Fayetteville City Council met in regular session, Tuesday, November 12th,1940
Present: Mayor A.D.MoAllister, City Clerk J.W.McGehee,•City Attorney Price Dickson,
City Engineer E.T.Brown, and aldermen, Bronson, Lanks, uregory, Hosford, McRoy, Peal,
Danders and Shook.
Minutes of the regular meeting of November 4th, were read and approved.
The following bills were presented, after their approval by alderman Peal, chairman
of the auditing committees

Alderman Bronson made a motion that the bills be allowed, as approved , seconded by alderman
Peal, which was regularly passed by the Council*
Alderman Gregory introduced the following Resolution , and moved its adoption, seconded by
alderman Sandera, and on roll call by the Clerk was passed unanimously by the Council,and
the Mayor declared the Resolution adopted, as there were 8 Ayes, and no Nays.
R ES.O LUT ION.
WHEREAS, residents of incorporated cities and towns who constitute only 32P.2%
of the population of Arkansas,are shown by the surveys of the State Highway Department
to be paying 57.8% of. the Motor vehicle registration fees, 62.9% of the gasoline tax and
64.8% of miscellaneous revenues, and
PJHEREAS, municipal streets bear 26.2,E of f�he total vehicular traffic in Arinsas
as compared with only 15.6,°6 on the County roads, and
Whereas, none of the gasoline tax has been used to maintain` municipal Streets
while county roads received $1,2279451 during the year 1939-1940, and
WHEREAS, iity and Town revenues in recent years have declined while the demands
forunicipal services have increased thereby creating an acute financial problem for Cities
and Towns, I'
NOW,THEREFORE BE IT RESOLVED that we, the L"ity Council of The City of Fayetteville
in '"x sing the sentiments of the Motor Vehicle owners and citizens of the City of
Fayett�villeq do hereby memorialize the Governor and members of the 1941 General Assembly
o reme y this unfair distribution of the gasoline tax receiptes by making available to�I
ities and Towns, through a City urn -back, a parttof the gasoline tax revenues which their
iwn residents are already paying -'these funds to be used for improvement and maintenance
if Municipal streets.

of the Finance ommittee, made a motion that the following Levy be adopted:

SECTION I.That the rate of taxes for CitGeneral Fund ppurposes, for the
year 19408 be and the same is hereby declare o e ve b Mills on daoh dollar
of assessed valuation of all real and personal property within the corporate lime
its of the City of Fayetteville,Arkansas, as shown by the 4ssessment Books for
State and County purposes, and that the same is hereby levied: and the Mayor and
City Clerk are hereb authorized and directed to certify this levy to the County
Cletik of Washington �ounty, Arkansas,to the end that the same be pldced on the is
books and collected with the State and County taxes.

SECTION 5•That the rate of taxes for the FLYING FIELD BONDS AND THE
INTEREST THEREON for the year 19401be, and the same s hereby ecre to be
ONE ( MILL on each dollar of assessed valuation of all•real and personal prop-
erty within the porporate limits of the City of r'ayettville, Arkansas,as shown
by the Assessment Looks for State and County purposes, and the same is hereby
levied; and the Mayor and it Clerk are hereby authorized and directed to cer-
tify this levy to the County Clerk of Washington (;ounty, Arkansas, to the end
that the same be placed on the Tax Books and collected with the State and County
taxes* ,

Aviation The Aviation Committee from the Chamber of Commerce, consisting of L.L.Baxter,chair-
Commdttee man, Berry Vaughn, W.S.Campbell, E.P.Pyeatt and Clifton Wade appeared before the
before Council in regard to the proposed•160 Acre expansion of the Municipal Airport and
Council improvements neccessary to make it a CLASS 3 AIRPORT, after a general "Round Table)
discussion, alderman Sanders made a motion that e City Council of °ayetteville pre
ceed with sponsorship of the Superseding Project, as already prepared for the Air-
tond issue port, less the erection of the AcTiniat1on Siiildia, and that a Bond issue upto,
for Aviation but not exceeding $50,000.00 be recommenaea to provide the City's porA3oh of,,the
recommended cost. This motion was seconded by alderman nosfdrd, and on roll call by the Clerk,
received the following vote: Ayes; Bronson, Banks, gosford, Mc1#oy, Peal,sanders and
Shook* mays: gregorya And the Mayor declared passed•, as there were 7 Ayes, and 1 NaV
Alderman Bronson made `a motion that the City pay the expense of one man,
as part of a committee, to go to Washington, D.C. in the near future, for the pur-
pose of obtaining all the information possible, in relation to the proposed Airport
Projects this motion was seconded by alderman Shook, and reveived the unanimous
vo e o the Council.
There being no further business, alderman McRoy moved to adjourn, secondd
