r . 287 F%yetteville City Council met in regular session Monday, April 19, 1937. Present; Mayor A. D. McAllister, City Clerk Otoe Phillips, City Attorney Price Dickson, City Engineer C. E. Pierce, Aldermen; Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shool; and Ucker. Minutes of the regular meeting held April 12, 1937, were read and approved. Bills; The following,bills were presented after their approval by Alderman Peal., Chairman of the Auditing Committee; Sunflower Lines Inc $&5.11, 0. N. Tucker $35.00, Frank Tucker y14.401 S'. Aldermar Bronson moved that the bills be allowed as approved and. the Clerk be instructed to draw wlrrants for same upon the proper funds. Alderman Ucker seconded the motion which carried unanimously and the Mayor so declared. The following reports for the month of March were prese-ited;J. C. Massie as Police Judge, Clyde Vlalters as Fire Chief, Otoe Phillips as Clerk and Collector, Roy Nix as Sewer Service Collector. Alderman Carter, moved that the reports be received and filed. Alderman Ucker seconded the motion which received the entire vote of the Coun- cil. 1r1ransas The matter of helping in the care of the esplanade on Arkansas Ave. was brought to Esplan- the attention of the Council. After discussion Alderman Bronson moved that the Ci4y ade: allow $5.00 per month for five months beginning with May for this purpose. Alderman Peal seconded the motion which carried unanimously. Plumbing Alderman Sanders made a motion that the Ordinance Committee be instructed to consider Ordinanc revision of the plumbing Ord1nance now in force. Alderman Peal seconded the motion rovision; which carried unanimously. Standing Mayor McAllister presented the following appointments for the consideration of the Corar.itte •s Council; Alderman Gregory moved that the above appointments be ratified by the Council. The motion was seconded by alderman Carter and carried unanimously. Board of Public Affairs; Board of Health; xamining 1937 Art T. Lewis Dr. V. L. 'Jones A. C. Bond W. Be Stelzner E. P. Fyeatt Dr. Davis Richardson Dr. Alfred Hathcock Alderman Carter moved that these appointments be ratified by the Council. Alderman Health Officer: George Appleby Peal seconded the motion which was duly passed by the Council. Dr. A. S. Gregg C. A. Marshall Standing Committees; Airport had been filled and that the grounds are in good condition. Finance; Auditing; Alderman J. K. Gregory introduced an ordinance entitled "An Ordinance to amend section Shook, Chairman Peal, Chairman Ord. Gregory Carter No .795 the rules be suspended and the Ordinance be placed on its second reading,. Alderman Peal Hosford Bronson seconded the motion which received the entire vote of the Council and the Clerk Ordinance; Street; Gregory, Chairman Sanders, Chairman The motion iris seconded by Alderman Shook and carried unanimously, and the Clerk read Bronson Ucker. the Ordinance the third and final time. The Mayor then out the question "Shall the Carter Bronson Street Cleaning; Lighting; Mayor declared the Ordinance passed as there were 8 Ayes and no Nays. Ucker, Chairman Hosford, Chairman Sanders Shook Gregory Ucker Sewer; Fire & Water; Bronson, Chairman Carter, Chairman Peal Hosford Shook Sanders Alderman Gregory moved that the above appointments be ratified by the Council. The motion was seconded by alderman Carter and carried unanimously. The Mayor then named the following Boards; xamining Plumber's Examining Board: Electrician's Examining Board: A. C. Bond W. Be Stelzner oards.: J. L. McCracken F. L. Morgan Alderman Carter moved that these appointments be ratified by the Council. Alderman Peal seconded the motion which was duly passed by the Council. Alderman Sanders of the Street Coimnittee reported that the holes in runways at the Airport had been filled and that the grounds are in good condition. Amend: Alderman J. K. Gregory introduced an ordinance entitled "An Ordinance to amend section one of Ordinance No. 795 of the Ordinances of the City of Fayetteville, Arkansas". The Ord. Clerk read the Ordinance in its entirety the first time. Alderman Sanders moved that No .795 the rules be suspended and the Ordinance be placed on its second reading,. Alderman Bronson seconded the motion which received the entire vote of the Council and the Clerk read the Ordinance the second time. After discussion Alderman Ucker moved that the . rules be further suspended and the Ordinance be placed on its third and final reading. The motion iris seconded by Alderman Shook and carried unanimously, and the Clerk read the Ordinance the third and final time. The Mayor then out the question "Shall the Ordinance pass". On the Clerks calling the roll the following vote resulted; Ayes; Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. P;a,ys; none. The Mayor declared the Ordinance passed as there were 8 Ayes and no Nays. Alderman Gregory moved that a separate vote be taken on the Emergency Clause. Alder- man Peal seconded the motion which was duly passed by the Council. On the Clerks calling the roll the following vote resulted; Ayes; Bronson, Carter, Gregory, Hosford Peal, Sanders, Shook and Ucker. ?days; none. The Mayor declared carried as there were 8 Ayes and no Nays, Ordinance No. 797. An Ordinanceto` be entitled "An Ordinance to amend section one of Ordinance No. 795 of the Ordinances of the City of rayetteville, Arkansas". Be it ordained by the City Council of the City of Fayetteville, Arkansas; Section One; That Section One of Ordinance No. 795 of the, Ordinances of the City of Fayettevilie, Arkansas, be amended, insofar as it affects the,bond required to be posted as a prerequisite to the granting of permits provided in said Ordinance NO.795 so as to permit applicants to post a good and sufficient surety bond to be approved by the City Engineer, in lieu of the cash bond required by said Ordinance No. 795. Provided further that said surety bond may be perpetual or for a fixed length of time and may cover all applications for permits without the execution of an additional bond or the depositing of additional cash, at the discretion of the City Engineer, who shall co�nnunicrite his instructions in writing to the City Clerk, with respect to said bond, Section Two; All Ordinances and parts of Ordinances in conflict herewith are hereby repealed, and because much confusion and inconvenience has arisen because of the en- forcement of the, terms of Ordinance No. 795, an emergency is hereby declared and this Ordinance shall take effect and be in full force from and after its passage, approval and publication. Report Alderman Hosford stated that the Committee met with the City Civil Service Commission of on their regular meeting night and reported an interesting meeting, also stating that Civil the spirit of co-operation shown by the Civil Service ©ommission was very gratifying. Alderman Bronson moved hequest:I that the matter be referred to the Building Committee, Alderman Peal seconded the mo- tion which carried and the Mayor so declared.
