Present Bills X21 Alderman Sanders of the Street Committee reported relative to XX petition as to two hour parking limit on certain streets, and recommended that no change be made. Alder- man Carter moved that the report be accepted. Alderman Peal seconded the motion which received the unanimous vote of the Council. The Mayor called the attention of the Council to the fact that an amendment 2 XU to Ordinance No. 789 would be necessary to stop issuing free license to employes. After discussion Alderman Carter moved that the Clerk be instructed to comply with Section 10 of Ordinance 789 with regard to free license. Alderman Peal seconded the motion. On the Clerk's calling the roll the following vote resulted; Ayes; Bronson, Carter, Peal, Sanders, Nays; Hosford, Shook, Ucker. Absent, and not voting; Gregory. The Mayor declared carried as there were 4 Ayes and 3 Nays. A motion to adjourn made by Alderman Bronson and seconded by Alderman Hosford was duly passed by the Council and the.Mayor declared the Council adjffine 1�+z Attest; Approved; City Clerk. Minutes of the regular meeting held January 24, 1938, were read and approved. The following bills were presented after their approval by Alderman Peal, Chairman of the Auditing Committee; J. W. Shelley ;'12.50, Republic Printing Co. $2.00, Coles Cafe y$7.40, Lyle Allen $2.50, Ben Porter $17.50, Bud Collins.�,')7,50, Emmett Boyd x$6.75, Bill Wilcox $4.001 A. F. Shumate x}20,100, Montgomery -Ward $69.30. Alderman Bronson moved that the bills be allowed as approved and the Clerk be instructed to draw warrants for same upon the proper funds. The motion was seconded by Alderman Gregory and received the unanimous vote of the Council. The Ordinance now on its second reading was carried over till next meeting night. The Commissioners in Improvement Districts No. 38 & 39 notified the Council that a vacancy existed on the Board of Assessors of said Distrists and requested that G. C. Smith be appointed to fill the vacancy. Alderman Carter moved that G. C. Smith be appointed assessor in Improvement Districts No. 38 & 39 to fill existing vacancy. The motion was seconded by Alderman Bronson and carried unanimously. A motion to adjourn made by Alderman Hosford and seconded by Alderman Gregory was duly passed by the Council and the Mayor declared the Council adjourned. The motic was seconded by Alderman Peal, and received the unanimous vote of the Council. Ordinance entitled "An Ordinance prohibiting parking of certain motor vehicles in restricted zones, fixing penalties and for other purposes" on its second reading was discussed. Alderman Ucker made a motion seconded by Alderman Peal that the Ordinance be placed on its third and final reading. This motion was duly passed.by the Council and the Clerk read the Ordinance the third and final time. The Mayor then put the question "Shall the Ordinance Pass," On the Clerk's calling the roll; the following vote resulted: Ayes: Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. The Mayc declared the Emergency Clause adopted. 322 ORDINANCE NO. 804 An Ordinance to be entitled "AN ORDINANCE PROHIBITING PAIdKING OF CERTAIN MOTOR VEHICLES IN RESTRICTED ZONES, FIXING PENALTIES AND FOR OTHER PURPOSES", WHEREAS, traffic has become congested in the business district of the City of Fayetteville and parking facilities are already inadequate. NOW, THEREFORE, BE IT ORDAINEID by the City Council of the City of Fayetteville,Ark., SECTION 1..I.t shall be unlawful for any person, firm or corporation to park;any motor vehicle licensed to carry passengers for hire, in any restricted parking district of the City of Fayetteville except for the purpose of picking up and discharging passen� SECTION 11. Any pdrs.on, firm or corporation violating the terms of Section 1 of th ordinance shall beddeemed guillty of a misdemeanor and shall be punished by a fine of not more than $100.00; and each day of such violation shall constitute a separate offense. SECTION 111. All ordinances and parts of ordinances in conflict herewith are hereby repealed and this ordinance being necessary for the convenience and safety of th< residents of the City of Fayetteville, an emergency is hereby declared and this ordinance shall. be in full force and effect from and after its passage, approval and publication, Passed and approved this 7th, day of February 1938. An