The Council of the City of Fayetteville, in Washington County, Arkansa$, met in adjourne
session at the.Council chambers in the City administration Building of the City of r'ay-
etteville at 1:0002'clock P.M. September 29, 1938. The meeting was called to order by
the Mayor, and the roll being called -there were:
lent: A. D. McAllister, Mayor; J. 111. McGehee, City Clerk; Price Dickson, City Attorney; Edgar
T. Brown, City Engineer; and the following Aldermen: Bronson, Carter, Hosford, Peal,
Sanders and Ucker. Absent: Gregory and Shook.
The reading of the minutes of the previous meeting were dispensed with. The City
Clerk reported to the Council that nine petitions for the formation of street improve -
went districts had been filed with him, and that he had given notice as required by law
that hearings would be had on the petitions at the time of this meeting. A petition
purported to be signed by two-thirds in assessed value.of the property owners of pro-
perty hereinafter described in Ordinance No. 812 , praying that a street improvement
district be created and that_ commissioners be appointed and proceed to make the improve-
ment and have benefits assessed against the property, was presented to the Council to
determine whether or not a said two-thirds in assessed value of the property owners had
signed the petition; and also the certificate of Bronson Abstract Company showing the
total assessed values of all property within said proposed district and.the assessed vat
ues of s21 property owners -signing the petition and -those not signing the petition. The
Council -after checking the petition and hearing all interested parties determined that
said petition was signed by two-thirds in assessed value of property owners and that the
prayer of the petition should be granted. Thereupon Alderman oronson presented a bill
for an ordinance to be entitled "AN ORDINANCE ESTABLISHING STREET IMPROVEMENT DISTRICT
NO. 51 OF THE CITY OF FAYETTEVILLEj ARKANSAS." which bill was read the first time and
by unanimous vote by members of'the Council present, being six in number and more than
two-thirds of all the members of the Council elect, the rules were suspended and the bil
read the second time, and by.unanimous vote of the Council present, being six in number
and more than two-thirds of all the members of the Council elect, the rules were further
suspended and the bill for an ordinance read the third and last time and the aye and nay
vote taken upon the question, "Shall the bill for the ordinance pass?" the roll then
being called the following aldermen voted: Aye- Bronson, Carter, Hosford, Peal, gander
and Ucker. Nays- none.. Absent and not voting- Uregory and Shook.
Whereupon the Mayor declared said ordinance duly passed and signed his approval to
said ordinance, which approval was attested by the City Clerk and impressed with the
seal of the City of Fayetteville.
Alderman Bronson then moved that said ordinance go into immediate operation and be-
come effective without delay because of the emergency declared in Section'.11. of said
ordinance, which Section was then read in full. The motion was seconded by Alderman
sanders. The Mayor put'the question on the.adoption of said motion and the roll being
called, the following voted: Aye: -Bronson, Carter, nosford,•Sanders, Peel and Ucker.
Nays: -None. Absent and not voting: Gregory and Shook. Whereupon the Mayor declared
the said motion duly passed and the emergency clause adopted, said ordinance to which nc
amendment was offered, reads as follows:

"AN ORDINANCE ESTABLISHING STREET IMPROVEMENT DISTRICT NO. 51 OF THE'CITY OF
FAYETTEVILLET ARKANSAS:°
WHEREAS, parties claiming to be the owners of two-thirds in assessed value of the
property located with'the territory hereinafter described have filed a petition praying
that -,,an improvement district be established for the prupose hereinafter set out.
SECTION I. There is hereby established an improvement district embracing the follc
ing property bounded as follows, to -wit:
Beginning at the Southwest corner of the intersection of Center Street and School
Avenue, and running thence south along the West line of School Avenue 100 feet;
thence West 100 feet from and parallel to the South line of -Center Street to the
East line of West Avenue; thence north along the East line of West Avenue to a
point 100 feet North of the North line of Center Street; thence East parallel to
and 100 feet from the North line of Center Street to the West line of School Avenue
the thence South along the West line of School Avenue to the place of beginning.
and including the following described lots, tracts and parcels of land, to -wit:
One Hundred feet (100 ft.) off of the north side of Block Twenty-three (23), Origi-
nal 'Town (now City) of Fayetteville, Arkansas; and 100 feet off of the South side of
Block Twenty (20) of the Original 'Town (now City of r'ayetteville, Arkansas.
for the purpose of draining, grading, curbing, guttering, and paving West Center Street
from the West line of School Avenue to the East Line of ti''1est Street.
Said district shall be known as Street Improvement District No. 51; and Tobe Davis,
Owen C. Mitchell, and C. W. Beaver are hereby named Commissioners who shall compose the
Board of Improvement for said district.
SECTION II. This ordinance shall take effect and be in force from and after its
passage.

