Mayor A. D. Mc:Lllister, City Clerk Otoe Phillips, City Attorney Price Dickson, City Engineer C. E. Pierce, Aldermen Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. Minutes of the regular meeting held April 26, 1937, were read and approved. The following; bills were presented after their approval by Alderman Peal, Chairman of the Auditing Committee; 0. N. Alderman Sanders moved that the bills be allowed as ap- proved and the Clerk be instructed to draw warrants for smae upon the proper funds. Alderman Shook seconded the motion which carried unanimously and the Mayor so declared. The City Inspectors report for the month of April was presented. Alderman Gregory moved that the report be received and filed. Alderman Carter seconded the motion which was duly passed by the Council. The matter of outdoor toilets where possible to connect with the sewer was brought to the attention of the Council by the Mayor. After discussion Alderman Gregory moved that the City Engineer be instructed to prepare an estimate of expenses to make a sur- vey of outdoor toilets in the City where sewer connections would be practibable, XXXKX XXUXX for presentation to the Council at the next meeting._ The motion was seconded by Alderman Ucker and carried unanimously. The matter of motor vehicle license purchased by Tom Taylor previous to March 1st on passenger car which has been stored and is not to be used was discussed. Alderman Ucker moved that the $;3.00 paid f'or said license fee be applied on truck license d>>e the City. The motion was seconded by Alderman Gregory and carried unanimously. Alderman Hosford called the Council's attention to the fact that XXXXX taxi cabs were parking indiscriminately on the sweets of the City and that merchants were complai^i of this. Alderman Hosford moved that the Bus X'dN Traffic Congestion Committee be in- structed to contact the Taxi Concerns relative to a solution of the problem. The mo- tion was secondee by Alderman Peal and received the entire vote of the Council. By motion of Alderman Gregory, seconded by Alderman Hosford, and duly passed by the Council, the City Attorney was requested to furnish the Council with legal opinion as to Sewer Commission and Water Board relative to appointment and term of office. No further business Alderman Gregory moved to adjourn. The motion was seconded by ,:Alderman Carter and carried unanimouslI and the Mayor declared the Council adjourned. Attest; City Clerk'. The motion was seconded by Alderman Hosford and received the entire vote of the Council. City Engineer C. Be Pierce stated to the Council the difficulty in obtaining proper descriptions of property in making survey of possible sewer connections. After dis- cussion of the matter Alderman Ucker moved that the Sewer Committee meet with the Sewer Commissioners relative to obtaining legal descriptions. Alderman'Carter seconded is the motion which carried unanimously and the Mayor so declared. Alderman Gregory introduced the following resolution and moved its adoption; (See next page) 299 Resolution. 17hereas, it has been brought to the attention of the City Council of .the City of Fay- etteville, Arkansas, that certain provisions of the plumbing code of the City of Fay- etteville should be more carefully regulated and controlled; - Regarding Now, therefore, be it resolved by the City Council of the City of Fayetteville that all I umbing plumbing work done in the City of Fayetteville, Arkansas, shall be done under the di - Code: rection of a licensed Journeyman Plumber, who shall comply with all of the requirements of the plumbing code and Ordinance No. 759 of the Ordinances of the City of Fayetteville. No plumbing installation, contract, alteration, repair or plumbing work of .any nature shall be done in the City of Fayetteville, Arkansas, without the presence of at least one Journeyman Plumber to direct the work under such installation, contract, altera- tion or repair. The word "plumbing" shall apply to both sewer and water plumbing and the City Building Inspector shall have the right and authority to refuse to approve any plumbing if not done in conformity with this resolution. lumbing All resolutions and regulations of the City of Fayetteville in conflict herewith are ode: hereby expressly repealed; and this resolution being necessary for the peace, health and safety of the residents of the City of Fayetteville, an emergency is hereby de- clared and this resolution shall take and be in full force and effect from and after its passage and approval. Alderman Shook seconded the motion. On the Clerk's calling the roll the following vote resulted; Ayes; Carter, Gregory, Hosford, Peal, Shook and Ucker. Nays; Bronson and Sanders. The Mayor declared the resolution adopted as there were 6 Ayes and 2 Nays. Alderman Gregory introduced the following resolution and moved its adoption; Resolution. Whereas, it has been brought to the attention of the City Council of the City of Fay- etteville, Arkansas, that the present Ordinanced and regulations governing plumbing in the City of Fayetteville are not adequate to properly administer the plumbing code of the City of Fayetteville; lumbing NOW, therefore, be it resolved by the City Council of the City of Fayetteville, Arkan- Code: sas, that the City Water Board and the City Water Plant and the Supreintendent thereof, of the City of Fayetteville be and they are•her.eby requested to refuse to permit any person, firm or corporation to connect with the City water system until the plumbing therein has been inspected and approved by the City Plumbing Inspector: provided that this resolution shall not be construed as to require said approval from said Inspector where service has been discontinued, unless some change has been made in said plumbing since service was discontinued. Alderman Peal seconded the motion. On the Clerk's calling the roll the following vote resulted; Ayes; Bronson, Carter, Gregory, Hosford, Peal, Sanders, Shook and Ucker. Nays; none. The Idayor declared the resolution adopted as there were 8 Ayes and no Nays nsurancel The matter of insurance for the City Building was discussed. Alderman Sanders moved ew City that the Insurance Committee get the Architect .and two Contractors to give them an lag: appraisal as to the value of the Building to be presented next meeting. Alderman Bron- son seconded the motion which carried unanimously. No further business Alderman Hosford moved to adjourn.
