Minutes of the regular meeting of Oct. 9th were read and approved. Alderman Carter made a motion that the bills be allowed, as approved, seconded by aldreman Bronsol which was regularly passed by the Council. Citir to The Clerk -ii&KA presented a request of the Pr°perty owners on Buchanan Street for• the City to sponsor the paving of Buchaman Street as a 6T.P.A.Project, and” alderman SpomIsor'l"I.P.Gregory made a motion that their request be granted,and that the City cooperate with Pro jeet on them to the fullest extent, this motion was seconded by alderman Hospord, and received I the unanimous vote of the Council, Buchanan St. Pearl ti'Ihitener elected ommdss- ioner in No.51 Hugh Kin aid elected 1ll oimnis- sioner in P. 49 Propos it'• on to lease Je ferson School si F: ._•- CI It was suggested that a vacancy had occurred in Paving Improvement District NO.51, caused by C.I,71.Beavers having sold his property in this district, and alderman Bronson made a motion that i,:rs. Pearl Whitener be appointed as a Commissioner in this District, seconded by alderman Peal, which received the unanimous vote of the Council A VACAnCY It was suggested that there was.in Paving Improvement District No.49, caused by George Caudle having disposed of his property -in this Districts anal alderman Peal made a motion that Hugh Kincaid be appointed as commissioner in this Districts seconded by aldcrman Shook which was passed unanimously by the Council. Aletter from the School Board was read by the Clerk, in which The School Board submitted a proposition to lease the old Jefferson School site to the City of Fayetteville for a period of three ,years, with an option pf purchase at the expiration of the three-year period, alderman Bronson made a motion that the matter be referred to the Finance Committee for investigation, and r@Por--tback to the Council, this motion was seconded by alderman Carter and was passed unanimously by the Council. There being no further business, alderman Hosford moved to adjourn, seconded by alderman Knders, which was duly passed by the Council, and the Mayor declared the Council adjourned: Attesit�?r 6 City Clerk. With reference to the Assessment Roll of Street -Improvement District No654, on file with the City Clerk, a letter was read by the Clerk from the Board of Assessors, which explained that they had made an errror in figuring the assessment on Lot 1, Block 6 Englewood Addition and part•of lots,? & 8 in Mock 10 Englewood Addition, said error Glen lose having been made , due to the fact that subsequent to the filing of the plat of EnFlewo Addition to the City of Fayetteville, Arkansas, N.F.Drake had donated to the City, (20), Dorrig Leflar off the East side of lot (8) in Block (1) and (20) feet off the East side of Lot (1) in Block (6) in said Addition for the purpose of widening Park Avenue along the East side Y .Dake of said Lots* Assessments And Mr,Glen Rose appeared before the Counciland protested his Assessment in District on the ground that the Assessors had placed too high,a valuation on his Property, as a 54 reiuced, basis for figuring his Assessment, after refiguring.i,ir. Rose' Asge$ssment on the basis of the valuation, suggested by Mr. Rose, Alderman Ucker made a motion the fo7.loliing change be made in Glen Rose Assessment on Lots (5) & (6) in Block (1) Wilson's First Addition lax ux1&A!,` Viz. Alderman Bronson introduced an ordinance, ent6tled "An ORDIlu NCE BEING LMAC BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: (OVM ) I N i 4122 The Ordinance was. read in its entirety by the Clerk, alderman, made a motion that the rules be suspended, and the Ordinance placed on its second reading, alderman CaPter seconded this motion, and on roll call by the 81erk received the unanimols vote of the Council The Clerk read the Ordinance the second time and after discussion, alderman Grego made a motion that the rules be further, suspended, and the Ordinance placed on its thir final redding, alderman Bronson seconded this motion, which was passed unanimously by t .Council. The Clerk then read the Ordinance the third and finial time. Nays: None. and the lylayor dellared,,passed, as theee were 8 Ayes, And 0, RD I N A N C E N 0 8-3-4- BEING ENACTED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: VfliEREAS, the majority in value of the property holders owning property adjoining the locality to be affected and situated in Palin Improvement District No.54 of the City of Fayetteville, Arkansas, organized for t e purpose or gra ing, raining,imp and paving with curb and gutter, streets in said district, having petitioned the Counci of the City of Fayetteville, Arkansas, for the construction of said improvement, and th the cost thereof shall be assessed upon the real property of said district according to benefits received; and, VIHEREAS,sa"id benefits(lreceived by each::andeeyety'block;`.tot and1.pardel9.oftred3 aituatedlinr.satdidistrictj.equals or exceeds the local assessment thereon; and, WHEREAS, the estimated cost of said improvement is Fourteen Thousand Six Hundz sixty D611ars ( $14,660.00). Mayor Alderman Gregory introduced an Ordinance, entitled, " Ali ORDINANCE PRESCRIBING CERTAIN HEALTH INSPECTION FEES AMID FOR OTHER PURPOSES. Alderman Gregory then moved that the emergency clause be adopted, seconded by alderman Shook, and on roll call by the Clerk, received the slowing vote: Ayes; Bronson, Carter, Gregory, Hosford,.Peal, Sanders, Shook and Ucker. And the Mayor declared adopte'd, as there were 8 Ayes. And no Nays. I O R D I N A N C E N 0. 