Minutes of the regular meeting of February 3rd, were read and approved.
The following bills were presented, after their approval by alderman Peal, chairman of
the auditing committee:

lderman Bronson made a motion that the bills be allowed, as approved, seconded by
lderman Banks, which was regularly passed by the Council.
AldermanSanders made a motion that City Attorney Price Dickson he instructed to
go t6 Little Rock to look after the Interests of the City, and that his expenses be al-
lowed, this motion was seconded by alderman f}osford, and was passed unanimously by the
Council:
Alderman Gregory introduced the following Resolution, and alderman Hosford moved
its adoption, seconded by alderman Gregory, and on roll call by the Clerk, received the
unanimous vote of the Council.
R E S 0 L U T I 0 N.
WHERESS, ACT No.4 of 19412 popularly known as the "Refunding Act"has been re-
ferred to the people of Arkansas for approval at a special election on February 15, 194L
and
WHEREAS, the Refunding Act will relieve and benefit thousands of property
owners whose homes and farms are now mortgaged to pay road improvement district bonds,an
WHEREAS, the Refunding Act will make highway funds available for matching
Federal highway aid to Arkansas and make the construction of many new miles of State
highways. and
WHEREAS, for the first time in the history of the State, cities and towns will
receive a turnback of State highway revenues-. amajor part of which their citizens have
been payAng these many years, and
WHEREAS, additional turnback is made-.cavailable to the counties for the im-
provement of counjsy roads and suburban streets,
NOW,THEREFORE BE IT RESOLVED that we, the City Uouncil of the CITY OF
FAY-ETTEVILLE, ARKANSAS, do hereby heartily endorse Act No. 4 of 1941 because of the
great benefits which will accrue to the people of this community and to the people of
our adjoining rural areas, and we hereby recommend to the citizens of this community
that they go to the polls on Saturday, February 15th, the day of the special refunding
election, and give Act No.4 of 1941-- the Refunding Act --an overwhelming vote of approva
Passed and approved this 10th day of February, 1941.
