Fayetteville City Council met in regular session Monday, November 22, 1937.

Ucker.
Minutes of the regular meeting held November 15th, 1937, were read and approved.
ls; The following bills were presented after their approval by Alderman Peal, Chairman of
the Auditing Committee; S. W. Bell Telephone Co. $59.96, Jackson Cafe $14.20, Emmett
Boyd $4.00,.Ben Porter $17,50,'A. F. Shumate $22.509, Alderman Bronson moved that the
bills be allowed as approvedl and the Clerk be instructed to draw warrants for same upon
the proper funds. The motion was seconded by Alderman Carter and carried unanimously.
Reprts; The following reports were presented for the month of October; Clyde Walters as Fire
Chief and as Building Inspector, J. C. Massie as Police Judge, M. E. Hand as Acting
Chief of Police, and Otoe Phillips as City Collector and as City Clerk. Alderman Greg-
ory moved that the reports be received and filed. Alderman Ucker seconded the motion
which was duly passed by the Council and the Mayor so declared.
W. E. McWhorter, Manager of the Ozark Gro. Co., appeared before the Council urging the
Council to employ more men on the police force and stating that a force of two men at
night and two men on day duty could not adequately police a City of 10,000. No action
was .taken.
Dr. Roy J. Turner, district health officer, and H. L. Woodward, district sanitarian,
outlined plans for more extensive health and sanitation inspections in the City and
County as soon as the Washington County full time new health unit is established.
Both assured the Council that they would work in co-operation with the City health
officer.
The question of the legality of certain Ordinances as to privilege taxes was again
mentioned. Alderman Ucker moved that the Ordinance Committee draft KMf 13AK"X a
legal Ordinance covering above Ordinances so that the Collector may be able to make
collections. Alderman Sanders seconded the motion which carried unanimously.
A motion to adjourn made by Alderman Sanders and seconded by Alderman Ucker was duly
passed by the Council and the Mayor declared the Council adjourned.

the Auditing Committee; J. W. Shelley $17.00, Jackson Cafe $9.25, Harry Cooper Supply
Co. $7.09, Vickers Laundry $0.66, Emmett Boyd $7.00, Ben Porter $17.50, Ben Porter
$1.25, .A. F. Shumate $22.50, Lewes Bros Co. $1.42. Alderman Ucker moved that the bills
be allowed as approved and the Clerk be instructed to draw warrants for same upon the
proper funds. The motion was seconded by Alderman Hosford and carried unanimously.
Sewer
I Protests against Benefit Assessments in Sewer District No. 1 on certain properties

Committee reported that on investigation they believed these properties equitably
assessed with properties of like value with the exception of lots 3 &3A SW SW 16-16-
30 belonging to Phipps Lbr Co. and assessed at $200.00. The Committee recommended that

and avoid court procedure. After much discussion Alderman Gergory made a motion that
T. E. Shelton be paid $$200.00 in full and final settlement for architechtural services
rendered the City. Alderman Peal seconded the motion. On the Clerk's calling the roll
the following vote resulted; Ayes; Bronson, Gregory, Hosford, Peal, Shook, Ucker,
Nays; Carter, Sanders. The Mayor declared the motion carried as there were 6 Ayes and
2 Nays.

The final report of Improvement District No.81 was reported on by the Auditing Cmmittee

The Committee recommended that the report be received and filed and the Commissioners
be discharged. Alderman Bronson put this in the form of a motion which was seconded by
Alderman Ucker and duly passed by the Council.
Allowance
The matter of expenses allowed representatives when sent on City business was discussed

Alderman Gregory introduced an Ordinance entitled "An Ordinance prohibiting the opera -

drugs and prescribing penalties". The Clerk read the Ordinance the first time in its
entirety. Alderman Bronson moved that the rules be suspended and the Ordinance be place