8-3-5. � AN ORDINANCE PRESCRIBING CERTAIN HEALTH INSPECTION FEES AND FOR OTHER PURPOS�S. I SECTION 1. BE IT ORDAINED by the City Council of the City of Faye tteville,Ar'.ansas, that the license or inspection fee to be charged restauran'rs shall be the sum of Fifte6n Dollars ($15.00) per annum, payable in the manner and at the time now presceibed by the, ordinances of the City of Fayetteville. SECTION 2. Where Two trades requiring inspection fees are operated by the syhme individual, firm or corporation in the same ,place of business, the inspection fee to be charged for both of said businesses shall be the same as would otherwise be charged) for the business bearing the greater. inspection fee, it being the intention (bf this section to make only one charge for inspection under the circumstances outlined herein. SECTION 3. All ordinances and pafts of ordinances in conflict herewith are hereby repealed, but this ordinance shall not be,construed as repealing,any requirements for icenses or.inspection fees on any businesses or tradqs not herein specifically mentioned, and it ap- pearing that the present ordinances governinq•licenses and inspection fee under the circum- stances"outlined in this ordinance are arbitrary and unreasonable and this ordinance b ing necessary for the preservation of the public health, peace and safety of the residents of the City of Fayetteville* anemergency is hereby declared to exist, and this ordinance shal be in full force and effect from and after its pas.�e, approval and publication. Alderman Sanders Made a motion that the City Mater Department and the City _ To purghase f Fayetteville, joimtly purchase a certain block of land from 'rlay Williams and Lots from• annie Walker ,said block of land lying along the South side of Highway No.62, on the May Wil iams best`side of and adjacent to the',switch of the Frisco Rail R6ad Co., being located in and Block 23 of Ferguson's Addition to the City of Fayetteville, Arkansas, purchase price Fannie Walker to be not more than Six Hundred Dollars (YP600.00). Alderman Ucker seconded this motion, and on roll call by the Clerk, received the following vote: Ayes: Bronson,Hosford,Peal, Sanders, Shook and Ucker. Nays:'Carter and Gregory. And the Mayor declared , carried, as there were 6 Ayes. And 2 Nays'. No further business appearing, alderman Shook moved to adjourn, seconded by alderman Ucker, which was duly passed by the Council, and the Mayor declared the Council adjourned. Minutes of the regular Meeting of October 23rd were read by the Clerk, alderman Gregory made a motion that the minutes be corrected to read that the City Water Department and the City of Fayetteville jointly purchase s certain block of land from Mrs. Roy W; Williams (May R.171illiams) in stead of reading to be purchased from " May Williams and Fannie Walker", this motion was seconded by alderman Peal, and was passed unanimously, by the Council, after which the minutes were approved;' ,1 A committee from the Arkansas Natiomal Guard appeared before the Council and National uard requested that some arrangement be made for Storage space for at least six trucks, for ask tliat storage a period of six months, or until the completion of an annex to the Armory Building, be provided for alderman Shook made a motion that a Committee be appointed, with power to act, to work 6 trucks; with a committe from the Arkansas National Guard in makingsome satisfactory arrangemen this motion was seconded by alderman Sanders ,and was passed unanimously by the Counci Engineer E.T.Brown reported that there was some discrepancy in the location Side walkline of South Locust Street, as to its present location and where it should be according to on South Jocust the City Plat, and as sidewalks were ready for construction on this Street, he asked t Street some action be taken to establish the line for the sidewalk, from South Street to 4th Street on the West side of South Locust Street, alderman Sanders made a motion that line for the sidewalk be established as shov)n -by 'the Red"Liiie's''^on,th"e plat`submitte'd� provided an Easement be secured from all the property'T,'1iiors-oT the Oest side of South Locust Street from South Street to 4th Street;Alderman Ucker seconded this motion, vihi t was passed unanimously by the Council. I,Ir Sam Stone representing a firm in Ft,Smith and Mr Saxon representing a firm in Little Rock were present, and presented prices and terms on Rock Crushers, bot on a rental and purchase basis. Noaction was taken. Alderman Bronson introduced a Resolution, appointing a Board of Assessor for Street Impnovement District No.51 and moved iti adoption, seconded by alderman Pea and on roll call by the. Clerk recelveo the following vote; Ayes: Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. Nays; None.