improvement district be -created and that commissioners be appointed and proceed to
make the improvement and have benefits assessed a;ainst the property, was presented to
the Council to determine whether or nota said two-thirds in assessed value of the pro-
perty owners had signed the petition; and also the certificate of Bronson Abstract
Company showing the total assessed values of all property within said proposed district
and the assessed values of property owners signing the petition and those not signing t]

A petition purported to be signed by two-thirds in -assessed value of the property
owners of property hereinafter described in Ordinance No. 816, praying that a street
improvement district be created and that commissioners be aapointed and proceed to make
the improvement and have benefits assessed against the property; was presented to the
Council to determine whether or not a said two-thirds in assessed value of the property
owners had signed the petition; and also the certificate of Bronson Abstract Company
" showing the total assessed values of all property within said proposed district and the
assessed values of property owners signing the petition and those not signing jrhe peti-
tion. The Council after checking the petition and hearing all interested parties de-
termined that said petition was signed by two-thirds in assessed value of property owners
and that .the prayer of the petition should be ranted. Thereupon Alderman Bronson pre-'
a sented a bill for an ordinance to be entitled AN ORDINANCE ESTABLISHING STREET IMP$OVE-
e HENT DISTRICT N0. 48 of the CITY OF FAYETTEVILLE, ARKANSAS." which bill was read the first
time and by unanimous vote by members of the Council present, being six in number and more
than two-thirds of all the members of the Council elect, the rules were suspended and the
bill read the second time, and by,unanimous vote of the Council present being six in
number and more than two-thirds of all the members of the Council elect, the rules were
further suspended and the bill for an ordinance read the third and last time and the aye
and nay vote taken upon the question, "Shall the bill for the ordinance pass? " The roll
then being called the following aldermen voted: Aye: Bronson; Carter, Hosgord, Peal,
Sanders and Ucker. Nay: None. Absent and not voting: Gregory and Shook.
Whereupon the Mayor declared said ordinance duly passed and signed his approval to

east corner of Lot 10, Block 21 Oakland Place Addition; Lindell Avenue from the North
line of West Maple Street directly north to the Northern Boundary of said improvement
district at a point even with the Northeast corner of Lot 5, Block B, Leverett's Second
Addition snd the Northwest corner of Lot 21, Block 2, Oakland Place Addition.
Said district shall be known as Street Improvement District No. 46; and Orville J.
Hall, E. M. Cralley, and J. L. Stone are hereby named Commissioners who shall compose
the Board of Improvement for said district.
SECTION II. This ordinance shall take effect.and be in force from and after its
passage.

A petition purported to be signed by two-thirds in assessed value of the property
owners of property hereinafter described in Ordinance No. 818, praying that a street
r improvement district be created and that comimissioners be appointed and ,proceed to
�* make the improvement and have benefits assessed against the property, was presented to
the Council to determine whether or not a said two-thirds in assessed value of the pro-
perty owners had signed the petition: and also the certificate of .Bronson Abstract `om-
pany showing the total assessed values of all property within said proposed district
and the assessed values of property owners signing the petition and those not signing
the petition. The Council after checking the petition and hearing all interested part&
determined that said petition was signed by two-thirds in assessed value of property `
owners and that the prayer of the petition should be granted. -hereupon Alderman
Bronson presented a bill for an# ordinance to be entitled "AN ORDINANCE ESTABLISHING
STREET IMPROVEMENT DISTRICT No. 49 OF THE CITY OF FAYETTEVILLE; ARKANSAS.", which bill
was read the first time and by unanimous vote by members of the Council present, being
six in number and more than two-thirds of all the members of the Council elect, the
rules were suspended and the bill read the second time, and by unanimous vote of the
Council present being six in number and more than two-thirds of all the members of the
Council elect, the rules were further suspended and the bill for an ordinance read the
third and last time and the aye and nay vote taken upon the question, "Shall the bill
for the ordinance pass?" The roll then being called the following aldermen voted:

There being no further business, Alderman Peal moved to adjourn, seconded by Alder
