Fayetteville Cl;ty Council met in regular session, Monday, April 24th, 1939.
Present : City Clerk, J.W.McGehee, CityhAttorney, Price Dickson, City Engineer, E.T.Brown,
and aldermen; Bronson, Carter, Hosford, Peal Sanders and Shook. Absent: Mayor,
ASDSMCallister and aldermen; Gregory and Ucker.
Alderman Bronson made a motion that alderman Sanders act as Mayor Pro -tem, alderman
Shook seconded the motion , which carried unanimously.
Minutes of the regular meeting of April 17th, were read and approved.
The following bills were presented, after their approval by alderman Peal, Chairman of
the auditing committee: Jackson Cafe $$3e05, H.C.Trail $$2.00, Ben Porter $17.50p
Elmer Boyd $13.20pliugh Pool $$8.00, Geo. Bond $4.00, Herschell Holloway $$1.50
A,F.Shumate $$20.00, and Willie Wilcox 12.00. Alderman Bronson made a motion that the
bills be allowed, as approved, seconde by alderman Hosford, which carried unanimously.
Side walks for 3rd MreHayes,Logue and Zeigler speared before tye Council as Representatives of the
Street requested Jefferson P.T.A. and requested that side -walks be laid on Third Street, and the Mayor
informed them that the committee was working on a W.P.A.Project, and felt sure that
they would be able to have something done about it before school opened this Fall.
It having been called to the attention of the Council, that M.A.Stmce and J.H.Phipl
• J.C.Massie were no longer Property Owners in Annex Noe 1 to College Avenue Paving Improvement Dis-
and trict Noel ,Alderman Cabter made a m0 ion that J.C.Massie and Earl Page be appointed
Earl Pa ge as commissioners in this District, seconded by aldermanPeal, which was - regularly passed

IKn� BE IT RESOLVED by the City Council of the City of Fayetteville twat a part of a
North and South Alley running between Williams Street and West Dickson Street in the
City of Fayetteville be cicbsed and abandoned for the purpose of permitting the Universi
Closing Alley of Arkansas to erect a building thereon.
I.
North of 'The part of said Alley abandoned or closed is described as follows to -wit:
Williams St. All of said Alley lying East of Lot 1 Shreves Additi&n and bounded on the East by
County Court Plat SeWeof N.W.Section 16; and further described�as being that part of
said Alley lying North of a line produced from the S.E.corner of Lot 1 Shreves addition
and running due East across said Alley.
Thisores,olution shall take effect and be in full force when a petition contain-
ing 'the signatures of at feast ten (10) 26%Kb6xi5M qualified electors in .the City of
Fayetteville, including allthe property owners abuttimg,said Alley for its entire
length between Williams Street and West Dickson Street,' shall be filed v ith the City

Alderman Peal:.•seconded this motion, and on roll call by the Clerk rete}'ved
the unanimous vote of all members of the Council, present (which was 5 in number)
and the Mayor declared carried as there 5 Ayes and no Nayse
There being no further business, alderman Bronson moved to adjourn, seconded
by alderman Hosford, which was duly passed by the Council, and the Mayor declared
the Council adjourned.

tion that the bills be allowed, as approved, seconded by alderman Shook, which was duly
passed by the Council.
Veterans H 'spital ItiTr. C.W.Duffey of Washington, D.C., who was here conducting the annual surveymf the
requests Water Veterans Hospital, appeared before the Council and asked that a lower rate for Dater
users in the Third bracket be established, or that a Fourth Brackett be established
Reduction and after a lengthy discussion of the proposition, the Council referred the matter to
the Water Committee, who already were considering.similar requests from other users.
Alderman Peal made a motion that the City Attorney be instructed to draw up an
ordinance to p rohibit Sound Trucks.from operating, seconded by alderman Gregory, and
on roll call by the Clerk, the following vote resulted; Ayes: Bronson, Gregory, Hosford
Peal, and Shook. Nays; Carter and Sanders. Absent and not voting; Ucker. and the MaVor
declared, carried, as there were 5 Ayes and 2 Nays,
Alderman Bronson moved that the Council go.into Executive session, seconded by
alderman Shook, which was duly passed by the Council and the Mayor declared the Council
in executive session, after discussion of various administrative matters, alderman
Hosford moved to go out of executive session, seconded by alderman Shook, which was
regularly passed by the Council, and the Mayor declared the Council in regular session.

