Fayetteville.City Council met in regular session Monday,Sept., I2, I938.
i Present; Mayor. A.D.McAlliister.0 City Clerk, J.W.McGehee, Ciity Attorney,
Price Dickson, City Engineer, E.T.Brown, and aldermen ; Bronson, Carter, Uregory
Hosford, Peal, Sanders,Shook and Ucker.
The minutes of the regular meeting of Sept. the 5th, were read and approved.
The following bills were presented, after their approval by alderman Peal, chairman

-Motio^,was made by alderman Bronson that the bills be allowed* as approved,
and that the City Clerk be instructed to draw warrants for,the same upon the proper
funds,the motion was seconded by alderman Carter and was duly passed by the Council.
The following reports were read by the Clerk; Clyde Walters, as Fire Chief and
orts City Building Inspector, J.C.Massie, as Police Judge, Earl Hand, as acting Chief of
For Police, Roy Nix, as Sewer service collector and J.W.McGehee as City Collector and as
ust City Clerk.
Motion was made by alderman Carter that the reports be received and foiled,
Alderman Peal seconded the motion, which was passed unanimously by the Council.
Mr. Earl Bates appeared before the Council and presented the proposition, 11
>aving that the property owners would pave Campbell Street, if the City would bear the expense
)ampbell of building a concrete culvert for the said Campbell Street.
Street Alderman Gregory 'made a motion that the matter be referred to the street
Proposed committee, with power to act, alderman Peal seconded the motion, and on roll call by
the Clerk was passed unanimously..
The Board of Governors from the Chamber of Cpmerce appeared before the Cow
oil, with a list of sites available for Parks, together.6ptions and prices on each alto
and asked the Council to endorse a plan to submit the proposition of a bond issue to
the citizens of Fayetteville, to determine if a majority of the Citizens are in favor
of acquiring any of the proposed sites. '
And 4after a lengthy Round Table 'Discussion., alderman Sanders made a motion
that a committee of three be'appointed to meet with a,commdttee%from the Chamber of
Commerce, for thepurpose of getting the proposed plan into a more concrete form,to be
presented to the Council for action.
Alderman Hosford seconded the motion, and on roll call by the Clerk, was
passed unanimously. The Mayor then appointed the following committee; Aldermen:
Hosford, Ucker analter.

executive sessions after discussion of various administrative mil[ affairs,
alderman Bronson made a motion that the Council_.go out.of out of executive session,
seconds" by alderman Hosford, and on roll call by the Clerk was passed unanimously
and the Mayor declared the Council in regular session.

Motion was made b$r alderman Ucicer that -the bills_be.allowed, as approved,and
that the City Clerk be instucted to draw warrants for the same.upon the proper funds',
alderman Bronson seconded the motion, which was duly passed by the council.
A petition from the property owneks of Rose Hill addition was presented
to the Council requesting that the name of"Rose Hill" addition..be changed to
"University Heights" addition . ,
After discussion by the council, action was defq�red pending.An opfo"n from the
city attorney as to further legal requirements. Hweman Tuck appeared before the
council to protest against proposed raise in the "curb pump".License to take effect
January 1st, 1939.
Action was deferred till later.
The proposition of several city side walks being in bad condition was presented by
the mayor and after discussion it was decided to defer action till_.information could
be obtained with reference to W. P. A. assistance .
r,,,, Clyde Walters, City Building Inspector, reported the proposition of some
B,arder houses being erected on South Church Street, and that he had stopped furthe

construction till he could get an opinion from the council..After discussion by the
council, it was decided that the inspector was within his rights in.stopping const;
till the ordinance was complied with ib regard,to advertising "Notice" to construct
buildings.
Adderman Sanders made a motion that.a committee of three be appointed to chei
values of the petitions of the nine proposed Paving Improvement districts on file ti
city clerk to ascertain if they had the required two-thirds majority -in value of
natures.
The motion was seconded by Alderman Shook and was duly passed by the Council
The mayor appointed the following .committee: Aldermen: Bromson, Shook, and Pr
The mayor reported - that the committee, consisting of mayor, A.PZ. McAllister;
E. T. 'grown and alderman, Sanders and.Ucker who had made the trip to Little Rock, J
the purpose -of securing aid from the State Highway Department for .the constructioi
patrement on Garland Abenue, had been successful,as the Highway Department had agree
their part of said construction.
Earl Hand presented the proposition of remarking the streets for the purposr
parking two paralel lines of cars on the East and W+est Sides of the Square, which
thought would take care of the parking of 40 additional cars.

Alderman Br on made a motion that the bills be•allowed ,as approved, and the

The proposition was presented, that some of the Car Dealers were using the st
for parking of cars, held for sale, storage or repairs.
After discussion, the City Attorney was instucted to.write an Ordinance that
would correct this situation* -
Alderman Hosford, chairmah of the committee, appointed Sept. the I2th,to confe3
with the commitims oo�m, th Chamber of Commerce and planning Board, with reference tr
acquiring'parks, ear °tb SJ eYanother meeting of the three committees, before they
could report on any definite plan to the Council.
Alderman Bronson, chairman of the committee, appointed Sept.the I9th, to check
the assessed values of names on proposed improvement paving districts,on file with
the City.Clerk; reported that all of said districts, except_*Kest Street, had the
required two thirds signatures in assessed value.
The Proposition Of the.City doing the work of repairing the Pavement, when
same has been out by the Property Owner,for any reason, was discussed, and the Cit
was intructed to figure out a price per foot, for such work, so that the Property
would know how much each repadr job would cost.
Alderman Hosford Moved to adjourn till One-Oclock,•Thursday, September the
29th, I938• Alderman Carter seconded the motion, which was passed unanimously, and
Mayor so declared.
