G,[C.Dakon'a The Mayor presented the request of G.C.Dakon that the City re-imburse him for equest having the Sewer cleaned out at his place, which he claimed was --&= City Property, after discussion, the matter was referred to Sewer Committee, The Cierk read a letter from the Farm Security Admintstration, relative to the alterations to be made on the Office rooms on the third floor of,the Administration building, and after discussion, alderman Sabders made a motion that the matter be rBder: to the building committee, seconded by alderman Bronson, which was passed unanimously b the Council. Alderman Bronson moved that then Council go into executive session, seconded by alderman Peal,which was duly passed by the Council, and the Mayor declared the 6ouncil in executive session, after discussion of various administrative affairs, alderman Ucker moved that the Council go out of executive session, seconded by alderman Hosford, which ie- ceived the unanimous vote of the Council, and the Mayor declared the Council in regular session. No further business appearing, alderman Hosford moved to adjourn, seconded by alderman Carter, which was duly passed by the Council, amd the Mayor declared the Coubcill adjourned. Minutes of the regmlar meeting of June 12th, were read and approved. The following bills were presented, after their appreval^by alderman Peal, chacirman' of the auditing committee: Lewis Bros. Co. $1.58, S?W.Bell Telephone Co.$54.83, S.W.Gas & Elecirie'Co. 18:87, Service Foundry $99.969 Arkola Sand & Gravel Co. $256.70 and $40.14, Lewis Bros: Co. 1.75; 1I.C.Trail 9.000 Ben Porter $17.50. Elmer Boyd $14.40, Hugh Pool $10.00 Geo.Bon 010.00, Ben Tune 011.000 Robert Porter p8.00A.F'.Shunate X20.00, Willie Wilcox sp12600.9 and Floyd Carl SlOeOO, Alderman Sanders made a motion that the bills be allowed, asapprved, seconded by alderman Ucker, which was duly passed bj: the Council; Several members of the Jefferson School District were present, and again present - ;d theifrequest for a side walk on third Street, and the Mayor explained to them that Third itreet was next on the list to be taken care of. Mr W.'DfHayes also repestedbthat something )e done about placing a Street Light on Barton Street.and his request was referred'wj to the Light Committee for investigation. Representatives of the Bonding Firm of S.J.Raney & Sons, of Little Rock were resent to discuss the possibility of issuing revenue bonds for the purchase of the Elecffrie ight Plant, and presented opinions of some Attorneys that such ab issue would be legal.l- lderman Shook made a motion that the matter be referred to the Utility Committee for further nvestigation, seconded by alderman Ucker, which received the unanimous vote of the Council. With reference to the Referendum Petition on Ordinance No:828, the City lark made the following report: TO HON. Now since the certificate of the Election Commissioners, shows that there were 74 votes cast for Mayor in theblast City i1 at General Election, and 15 % of that number is 11.1. I find that the Petition is One- Tenth of One Vote short of the required amount necessary. Resp, Submitted, City C ark Alderman Bronson made a motion that the report of the City'Clerk be received, seconded y DEFINE was regularly passed by the Council, Alderman Gregory introduced an Ordinance, entitled " AN ORDINANCE TO 3FINE THE*TERM "GASOLINE CURB PUMPS" AS USED *IN 'ORDINANCE N0.7'4 O.OF THE ORDINANCES OF THE CITY OF FAYETTEVILLE,ARKANAS. The Ordinance was read in its entirety by the City Clerk, alderman Sand irs ,Paved that the rules be suspended and the ordinance placed on its second reading, seconded by lderman Peal, which received the entire vote of all members'of the Council, present.andl he Mayor declared carried, as there were 7 Ayes and no Nays. The Ordinance was read the second time by the Clerk, and after discussion alderman Ucker made a motion that SECTION 11e be amended to read as follows: All ordinances or parts of ,ordinances in conflict herewith are hereby repealed and it appearing that Public Property is being used by private enterprise and evading the terms of Ordimace No. 740 an emergency is hereby decladed to exist and this oirdinance shall be in full force and affect from and after its passage, approval and publication. G.[.Dakon The request of" G.C:Dakon for a refund•for money paid out by him for having Refund some sewer cleaned out,came up again and after discussion, alderman Peal made a mo- tion that the amount of $2.50 be allowed, seconded by alderman Bronson, and on roll call by the Clerk, the following vote resulted: Ayes; Bronson, Peal, Shook and Ucker. Nays; Gregory, Hosford and Sanders. Absent and not voting; Carter, and the Mayor deck ed, carried, as there were 4 Ayes. and 3 Nays. Permission tol Mr Patrick appeared before,the Council and requested permission to erect a Hangar at the Air fort, alderman Sanders made a motion that his request be granted erecta hangar Provided that it be done under the supervision of the City Engineer, and that he agree at Air- ort to remove the hoar at any time the Council should order him to do so. alderman Ucker seconded the motion, which received the unanimous vote of the Council; Alderman Sanders, chairman of the committee appointed to investigate the license fees of Restaurants, Lunch Rooms and bleat Markets, recommended that the license fees of the Restaurants be reduced from $25.00 to $15.00, and that no change be made in the fees for Lunch Rooms and Meat Markets, Alderman Hosford made a motion that the report be received and referred to -the Ordinance Committee, seconded by alderman Bronso which received the unanimous vote 6f the Council', Alderman Gregory introduced an Ordinance, entditled "AN ORDINANCE PROVIDING FOR THE PAYMENT OF LICENSES ON CERTAIN GASOLINE SERVICE PUMPS AND FOR OTHER PURPOSES." The Ordinance was read the second time by the Clerk, and after discussion, alderman Ucker made a motion that Section Three be amended to read as follows: Any person, firm or corporation violating the terms of this ordinance, or failing to pay the license, herein X&0ffdX prescribed shall be guilty of a misdemeanor and punishable by a fine of not less than $$10.00 nor more than $50.00. Alderman Hosford seconded this motion, which received the unanimous vote of the Council„ and the Mayor declared carried, as there were 8 Ayes, and no Nays: Alderman,Hosford made a motion that the rules be further suspended and the Ordinance placed on its third and,final reading, seconded by, alderman Ucker, which received the unanimous,vote of ,the Council, and the Mayor decla¢ded carried, as there weae 8, Ayes and no Nays. The Ordinance was read the third,and final time by the Clerk. The Mayor then put the question " Shall the Ordinance pass" on the Clerk calling the roll, the following vote resulted: Ayes: Carter,�regory, Hosford, Shook and Ucker. Nays; Bronson, Peal and Sanderse and the Mayor declared carried, as there were 5 Ayes,and 3 Nays. Alderman Gregory made a motion that the emergency clause be adopted, secon� ed by alderman Shook, and on roll coall by the Clerk received the following vodse: Ayes: Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. And the Mayor declared the emergency clause apopted, as there were 8 Ayes, and no Nays.
