOR OTHER PURPOSES.
The Ordinance was read in its entirety by the Clerk, and alderman Bronson mad
motion that the rules be suspended, and the ordinance placed on ite second reading, th
tion was seconded by alderman Stubblefield, and was passed unanimously by the Council.
The Clerk read the ordinance the second time, and afyer discussion, alderman
Sanders made a motion that the rules be further suspended, and the ordinance placed on its
third and final reading, this motion was seconded by alderman Stubblefield, and was passed
unanimously by the Council.
The Clerk then read the ordinance the third and final time.
Tpe Mayor then put the question " Shall the Ordinance pass", and on roll bald by
the Clerk, the following vote was recorded Ayes; Bronson, Hosford, McRoy and Stubblefiild.
Nays: Banks, Sanders and Shook. Absent and not voting; alderman Gregory. And the Mayor
declared passed, as there were 4 Ayes and 3nNays.
Alderman Bronson moved the adoption of the emergencjr clause, seconded by
alderman Stubblefield, and on roll call by the Clerk, the following vote was recorded:
Ayes; Bronso4 McRoy; Shook and Stubblefield. Nays: Banks, Hosford and Sanders. Absent a
not voting; Gregory. And the Mayor declared lost, as there were 4 Ayes and 3 Nays'.

" AN ORDINANCE PROHIBITING THE OPERATION OF GROCERY STORES AND MEAT MARKETS ON
SABBATH; PROVIDING PENALTIES, AND FOR OTHER PURPOSES.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE.* ARKANSAS:
SECTION 1. It is hereby declared to be unlawful for any person, firm.or corpo-
ration or their agents, servants and employees to operate or be opened for business any
grocery store or meat market -within the corporate limits of the City of Fayetteville,
-Arkansas, on the sabbath day.
SECTION 2 Any person, firm or corporation found guilty of violating theterns
of Section 1 of this ordinance shall be deemed guilty of a misdemeanor and upom convictio
thereof shall be fined in any sum not less than $5.00 nor more than $250.00, and each sile
on the sabbath day shall constitute a seperate offense.
SECTION 3. All ordinances or parts of ordinances in conflict herewith -are heIeb
repealed.
Passed and approved,this 26th day of May, 1941.

Alderman Stubblefield intr(bduced an Ordinance, entitled " AN ORDINANCE
CREATING THE OFFICE OF INSPECTOR OF LIQUIFIED PETROLEUM GAS DISTRIBUTION SYSTEMS,
INSTALLATIONS AND APPLIANCES WITHIN THE CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE,
ARKANSAS, PROVIDING CERTAIN REGULATIONS IN CONNECTION WITH THE SERVICING OF SUCH SYSTEMS;
AND FOR OTHER PURPOSES.
The ordinance was read in its entirety by the Clerk, and alderman Sanders nad
a motion that the rules be suspended,and the ordinance placed on its second reading,this
motion was seconded by alderman Hosford, and on roll call by the Clerk, received the unan-
imous vote of the Council.
The Clerk then read the ordinance the second time, and after discussion
left on its second reading.
Alderman Sanders moved to go into executive session, seconded by alderman
McRoy, which,was--passed unanimously by the Council, and the Mayor declared the Council in
executive session,\after discussion of various administratiine matters, alderman Bronson
moved. to go out of executive session, seconded by alderman Hosford, which received the
unanimous vote of the Council, and the Mayor declared the Council in regular session.
AN ORDINANCE CREATING THE SEPERATE OFFICE OF CHIEF OF POLICE OF THE CITY OF
FAYETTEVILEE, AND FOR OTHER PURPOSES, that had been left on its second reading, at the
regular meeting of April 28th, 1941, camerup:4forediscussiori,iand'alderman Sanders made a
motion that the Ordinance be read the third and finaltime, this motion was seconded by

The Clerk then read the ordinance the third and final time.
The Mayor then put the question "Shall the Ordinance pass", and on roll call b# the

Alderman Bronson moved the emergency clause be adopted, sdconded by alder-
man Shook, and on roll call by the Clerk, received the unanimous vote of the Council,
and the Mayor declared adopted, as there were 7 Ayes, and no Nays,

AN ORDINANCE CREATING THE SEPERATE OFFICE OF CHIEF OF EOLICE OF THE
CITY OF FAYETTEVILLE, AND FOR OTHER PURPOSES.
WHEREAS., financial conditions of the City of Fayetteville have made at
possible to set aside sufficient funds to maintain the seperate office of Chief
of Police, and
WHEREAS, it is desirable that a Chief of Police be named as soon as a
suitable person can be selected with necessary qualifications;
NOW,THEREFORE,BE IT ORDAINED by the City Council of the City of Fayettev.6.-'.11 . I
villa, Arkansas: j
SECTION 1. The seperate office of Chief of Police -of the City of Fayette-
ville is hereby created and shall be filled in the mariner provided by law and
the rules and regulations of the Civil Service Commission of the Cijry of
Fayetteville.
SECTION 2. Pending the selection and designation of a Chief of Police,
the Mayor of the City of Fayetteville shall continue to act as Ex -Officio Chief
of Police in the capacity in which he is now serving.
SECTION 3. All ordinances or parts of ordinances in conflict herewith
are hereby repealed; and it appearing that the administration of the Police
Department requires a full time, active Chief of Police, an emergency is hereby
declared to exist, and this ordinance shall be'in full force and effect from
and after its passge, approval and publication.
Passed and approved this day of May, 1941.

There being no further business, alderman McRoy moved to adjourn, seconded by
alderman Bronson, which was duly passed by the Council, and the Mayor declared
the Council adjourned.

acted as City Clerk.
On roll call by the Clerk, the following members of theCouncil were noted

read by the Clerk, and akderman Shook made a motion that the report be received and
filed, seconded by alderman McRoy, which was passed unanimously by the Council.
The question of leasing the City's pact of the 3rd floor of the Adminis-
tration Building to the Masonic Lodge came up for discussion, and alderman Sanders
made a motion that the ryatter be referred to the Building committee, with power to
act, this motion was seconded by alderman Hosford, and was passed unanimously by the
Council. �<
Representatives of 2 Fire Hose Companies appeared before the Council and
extolled the merets of their respectivq products.
