Fayetteville City Council met in regular session Monday, March 7, 1938.
Present; Mayor A. D. McAllister, Uity Clerk Otoe Phillips, City Attorney Price Dickson, City Eng -
E. T. Brown, Aldermen; Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Uckos.
Minutes of the regular meeting held February 28th, 1938, were read and apploved.
Bills; The following bills were presented after their approval by Alderman Peal, Chairman of

W, S. Duggans $0.36. Alderman Bronson moved that the bills be allowed as approved and
the Clerk be instructed to draw warrants for same upon the proper funds. Alderman Ucker
seconded the motion which carried unanimously*

Resolution.
Whereas for the past seventeen years the State of Arkansas has recognized the princi-
ple.that the cost of the construction an:d maintenance of public thorough -fares should be
borne by the users,thereof, and during this time the residents of cities and towns own-
ing.motor vehicles,have contributed to the construction of the State highway system and
farm -to -market roads within the counties through the payment of gasoline taxes; and
Whereas, this principle has,been extended to the financing of farm -to -market roads by
an annual turn -tack of a portion of the gasoline tax to counties; and
Whereas, this principle has not been extended to cities and towns, and the financing
of city streets has depended largely upon real property taxation; and
Whereas, it is not only equitable but proper that gasoline tax revenues should be -ex-
pended in a reasonable proportion not only for state and county highway systems but also
for the construction and maintenance of city and town streets.
Now, Therefore, be it resolved by the City Council of the City of Fayetteville, Arkan
sas, that the State Legislature be urged to devise a means whereby a reasonable propor-
tion of the gasoline tax collected by the State be returned to the cities and towns for
for use of streets.
And be it further resolved that copies of this resolution be transmitted to our State
Senator and Representatives and to the newspapers.

March, 1938.

The matter of out of State Insurance Companies not being subject to the 1,% Firemen's
fund was discussed. Alderman Carter moved that the Council send a wire to the governor
asking him to include in his special call for the legislature appropriate legislation
to protect the firemen's,pension fund. The motion was seconded by Alderman Hosford and
received the entire vote of the Council.
G. A. M. Johnson and L. L. Brown appeared before the Council representing the Chamber of
Commerce, stating that the Chamber of Commerce has made arrangements to rent certain
properties in Block 28 known as the Stone block, said properties being on the East side,
for the purpose of parking places for farmers and asking the City to keep said property
in sanitary condition. After discussion Alderman Sanders moved that the proposition of
the Chamber of Commerce be accepted and the City build fence, if necessary, on the West
side. Alderman Gregory seconded the motion which received the entire vote of the Counci:
The Budget for 1938 as prepared by the Finance Committee was discussed at length. Alder-
man Shook moved its adoption. The motion was seconded by Alderman Gregory and received
the unanimous vote of the Council.

No further business Alderman Hosford moved to adjournp Alderman Sanders seconded
the motion which was duly passed by the Council and the Mayor declared the Council
adjourned.

Minutes of the regular meeting held March 7, 1938, were read. Alderman Gregory moved th
the following correction be made in the budgetas listed; That the traffic man or car
marker be transferred from police dept to general expense. Alderman Shook seconded the
motion which carried unanimously. With this correction, the Mayor declared the minutes
approved.

The matter of county turn back on gas, collections and Drobahilities of including a part
of this in cities was discussed. Aldepman Gregory moved that the Mayor, the Chairman of
the Street Committee, and the City Attorney be authorized to go to Little Rock in the
interest of this matter. Alderman Peal seconded the motion which carried unanimously.
Alderman Sanders moved that the Council go into Executive session. Alderman Bronson sec
ended the motion which was duly passed by the Council and the Mayor declared the Counci:
in executive session. Aftep discussiop of various matters Alderman Ucker moved that the
Council go out of executive session. -Alderman Peal seconded the motion which was duly
passed by the Council and the Mayor,declared the Council in regular session.
Alderman Hosford moved to adjourn. Alderman Bronson seconded the motion which received
the unanimous vote of the Council and the Mayor declared the Council adjourned.
