WHERE&S, it has been thepractice of incoming Govenors of the State of Arkansas to appoint new mtmbers of the State "ighway Commission; and,. WHEREAS, under said practice each Congressional District is entitled to one Comm missioner, and, R.D.Bogart WHEREAS, Washington County gave the Honorable Homer M.Adkins a larger majority than any other County in the Third Congressional Listricb, and recommended Hi alwa WHEREAS, the Honorable Robert D.Bogart is now under consideration as one of the y Commissioner proposed members of Baid'.State Highway Commission, and WHEREAS, Honorable Robert D.Bogart possesses many qualifications, of outstanding, merit, among which are the fact that he is a Civil Engineer by profession, has the time to devote to his duties, and is an ardent supporter of better roads and highways, and . has no private interest to serve; NOW, THEREFORE;BE IT RESOLVED by the City Cbuncil of the City of Fayetteville, Arkansas, that the Honorable Robert D.Bogart be commended most highly to the Honorable Homer M.Adkins,Governor Elect of the State of Arkansas, as an excellent choice for Mate Highway Commissioner from the Third Congressional District of Arkansas, BE IT FURTHER RESOLVED that a coppy of this Resolution be forwarded to the HonO: Homer M.Adkins, Governor -Elect of the State of Arkansas. cti Passed and approved this 25th day of November, 1940. This motion was seconded by alderman Hosford,and received the unanimous vote of the Council Final Alderman Peal, chairman of the auditing committee, reported that the final report of report of N.XiiXKXff UU ZAZX)IuIxx the Commissioners of North N.College College Avenue Improvement District g0 1 was correct, and moved that the report be re- Imp.Dist. ceived and filed, and the Commissioners discharged; seconded by alderman Bronson, which passed unanimously by the Council; Alderman Peal , also reported the Annual report of the Commissioners of ,ewer Annudl Improvement District No.l, was correct, and moved that the report be received, and filet report second by alderman Banks, which was passed unanimously by the Council Sewer Noel - Alderman Gregory moved to go into executive session, seconded by alderman Hosford which was passed unanimously, and the Mayor declared the Council in executive session, after discussion of various administrative matters, alderman Gregory moved to go out of executive session, seconded by alderman Shook, which was passed unanimously, and the Mayor declared the Council in regular session, Alderman Bronson induced an Ordinance, entitled "AN ORDINANCE PROVIDING FOR A BOARD OF GAS FITTERS,PRES RIBING DUTIES AND FOR OTHER PURPOSES, l . Atnl)? es Fnr _ The Clerk read the Ordinance in its entirety, and the Ordinance was. left on its first reading 47-8 full Alderman Banks,chairman of the Fire Committee, made a motion that two (2) full time job: e jobs be'created for the Fire Department at $65.00 per month, said jobs to take the place of r two (2) jobs that'have been designated as Part Time Jobso_ this action to be effective e Dept January 1st, 1941,this motion wad secended y a erman Snook, and received the unanimous vote of the Council• Patrolman Alderman Hosford made a motion that the job of DESK PATROIMAN for the Police r Department be created at a salary of $75.00 per monthsand the o of SANITARY OFFICER Dept be abolished, effective January let, 1941,this motion was seconded by a erman San ars, which received the unanimous vote of the Counoil. There being no further business, alderman McRoy.moved toladjourn, seconded by alderman Bronson,.which was duly passed by the Council, and the Mayor declared the Counc adjourned. The absence of the Mayor was noted and alderman Gregory made a motion that alderman Sa be elected Mayor-protem, seconded by alderman McRoy-; which was passed unanimous by the Council. The Clerk then culled the roll, and noted the following present: City Clerk J.W.McGehee, City Engimeer E.T.Br&wn, and aldermen; Bronson ,Banks, ut6egor7, Hosford, McRoy, Peal, Sanders and Shook: The following bills were presented, after theirapproval by alderman Peal, chs: of the Auditing Committee* Ben Porter $20.00, Elmer Boyd $14.40, HalElderton $15.00, Hugh Pool $14.40, Jim Gibson $10.20, Clarence Rice $14.40, A.F.Shumate $22.50, Otho Shue $14.400 Billie Wilcox $14.40 . Alderman McRoy made a motion that the bills be allowed, a secomded by alderman Bronson, which was regularly passed by the Council A request was presented to install an instrument in the Tower of the Court for the purpose of playin Christmas Carols, but it was suggested that this permission already been granted, Alderman Hosford said he was having a great many complain about the hauling tin cans, but it was suggested that no action be taken until the Mayor reported what prc he had been able to make. The problem of parking on both sidesof the street, in front of the Sigma Chi House , and also congestion of traffic at University and Dickson Streets was discussed, but no action taken.- 4.