seconded the motion, and on roll call by the Clerk, the following vote reulted;
Ayes; Bronson, Carter, Gregory, Hosford, Peal, Sanders and Snook. Absent and not V'ot
Alderman Ucker* and the Mayor declared carried, as there were 7 Ayes amd no Na ys.
Alderman Gregory made a motion that the City Codnn��1 emplo Special Council to assl3st
the City Attorney in the case of Dr.B.F.McAllis er Etb. agains eferenae
to the Civil Service Commission.Alderman Sanders seconded the motion, which received they,
following vote; Ayes; Brohson,Gregory, Hosford, Peal ,Sanderssand Shook. Absent and note
voting: Aldermen Carter and Uckere and the Mayor declared the motion carried, as there were 6 Ayes, and no Nays .
The Clerk presented the request of E.E.Campbell to have his 1938 Meat license
credited to him for the 1939 license. Alderman Sanders made a motion that the matter
be referred to the Finance Committee, with power to act, seconded by alderman Hosford
and on roll call received the following vote: Ayes;Bronson,Carter,XAUX'MXSA31$a-KXXX
gg4X-ITi6pIi#4X Hosford and Sanders. Nays; Gregory, Peal and Shook. Absent and not
voting: Alderman Uckere and the Mayor declared carried, as there were 4 Ayes and 3'Na,gs.
There being no further business, alderman Bronson moved to adjourn, seconded by -
alderman Sanders,'which was duly passed by the Council, and the Mayor declared the
Council adjourned.

Id The request of the Arkansas Avenue committee was presented, asking for an apppropaiation
of $25.00 on the upkeep of Arkansas Avenue Parkways Alderman Sanders made a motion that
the sum of $5.00 per month be allowed for the Months of May to September inclusive.alderman
Peal seconded the motion, which received the unanimous vote of all members of the council,present
An ordinance to provide for the letting of a contract for sanitary disposal of
garbage was again discussed by the Council and it was decided to post pone action till
next Monday night.
A request from the Child Welfare Group WKAXhX f a' in order that they might
be able to employ a supervisor at the Harmon Piavfield, erm SAnders made a motion)
that a committee of two be appointed to act with `the Mayor to invettigate the proposition
and report next Monday Night, seconded by alderman Hosford, which was regularly passed by
the Council.The Mayor appointed on the Committee: Aldermen; Hosford and Carter.
Acting Chief of Police, Earl Hand reportedbthat on account of the "Advance guard"
of the strawberry pickers, he thought it best to have a Special policeman for a few days
and it was pointed out that the Mayor had the power to,have extra police appointed, when
he deemed it neccessary.
The Mayor reported that a satisfactory arrangement had been worked out with reference
"to a road ,to Mount Sequoyah, Mr Sam Yancy, Superintendant of the Methodist Assembly having
donated a lot to Mark St.Clair Eilis, and Mark,St.CiairtEllis in turn donating a lot to
tthe City for the•puxpose of building,a road from the City to Mount Sequoyah.

and benefit of the City of Fayetteville, and for the enjoyment of its citizens.
Alderman Bronson made ,a motion that the � �, Deed from Mark St.Clair Ellis
be accepted by the City, seconded by alderman Sanders, which received the unanimous vote
of all members of the Council, present.
There being no further business alderman Gregory moved to adjourn, seconded by ailde
man Shook, which was duly passed by the Council, and the Mayor declared the Council
adjourned.
