Fayetteville City Council met in regular session Monday September 7,1936.
Present:Mayor A. D. McAllister, City Attorney Price Dickson. Aldermen: Bronson, Gregory,Hosford,
Peal, Shook and Ucker. Absent: City Clerk Otoe Phillips, City Engineer C. E. Pierce.
Aldermen: Carter and Sanders.
Minutes of the regular meeting August 31,1936 were read and approfed.
Bills: The following bills were presented after their approval by Alderman Peal, Chairman of
the Auditing Committee: Southwest Bell Telephone Co., $59.48; Fayetteville Daily
Democrat $1.60; Arkansas Municipal League $25.00; Winkleman Print Shop $4.59; Elizabeth
Strain Decker $19.80• Fayetteville Printing Co. $4.4.98; Southwest Gas & Electric Coo,

the proerr funds; seconded by Alderman Hosford and carried unanimously.
Annual Report of Improvement District No.35 (Duncan st) for the year ending September 1,1936,
Report was read. Alderman Gregory moved that the same be received and turned to the Auditing
Imn.Dist Committee; seconded by Alderman Brosnon and duly passed by the Council.

Plans were discussed to relieve further traffic congestion; marlcing of cars every hour
being mentioned as an aid to accomplishing this. Alderian Hosford moved that the Mayor
Traffic appoint a Committee of three to act with him in working out the problem of traffic
Conges- congestion; seconded by Alderman Ucker and carried unanimously. The Mayor appointed

Mayor McAllister brought to the attention of the Council a number of destitute people
camping in City Park. Alderman Ucker moved that the Mayor check up on the transients
in City park, and help them not to exceed $5.00;3econded by Alderman Peal, and carried
unanimously.

McGeorge Construction Co. $15.00. Alderman Bronson moved that the bills be allowed es
approved and the Clerk be instructed to draw warrants for same upon the proper funds.
The motion was seconded by Alderman Ucker and received the unanimous vote of the
Council.
R B Cha A request was read from R. A. Chaney to out curb at 205-207 and 250 Watson Ave., to
ney: make driveways. Alderman Ucker moved. that this permit be granted under supervision of

RockProperty owners and neighboring residents appeared before the Council, declaring a
Street dance hall on Rock street a nuisance, and asked assistance of City in closing same.
Dance After discussion, Alderman Bronson moved that the City Attorney cooperate with
Hall- a property owners in trying to close the place; seconded by Alderman Gregory and
nuisance: carried unanimously.
New Plat Mrs. Nell Wilson Jones, Hugh V!ilson, T. S. Tribble and R. D. Goff, property owners in
','lilson's Wilson's Second addition asked that they be permitted to close alleys shown in plat
2nd. which never had been opened. They were requested to file a new plat of the Block
affected.
Complain H. Moore complained of unsanitary conditions on account of out -door toilets in Block
out -door 3q Original Town. Mayor McAllister told the Council that a list has been made of all
Toilets properties not connected with the Sewer rhich are within three hundred feet of a sewer
Block 39 line. The Council expressed themselves as intending to force all property owners to
Original connect with a sewer line where it is possible to do so.

Mr. E. L. Nettleship; Mrs B. N. Wilson and Mrs V1. G. Ownby representing the Relief
Association appeared before the Council, asking for quarters in the new City Building
for the organization- It was arranged to have the relief Association representatives

Committee of the City Council Thursday 4:00 P. M. to look over
the
situation.
Alderman Ucker, Chairman bf the Sewer Committee, -read a letter from Alexander All&rLre,
stating that a man would be available in a few days to assist in making the set-up
for collection of Sewer Disposal Plant funds. The matter was carried over until
Monday September 21st, regular Council meeting.
Alderman Gregory reported -that the Committee appointed to work with the Mayor on
traffic congestion, recommends that cars be marked hourly from 8:00 A. M. to 6: 00 P. M
beginniing September 21st,and that signs be changed to read accordingly; and that,
Eldo Cole be paid $$40, per month for the work. Alderman Peal moved that the report be
adopted, seconded by Alderman Hosford and carried unanimously.
No further business, Alderman Ucker moved to adjourn, seconded by Alderman Gregory and
carried unanimously. The Mayor declared the Council adjourned.

AND RELATING TO THE OPERATION THEREOF.
WHEREAS the City of Fayette ille, Arkansas, has heretofore authorized the construction
Ynd equipment ofa Sewage Treatment Plant to be financed through the Federal, Emergency
Administration of Public Works identified as Docket No. Ark. 1014-R,and
WHEREAS the construction of said project has been completed and said equipment purchas
ed and iinstalled, and 11
Whereas, the Engineer has made a final inspection of said project and reports that all
con�ction work has been completed and said equipment purchased and installed in accor
ance with the Plans and Specifications relating thereto and has approved same.
NOW THEREFORE BE IT RESOLVED BY THE CITY OF FAYETTEV I LLE, ARKANSAS. as follows:
1. It is hereby determined that construction work on the Sewage Treatment and
the purchase and installation of said equipment therefor have been completed in accordan
with the approved _Plans and Specifications.
2. The report of the Engineer approving the completion of said construction wo
and the purchase and installation of said equipment is, in all respects, hereby accepted
ratified and approved.
3. It is hereby further determined and declared that said project, being in -al
respects satisfactory to said City of Fayetteville is now operated as of the
Pay of 1936.
