Fayetteville City Council met in regular session February 3rd,1936, 7:30 P. M.
Present: I Mayor A. D. McAllister, City Clerk Otoe Phillips, City Ttorney Rex'Perkins, City
Engineer C. E. Pierce. Aldermen: Bronson, Bynum, Carter, Grerrory, Peal, Sanders,
Shook and Ucker.
Minutes of the regular meeting January 27th, 1936, were read and approved.
The following bills were presented after their approval by Alderman Peal, Chairman of
the Auditing Committee. Whereupon, Alderman Bronson made a motion seconded by Alderman
Ucker that the bills be allowed as approved, and the Clerk be instructed to issue
warrants upon the proper funds in payment of same. This motion received the entire
vote of the Council and the Mayor declared carried, and instructed the Clerk to issue

Mrs Sidney Rieff asked that her son, Sidney Jr., 15 years, be granted a permit to
drive automobile. Alderman Ucker moved that the permit be granted, same to be under
supervision of Chief of Police, seconded by Alderman Sanders and unanimously passed
by the Council.
A request from J l7 Cohea to cut pavement on. Vlatson Ave., between Rollston and
Thompson^st.,for the, purpos f making sever connection at new house being built

supervison of Cit `y Engineer,seconded by Alderman Peal, and unanimously passed by the
Council. -
Alderman Bronson introduced an Ordinance entitled "AN ORDINANCE TO AMEND ORDINANCE
Number 789 of the City of Fayettevile, Arkansas': The Clerk read the Ordinance the
first time in its entirety. Alderman Bynum moved that the rules be suspended and
Ordinance placed on its .second reading. Alderman Carter seconded this motion which
received the entire vote of the Council. The Clerk then read the Ordinance the second
time. Alderman Gregory moved th>,t the rules be suspended further. and the Ordinance
placed on its third and final reading. Alderman Ucker seconded this motion with ich
again received the unanimous vote of the Council. The Clerk then read the Ordinance
the third and final time. The Mayor then put the question "Shall the Ordinance Pass".
On the Clerk's calling the roll, the following vote resulted: Ayes: Alderman Bronson
Bynum, Carter, Gregory, Peal, Sanders, Shook and Ucker.Nays:: None. The Mayor declared
carried as there were eight Ayes and no Nays.
Alderman Gregory moved that the Emergency clause be voted on separately, seconded by
Alderman Peal, and upon the motion being put before the Council resulted in the,
following vote: Ayes : Aldermen Bronson, Bynum, Carter, dregory, Peal,Sanders,
Shook and Ucker, Nays: None, The Mayor declared. carried and the Emergency clause
incorporated in Ordialnce by a separate vote.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 OF THE CITY OF FAYTTEViur, ARKANSAS,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTE✓ILLE, ARKANSAS:
That Section One of Ordinance 789 of the City of FesTetteville, Arkansas,be
and it is hereby amended to include the following sentence: That the maximum fee to b
charged to any truck, or truck and trailer, or tractor and trailer,is the sum of ($$25.
Twentyfive-Dollars per ,year.
This Ordinance being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this Ordi-nance shall
be in full force and effect from and of ter its passage, approval and publication.

The matter of allowing physicians special parking privileges was brought up. No ac
taken.,.
A bill was presented by Fayetteville Lumber and Cement Company for materials purchased
by R E wages for the City of Fayettevilleduring the month of April 1931. It developed
that this billwas charged to R E Wages personally. After some discussion, Alderman
Gregory moved that the bill be paid,seconded by Alderman Bynum, 'and duly passed by the
Council.
The Mayor presented the matter of Sam Morrow, Supt., Public Works.. asking for
an allowance toward heating women's sewing room until requisition covering same was
honored. Alderman Sanders moved that an Allowance not''bo.lexceed $2000 per day for a
period of ten days be allowed toward this project, seconded by Alderman Bynum, and
carried by a unanimous vote.
Alderman Gregory moved thatthe Council go into Executive Session, seconded by Alder-
man Bronson, and carried unanimously, and the Mayor declared the Council in Executive
Session. TIe matter of Fire Fund overdraft came up for discussion.
Alderman Gregory moved thatthe Council go out of Executive Session, seconded by
Alderman Shook, and carried unanimously; and the Mayor declared the council out of
Executive Session.
There being no further business, Alderman Sanders moved to adjourn, seconded by
Alderman Bynum, and duly passed by the Council. The Mayor declared the Council
adjourned.

A bill for $11.50 was presented covering filing of Transcript with Clerk of Supreme
Court in appeal of City of Fayetteville vs Fannie tlalker, and May R. V!illiams.Alderman
Sanders moved that this bill be allowed, seconded by .Alderman Shook, and unanimously
passed by the Council; and the Mayor instructed the clerk to issue check for this
amount payable to Clerk Supreme Court of Arkansas.
M. H. Bell, of R. C. Frambers & Company, Certified Public Accountants, presented their
audit of the.City's business for theyear 1935, explaining in detail the,various
"Exhibits". Alderman Gregory moved that the audit be received and filed, seconded by
Alderman Carter, and carried unanimously.
Alderman Gregory moved that a vote of thanks be extended to Mr Bell, as the representa-
tive of R. C. Frambers & Company, Auditors, for his courtesy in going over the audit in
detail. This motion was seconded by Alderman Bronson, and received the entire vote of
the Council.
A large number of Boy Scouts of America were present; this being the close of a day
when the recently elected officers from the Scouts had been initiated into the various
City Offices. In response to a request from Mayor McAllister, a number of Scouts
introduced themselves, and received a hearty applause for the principles they represent
Alderman Gregory introduced the following resolution and moved its adoption:
RESOLUTION NO.
WHEREAS, a proposal and offer to sell certain real estate located in the City of
Fayetteville, County of Washington and State of Arkansas,and which is particularly
described in said proposal and offer, and which offer to sell is made to the City of
Fayetteville, Arkansas,by the owners of said property, by and thbough Art T. Lewis,
Trustee, and •
WHEREAS, said offer to sell, sets out in detail, the description of said property, the
consideration to be raid therefor,the cash payment, and the deferred payments to be
made and the manner in which the same are required to be made, and,
WHEREAS, said property has been inspected by the City Council, and in its judgment, sa
property is well worth the consideration named in said offer to sell, and
WHEREAS, the said City of Fayetteville, is much in need of such property,as an adminis-
tration building or City Hall, and
WHEREAS, the said City of Fayetteville can finance the purchase of the same on the
terms proposed without interfering with the..usual and customary functions of the City,
and without interfering with tts ability to pay for the cost of its usual and customary
governmental functions, and
WHEREAS, the cost of xentals which will be eliminated by'reason of the purchase of said
property is a very material item to the said City, and
