Minutes of the regular meeting of April 28th, were read and approved. A Rominittee from the Veteran' Foreign Wars appeared before the Council and paid the $iOO.*00 "icense fee or the Stumbo Carnival Co. for 1 week, but stated that the Carnival Co. had come irf two days ahead of the time scheduled , and the Committee wanted to know what arrangemmnt could be made for the'Two days extra time, and alderman SAnders made a motion that the Carnival Co.pay $p33.00 for the extra 2 days and that this amount be turned over to the Veteran's of Foreign Wars, for the Post's Milk Fund, this motion was seconded by alderman Stubblefield, and received the unani- mous vote of the Council* D.Y'Thomas Mr. D.Y.Thomas appeared before the Council and requested permission ,to lay request his Sidewalk on the Property line, instead of placing back 1 foot from the Property lin about as required bydimance, , alderman Bronson made a motion that the matter be sidewalk referred to the ttreet ommittee, with power to act, this motion was seconded by alderq Banks, and was passed unanimously by the Council. Messrs Henry A Ritgerod and C.P.Dodd,'members of the Civil Service Commis- Sivl Service sion, appeared before the Council, and presented their report, containing "A STATE. omulission MENT OF CERTAIN CONSIDERATIONS RELATING TO THE SELECTION OF A CHIEF OF POLICE, several rep rt copies of the report were distributed to the Councilmen, with a request that they study the report and offer sugges ions to the Committee, alderman Bronson made a motion that the report be received and iled, this motion was seconded by alderman Banks, and recei the unanimous vote of the Council. Alderman Sanders made a motdori that the Council, as a Committee of the Council to Whole, arrange ,to meet with the Civil Service Committee, at the convenience of the meet with Civil Service Committee, to discuss the report filed by the Civil Service Commission. Civil This motion was seconded by alderman McRoy, and was passed unanimously by the Council. Service . Alderman Stubblefield introduced an Ordinance, entitled " AN ORDINANCE PROHIBITING THE PARKING OF TRUCKS LOADED WITH AN124ALS ORAIIWITHIN THE EESIDENTIAL DISTRICTS OF THE CITY OF FAYETTEVILLE AND LDIITING THE 0 WHICH SUCH LOADED TRUCKS MAY BE PARKED IN THE BUSINESS DISTRICT OF THE CITY OF FAYETTEVILLE, AND FOR OTHER PURPOSES. The Ordinance was read in its entirety by the City Clerk, and alderman Sanders made a motion that the rules be suspended, and "the Ordinance placed on its second reading, this motion was seconded by alderman Banks, and was passed unanimously by the Council. The Clerk then read the Ordimance the second time, and after diseVssion, alderman Bronson made a motion that the rules be further suspended, and the Ordinance placed on its third and final read}ng, this motion was seconded by alderman Hoaford, and was passed unanimously by the Counci�. The Clerk then read the rdina'nce the third and final time. The Mayor then put the question !' Shall the Ordinance pasitand on roll call by the Cl:erk the following vote was recorded: Ayes; Bronson, Banks, oxford, McRoy Sanders, Shook and Stubblefield, Nays: None. Absent and not voting:Alderman Gregory. And the Mayor declared, passed, asthere were 7 Ayes, and no #ays. Alderman Bronson made a motion that the Emergency clause be adopted, seconded by alderman Shook, amdion roll call by the Clerk, received the unanimous vote of the Council, and the Mayor declared adopted, as there were 7 Ayes, and no Nays. (Copy of Ordinance on next page) las w 0 R D I N A N C E N 0. 8 -5 -3 - AN ORDINANCE PROHIBITIBG THE PARKING OF TRUCKS LOADED WITH ANIMALS OR FOWLS WITHIN THE RESIDENTIAL DISTRICTS OF THE CITY OF FAYETTEVILLE AND LIMITING THE LENGTH OF TIME WHICH SUCH LOADED TRUCKS MAY BE PARKED IN THE BUSINESS DISTRICT OF THE CITY OF FAY ETTEVILLE, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE.. ARKANSAS: SECTION I. •It shall be unlawful for any person, firm or corporation to park or leave in the residential areas of the City of Fayetteville any trucks, wagons or cars loaded with animals or fowls, and any person, firm or corporation so parking or leaving said conveyances loaded with animals or fowls in any of the residential districts of the City of Fayetteville shall be guilty of a misdemeanor and upon conviction thereof shalllbe punished by a fine of"not to exceed 100.00; prmvided, that this ordinance shall not apply ` to vehicles unavoidably parked or -left in residential districts due to mechanical failu'e of the conveyances SECTION 2.- It shall be unlawful for any.person, firm or corporation to park) or leave standing upon the streets in the business area of the -City of Fayetteville any truck, wagon or car loaded with animals or fowls for a,period longer than thirty minutes; and any person, firm or corporation violating the terms of Section 2 of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not to exceed $100.00 SECTION 3. All ordinances or parts of ordinamces in conflict herewith are hereby repealed, and it appearing that numerous trucks loaded with livestock have been on the residential streets of the City of Fayetteville, and that they constitute a nuis and a menace to the public health, peace and safety of the:residents of the City of Fay ville, an emergency is hereby declared to exist,and this ordinance.shall be in full for and effect from and after its passge, approval and publications Passed and approved this 5th, day of May, 1941. Request Mayor Vaughan called attention of the Light Committee to a request for a light light in front of the Legion Hut. at Leglon Hu C.171171iet E6 The request of the Garden Clubrfor space in the Lobby of the Administration Building•=oh,May 15th, and it was decided that there would be no objection. The Mayor stated that the Masonib L®dge were planning to paint the trop of the Stairway, and wanted this brought to the attention of the Building Committee,:•to see if they would plan to have the lower part of the Stairway painted.$at the same time. There being no further business, alderman McRoy moved to adjourn, seconded by alderman Shookii wh6ch was duly,passed by the Council, and the Mayor;IFAY lared the Council adjourned. And Ivi.P.McNair's proposition was for the City to pay him $2,000.00 for a strip,of ground 20ft wide off the South side of his property and buil.D-a retaining wall across the South side along the line ofhAs property, after discussion, alderman Bronson made a motion that City Attorney be instructed t6 file' condemnation proceedings for the Rightof way, this motion was seconded by alderman Stubblefield, and on roll call by the Clerk, the following vote was recorded: Ayes: Bronson, Hosford and Stubblefield. Nays! Banks, McRoy, Sanders and Shook. Absent and not voting : alderman Gregory.