Ordinance was introduced by Alderman Bronson entitled "An Ordinance prohibiting tapp'. of water mains and opening and closing of valves and cutoffs,providing penalties for violations, and for other purposes". The Ordinance was read ln its entirety by the Clerk. Alderman TGregory made a motion seconded by Alderman Carter that the rules be suspended and the ordinance be placed on its second reading. This motion received the entire vote of the Council, and the Clerk read the Ordinance the second time. Alderman Peal then made a motion which was seconded by Alderman Bronson that the rules be further suspended and the Ordinance be placed on its third and final reading.. This motion was duly passed by the Council and the Plerk read the Ordinance the third and final time. The Mayor then put the question "Shall the Ordinance pass". On the Clerk canling the roll, the following vote,resulted: Ayes: Bronson, Carter, Gregory, Hosford. Nays: None, ThbIThlaydr_declAiCed the Emergency Clause adopted, ORDINANCE No.805 An Ordinance to be entitled "An ORDINANCE PROHIBITING TAPPING OF WATER MAINS AND OPENING AND CLOSING OF VALVES AND CUTOFFS, PROVIDING PFVALTIES FCR VIOhATIONS, AND -FOR OTHER PURPOSES.. - BE IT ORDAINED by the City Council of the City of Fayetteville,Arkansas: SECTION 1. It shall be unlawful for any person, firm or corporation to make connection with the water distributing system of the City of Fayetteville, Arkansas; or to open or close any valve, cut-off cock, ob other opening in any part of the distributing system of the City Water dant. Provided this Ordinance shall not apply to licensed plumbers engaged in their professional capacity;and provided further that this ordinance shallnot apply to that part of the distributing system carrying water after it has passed through meters installed by the City Water Plant. SECTION 11. Any person, firm or corporation violating the terms of this ordinance shall be deemed guilty of a misdemeanor and shall be punished by a fine of not less $5.00 nor more than $50.00, and in addition thereto the Superintendant of the Water Plant shall have the,right to discontinue water service to any.person, firm or corpora• tion violating the terms of Section 1 of this Ordinance, SECTION 111. .All Ordinances and parts of ordinances in conflict herewith are hereby repealed, and this Ordinance being necessary for the protection^dit:the Water Plant of the City of Fayetteville,Arkansas,an Emergency is hereby declared, and this Ordinance shall be in full force and effect from and after its passage, approval and publication, Passed and Approved this 7th, day of February 1938. Alderman Bronson sec- onded the motion which carried unanimously and the Mayor so declared, Jas R. Greer appeared before the Council asking that he be allowed to put a shingle roof on his residence which is in the Intermediate Fire Gone. It was pointed out to him that this is prohibited by Ordinance. The Ordinance relative to parking certain vehicles at an angle to the curb which is now on its secondreading was carried over. The matter of Equipment belonging to C. E. Pierce, former City Engineer, as follows; 1 Level, 1 Transit, 1 Chain, 1 Rod, 1 Pole, 1 City Map Copy Right & Tracing, 1 County Man Copy Right & Tracing, was offered to the City for $175.00. Alderman Sanders moved that this purchase be made, half to -be paid by the Street Dep't and half to be paid'1v City Water Dept. Alderman Bronson seconded the motion which received the entire vote of the Council. The Mayor brought to the attention of the Council a proposition for a Radio Station to be located on the 3rd floor of City Administration Building, By motion of Alderman Bron son, seconded by Alderman Sanders and duly passed by the Council, the matter was re- ferred to the Building Committee, A proposal by Wade Fincher to buy a strip of land of 15 or 20 acres on north or south side of the old Airport was presented to the Council. After discussion Alderman Sanders moved that a strip of land on the north side of the old Airport containing 15 or 20 acres be offered XXX Mr Fincher for $1Z XQM $150.00 per acre. The motion was seconded by Alderman Peal and.rece(bved the unanimous vote of the Council. A move to adjourn made by Alderman Bronson and seconded by Alderman Gregory was duly passed by the ACouncil and the Mayor declared the Council adjourned.
