Alderman Gregory introduced an Ordinance entitled "APT ORDIM4,110E LEVYING
ASSESSLIENTS AGAINST REAL PROPERTY IN STREET IIdPROVE!,E14T DISTRICT NO, .54 OF THE CITY
OF FAYETTEVI= AIi14:I?SAS ,° The Ordinance was read in its entirety by the Clerk and
Alderman Ucker made a motion that the rules be suspended and the Ordinance placed on
its second reading, seconded by Alderman Hosford, and on roll call by the Clerk, receive}
the following vote: Ayes; Gregory, Hosford, Peal, Sanders, Shook and Ucker, Nays none.
Absent and not voting, Alderman Bronson and Carter.
The Clerk read the Ordinance the second time and after discussion, Alderman
Peal made a motion that the Ordinance be placed on its third and final reading, seconded
by Alderman Shook and on roll call by the Clerk, received the foll owing vote.
Ayes; Gregory, Hosford, Peal, Sanders, Shook and Ucker. ITays none. Absent and not
voting, Alderman Bronson and Carter,
The Clerk read the Ordinance the third and final time. The 14ayor then
put the !;,uestion "Shall the Ordinance pass?" and on roll call by the Clerk, received the
following vote. Ayes; Gregory, HosfOdliPeal, Sanders, Shook and Ucker. Prays none.
Absent and not voting, Alderman Bronson and Carter. The H:ayor declared passed as there
were 6'ayes and no nays.

WHEREAS; the majority in value of the property householders o^ening property
adjoining the locality to be effected, and situated in Paving Improvement District
No. 54 of the City of Fayetteville, ::rkansas organized for the purpose of draining,
Ordin rice gradin, curbing, guttering and pavin" and other;iise ilproving streets described in the
ordinance organizing said District, have petitioned the Council of the City of Fayette-
PTo. 8 10 ville, Arkansas for the construction of said improvement, and that the cost thereof
shall be assessed upon the real property of said District according,to benefits
received; and.,
WHERE1S, said benefits received by each and ever�r block, lot and parcel
of real property situated in said District equals or exceeds the local assessment
thereon: and,
WHE7tEi!S, the estimated cost of said improvet:ent is Fourteen Thousand Six
Hundred. Sixty Dollars (5141660.00);
THEREFORE, it is now ordained by the City Council of Fayetteville, Arkansas
that said several blocks, lots and parcels of real property in said District be
assessed according to the assessment list for said imr+rovement District as the same no•.'e
remains in the office of the City Clerk, and that ten per cent (10%) on each of said
blocks, lots and parcels shall be paid annually o -z or before the first day of November,
beginning with IQovember 1, 1940, until the whole of said local assessment shall be paid.

s is to acknowledE;e receipt of ,your letter of December 20 wherein you advise us of
intention of the City of Fayetteville to purchase the light, heat and power plant
said city, row owned and operated by South;vestern Gas and Electric Company, and
ther request us to advise you of a date for negotiations with reference to the
posed purchase.
G'rom such canvass as I have been able to make up to this time of the opinion of the
citizens of our city I have concluded that the vast majority of the people of Fayettevi:
is' opTrosed to ;nunicinal ownership of our electric properties, and that the poople here
are decidedly of the opinion that the public interest would not be best served by the
city acquiring our properties and operating it as a municipal plant.

desire to sell our property

The following reports for the month of December were read by the Clerk: -
V. James Ptak as Police Judge, A. D. I4cAllister as Ex -officio Chief of the Fire
Department and as Ex -officio Chief of Police, Roy ITix as Sevier Service Collector,
J. l?. UcGehee as City Collector and as City Clerk.i. Aldervnan Gregory made a motion that
the renort be received and filed, seco^ded by Alderman Ucker, which was duly passed by
the Council.
The Clerk read a telegram from Congree,�n Clyde T. Ellis statingithat
a '.*PA allotr.ent of Two Thousand Six Hundred Seventy�llollars (42675.00) had been secured
to improve Buchanan Street including paving, installing severs and performing incidenta
and apnurtenent work.
Roy Scott and Herman Tuck of the Lions Club appeared before the Coundil a
asked the Council to pass an Ordinance giving protection to Blind persons carrying
white canes.
