Alderqwan Ucker made a motion that the bilis be allowed, as appreved', seconded by Alderman Hosford which was regularly passed by the Council.. C. D. Atkinson, H. L. Pearson, V. James Ptak, Herbert Lewis were prose' and discussed the merits of the proposed T;:unicipal Court, but after the discussion the Council decided to take further time for investigation_ before taking any action. Alderman Gregory moved to go into executive session, seconded by Alderman Shook, which was passed unanimously by the Council. After discussion of various administrative.matters, Alderman Gregory moved to go out of executive session., seconded by Alderman Hosford, which was regularly passed by the Cotncil, and the Mayor declared the Council in regular session. Alderman Sanders made a motion the hills be allow d as approved, seconded by, Alderman Shook, which was regularly passed by the Council. Alderman Peal, Chairman of the Auditing Cor:mittee, reported that he'had checked the report of the Commissioners of Annex No.l to South College Avenue Paving .District No.l and found it correct and made a motion that the report be filed, seconder by Alderman Hosford which was regularly passed by.the Council. A petition signed by thirty-two Fayetteville attorneys was presented, recommending that a Municipal Court be established but on account of the absence of two members of the Council it was decided to postpone action till next regular meeting. The, Mayor informed the Council that the Airport Project was ready to g and were waiting for orders from the City Council, but after discussion it was decided to nostnone action on account of the absence of two members of the Council.. A letter from E. T. Archer and Co., Engineers of Kansas City was read by the Clerk informing the Council that if it owned its own electric system, they coul( buy electricity at 7.81 mills per Itilowat hour delivered at the State line from the Grand River Dam, or 6.85 mills if the City built a line to the Dam. The Ordinance was read in its entirety by the Clerk and Alderman Ucker made a motion that the rules be suspended and the Ordinance placed on its second reading, seconded by Alderman Hosford, and on roll call by the Clerk, recei,>d the following vote: :ayes; Gregory, Hosford, Peal, Sandrrs, Shook and Ucker. Nays none. Absent and not voting, Alderman Bronson and Carter. The Clerk read. the Ordinance the second time and after discussion, Alderman Peal nude a motion that the Ordinance be placed on its third and final reading, seconded by Alderman Shook and on roll call by the Clerk, received the fell owing vote. Ayes; Gregory, Hosford, Peal, Sanders, Shook and Ucker. Nays none. absent and not voting, Alderman Bronson and Carter. The Clerk read the Ordinance the third and. final time. The Mayor then put the !,question "Shall the Ordinance pass?" and on roll call by the Clerk, received the following vote. Ayes; Gregory, Hosftdq ,Peal, Sanders, Shook and Ucker. VIHEREAS; the majority in value of the property householders o^1ning property adjoining the locality to be effected, and situated in Paving Improvement District No. 54 of the City of Fayetteville, rkansas organized for the purpose of draining, Ordin nee gradin;, curbing, guttering and paving and otherwise i-lproving streets described in the ordinance organizing said District, have petitioned the Council of the City of Fayette - No. 8 10 ville, Arkansas for the construction of said improvement, and that the cost thereof shall be assessed upon the real property of said District according -to benefits received; and, WHEREAS. said benefits received by each and everir block, lot and parcel of real property situated in said District equals or exceeds the local assessment thereon: and, VIHE'tEAS, the estimated cost of said improvement is Fourteen Thousand Six Iiund�led Sixty Dollars (��14,660.00); THEREFORE, it is now ordained by the City Council of Fayetteville, Arkansas that said several blocks, lots and parcels of real property* in said District be assessed according to the assessment list for said improvement District as the same io-ale remains in the office of the City Clerk, and that ten per cent (10`0) on each of said blocks, lots and parcels shall be paid annually on or before the first day of November, beginning with November 1, 1940, until the whole of said local assessment shall be. paid.
