Fayetteville City Council met in regular session, Monday, May 15th, 1939
Present: Mayor, A.D.NIcAllister, City Clerk, J.W.McGehee, City,Attorney, Price Dickson,
City Engimeer, E.T.4rown, aldermen; Bronson, Carter,Hosford, Peal, °andersgnd Shook.
Absent : Aldermen; c regory add Ucker.
I+11inutes of,the regular meeting of May 8th, were read and approved.
The following bills were presented, after their approval by alderman Peal, chairman of
the auditing committee: Jackson Cafe $13.25,, J.W;Shelley $7.00, S.W.Gas & Electric co.

A.F.Shumate $20.00, Willie Wilcox $12.00..Alderman Sanders made a motion that the bills -
be allowed, as approved, seconded by alderman Bronson, which was,regularly passed
by the Council.
Mr. Chas Atkinson and Mr Green appeared before the Council and presented a pre
posed Ordinance, regulating Itinerant Photographers. Alderman Sanders made a motion
that it be referred to the Ordinance Committee for investigation, and report next
Monday Night. Seconded by alderman Shook, which was duly passed by the Council
The proposed Garbage Disposal Ordinance came up for discussion, and it was
decided to defer action till next Monday Night, to allow $he City Attorney to make
some further changes.
Alderman Bronson introduced an ordinance, entitled "AN ORDINANCE PROHIBITING
THE USE OF SOUND TRUCKS ON THE STREETS OF THE CITY OF FAYETTEVILLE? FIXING PENALTIES
FOR VIOLATIONS AND FOR OTHER PURPOSES.
The ordinance was read in its entirety by the City Clerk, alderman Hosford
moved that the rules be suspended, and the ordinance placed on ite second reading, sec-
Onded by alderman Peal, and on roll call bis the Clerk, received the following vote:
Ayes; Bronson, Carter, Hosford, Peal, Sanders and Shook. Nays; none. Absent and not
voting Aldermen; Gregory and Ucker. and the Mayor declared, carried, as there were
6 Ayes, and no Nays.
The ordinance was read by the Clerk the second time, and after discueeion,
alderman Bronson moved that the rules be further suspended, and the ordinance placed
on its third and final reading, seconded H6M by alderman Peal, and on roll call by the
Clerk, received the following vote; Ayes; Bronson, Carter, Hosford, Peal, Sanders and 84
Shook.Nays; none. Absent and not voting; Aldermen ; Gregory and Ucker. and the Mayor
declared carried, as there were 6 Ayes and no Nays.
The clerk then read the ordinance the thdrd and final time.
The Mayor theh'put the question " Shall the Ordinance Pass"? on the Clerk calla
ing the roll , the..following vote resulted: Ayes; Bronson, Hosford; Peal and Shook.
Nays; Carter and Sanders. Absent and not voting; Gregory and Ucker. and the Mayor de-
clared carried, as there were 4 Ayes and 2 Nays.
Alderman Peal made a motion that the Emergency Clause be adopted, seconded by
alderman Bronson, and on roll call by the Clerk,.veceived t1ge following vote: Ayes;
Aronson, Hosford, Peal and Shook. Nays; Carter and Sanders. Absent and not voting,
`regory and Ucker. Pending advice from the City Attorney, the Mayor reserved his
decision, as to whether or not the emergency clause had passed.
i, Alderman Bronson introduced the followingN'Resolution and moved its adoption:
R E S O L U T I O N.
Resolution asking WHEREAS,the privelege of parking trucks in the business and residential
districts within the City of Fayetteville, particularly outside of the
owners of trucks restricted parking zones, has been abused by truck owners, who maintain
to not park in places of business within the City of Fayetteville, and
W1�EAS, trucks not in use have been parked in front of residences on the
front of residences. Streets of the City of Fayetteville from a few hours to as much as 36 hours
to the great inconvenience of the residents of the City of Fayetteville,and
WHEREAS, it is the belief of the City Counvil of the City of Fayette-
ville that such.abmseshave been an oversight and unthoughtfully done.
Now, therefore, Be ffit kesolved by the City Council of the City of
Fayetteville, that all owners of trucks maintaining an established
place of business, within the City of Fayetteville be advised to refrain
from parking trucks, not in use, upon the Streets"of the City of
Fayetteville, and a copy of this resolution forwarded to all such
owners.
Alderman Shook seconded the motion and on roll call received XHHX
the unanimous vote of all members of the Council, present: and the
Mayor declardd carried, as there were 6 Ayes* and no Nays;

$50.00 donated Alderman Hosford, who had been appointed with alderman CArter to confer with the
to Child Child W&lfare Committee for the supervised play program for the summer, reported that

Committee. of $50.00 to the Committee for this purpose, alderman Bronson seconded the motion, which
was regularly passed by the Council.
There being no further business, alderman Sanders moved to adjourn, seconded by
alderman Hosford, which was duly passed by the Council.,and the Mayor declared the
Council adjjourned.
