Resolution. Whereas for the past seventeen years the State of Arkansas has recognized the princi- ple.that the cost of the construction an:d maintenance of public thorough -fares should be borne by the users, thereof, and during this time the residents of cities and towns own- ing.motor vehicles, have contributed to the construction of the State highway system and farm -to -market roads within the counties through the payment of gasoline taxes; and Whereas, this principle has, been extended to the financing of farm -to -market roads by an annual turn -tack of a portion of the gasoline tax to counties; and Whereas, this principle has not been extended to cities and towns, and the financing of city streets has depended largely upon real property taxation; and Whereas, it is not only equitable but proper that gasoline tax revenues should be -ex- pended in a reasonable proportion not only for state and county highway systems but also for the construction and maintenance of city and town streets. Now, Therefore, be it resolved by the City Council of the City of Fayetteville, Arkan sas, that the State Legislature be urged to devise a means whereby a reasonable propor- tion of the gasoline tax collected by the State be returned to the cities and towns for for use of streets.
